LARIMER COUNTY ALTERNATIVE SENTENCING / COMMUNITY CORRECTIONS EXPANSION
SPAR Project Information and Design Narrative 19 May 2021
The purpose of this narrative is to provide summary information about the proposal to communicate the
intent of the project including any program needs, site constraints or choices made that influence the
proposed project design.
1. Project Title:
• Larimer County Alternative Sentencing / Community Corrections (ASD/CC) Expansion
2. Past Meeting Dates:
• Preliminary Design Review Staff Meeting - 14 April 2021
• Neighborhood Meeting – 28 April 2021
3. General Information:
• The proposed project is located at 2307 Midpoint Drive in Fort Collins.
• Site is a previously developed 8.47 acre lot (Lot 1) owned by Larimer County that includes the
existing Alternative Sentencing and Community Corrections buildings, and shares a site with the
Larimer County Jail and Sheriff’s Office Administration building.
• The existing and proposed zoning of Lot 1 is E – Employment.
• The proposed two-story expansion of 50,500 will include dormitories providing up to 174 beds for
the Alternative Sentencing and Community Corrections residential programs already located on site,
as well as educational and administrative support space.

• Site is owned, and will remain owned, by Board of County Commissioners, Larimer County, Colorado

6. Transportation Improvements:
• Transportation improvements will be limited to interior circulation and onsite and onsite parking
impacted by the building expansion. No modifications to site access, intersections or offsite traffic
improvements are proposed. Refer to Traffic Memo for additional information.
7. Neighborhood Meeting:

• There were no comments generated at the Neighborhood Meeting.
8. Narrative – Site Design:
• The site is part of the larger Larimer County Midpoint Detention Campus that includes the Jail,
Sheriff’s Administration building, Alternative Sentencing and Community Corrections buildings, as
well as associated parking and amenities.
• A relocated walking trail with fitness stations for ASD/CC resident use is proposed along the west
property boundary, where existing planting beds used to farm food will remain in place.
• (3) enclosed patios are proposed around the new ASD/CC Expansion to serves as outdoor recreation
and meeting spaces for residents and their case managers and counselors.
• A proposed therapy garden on the east side of the expansion provides a space for group meetings,
and various seating opportunities for residents to meet with counselors, and up to (6) large, raised
planters for gardening therapy. This space will have planting that serves as sensory therapy and
ornamental and shade trees for shade and seasonal interest.
• The ASD/CC Expansion site can be accessed from the existing street network, including Specht Point
Road and Midpoint Drive. The nearest main intersection is Prospect Road and Timberline Road.
Specht Point Road can be accessed from Prospect, and Midpoint Drive can be accessed from
Timberline. Access to the ASD/CC Expansion will not impact any existing driveway cuts or
surrounding neighborhood streets.
• Visitors can drive into the site going south to the main entrance. There is a new drop off/pick up
area designed with the expansion with a new building entrance delineated by colored concrete or
similar paving. The new public entrance is oriented toward the north and site entrance, consistent
with the three existing public entrances on the building, for intuitive public wayfinding along the
northern side. Staff parking and entrance are oriented toward the south where they interconnect
with staff and service areas for other buildings on the site.
• There is an existing system of concrete pedestrian walkways from Midpoint Drive through the site
that will be supplemented with new concrete walkways around the perimeter of the building
expansion, allowing residents and employees to walk safely between buildings, parking lots, and
amenity areas. Crosswalks are proposed at appropriate drive aisle crossings.
• The project will reconfigure and expand existing parking areas to add a total of 45 spaces to the site.
9. Narrative – Disturbance:
• There are no significant natural features on site. No disturbance to wetlands, natural habitats or
wildlife are anticipated with the proposed development.
• Water quality and low-impact development features will be evaluated and designed to treat run-off
from the ASD/CC Expansion site.
• Stormwater drainage from the site will not change significantly with the proposed expansion.
Existing stormwater drainage generally flows to the south and southeast to a regional detention and
stormwater quality pond. Flows are conveyed via both surface and storm sewer pipes.

10. Narrative – Transition:
• Existing and proposed land uses are the same.
11. Narrative – Architectural Design:
• The building will provide up to 174 new residential beds in 6 and 12 person dormitories to
accommodate female clients relocated from the existing Work Release and Community Corrections
buildings, with the following goals:
▪ Create a flexible, functional facility that supports best practice gender responsive
programming to safely deliver better outcomes and expanded services to more individuals.
▪ Balance the need for longevity, durability, flexibility, and low maintenance with the benefits
of a softer, non-institutional environment that fosters healthy relationships and supports
gender responsive, trauma informed care.
▪ Provide functional, efficient, adaptable workspaces and amenities that support safety and
wellbeing of staff.
• The ASD/CC Expansion building design will mimic the form, scale, character and materials of the
existing Alternative Sentencing building, and will utilize a combination of patterned decorative
concrete masonry units, precast concrete trim units, native sandstone accents, stucco and
composite metal panel systems with aluminum framed glazing systems.
• Like the existing building, the same palette and design expression will extend to all sides of the
building, providing a consistent, 360 degree architectural design.
• As noted above, the new building will mimic the form, character and material of the existing
building. The building and site will be developed in a manner consistent with the surrounding area.
12. Phasing Schedule:
• All improvements related to the proposed project are expected to be constructed as a single phase
under one construction contract, with an estimated 14-month construction duration.
