Creating new property lines at this existing building will require a 2hour wall (assuming retail occupancy) on each side of the new PL with no openings (windows/doors) and a roof parapet be installed at the roof of each new PL wall per chapter 5 and 7 of the adopted IBC building code.(NOT A SURVEY RELATED MATTER)Department: Fire AuthorityContact: Jim Lynxwiler, 9704162869, jlynxwiler@poudrefire.org1. REPLATReplat of the site will require compliance with fire apparatus access. If a system of fire lanes have not already been dedicated on this site, dedication of Emergency Access Easements will be required at this time.2. FIRE LANE SIGNAGEIf not already provided, dedication of fire lanes shall encompass posting of No Parking Fire Lane signage or red curbing. Refer to LCUASS detail #1418 & #1419 for sign type, placement, and spacing.3. OCCUPANCY GROUP CLASSIFICATION & CHANGE OF USE Should any portion of the replat propose a change of use for the site, affected portions shall comply with current code for the assigned occupancy group. Contact the building department for occupancy group details.(EXISTING 25’ ACCESS & EMERGENCY ACCESS EASEMENT IS SHOWN))Department: Engineering Development ReviewContact: Marc Virata, 9702216567, mvirata@fcgov.com1. The creation of Lot 14A appears to be fully inside the overall Lot 14 (a lot within a lot). In checking with our City Surveyor this may not be inherently an issue, but it's certainly unusual and I'm not aware of a previous instance of this. The applicant may want to verify with its surveyor, title company, etc. on whether this is an issue or results in some unintended consequences.2. The creation of Lot 14A would need to demonstrate that it still has legal access for the public, utilities, emergency access, etc.3. A note would need to be added to the plat for this project indicating that the development agreement for the overall Front Range Village shall apply to the property. A link to this development agreement can be found here: https://citydocs.fcgov.com/?cmd=convert&vid=51&docid=20667&dt=DADEVELOPMENT+AGREEMENT(THIS NOTE HAS BEEN ADDED)Department: Traffic OperationsContact: Steve Gilchrist, 9702246175, sgilchrist@fcgov.com1. TRAFFIC IMPACT STUDY: The replatting of an existing lot does not generate traffic or alter the anticipated trips generated by a site, so no Traffic Impact Study is required at this time. TIS waived. If the replatting of a property subsequently leads to the (re)development, then a Traffic Impact Study might be required at that time.(NO REDEVELOPMENT OF THE PROPERTY)Department: Stormwater EngineeringContact: Matt Simpson, (970)4162754, masimpson@fcgov.com2. No site improvements (site specific comment):No improvements or increases in impervious area are indicated in the application, so there are no Stormwater requirements. Please contact Water Utilities Engineering (WaterUtilitiesEng@FCgov.com) if site improvements are anticipated.(NO INCREASES IN IMPERVIOUS AREA)Department: WaterWastewater EngineeringContact: Matt Simpson, (970)4162754, masimpson@fcgov.com1. Existing Water Infrastructure (site specific comment):There is an existing 12inch water main in the drive aisle east of the building with an existing 2inch domestic water service and a 6inch fire service to the site.2. Existing Sewer Infrastructure (site specific comment):There is an existing 8inch sanitary sewer main in the drive aisle east of the building with an existing sanitary sewer service to the site.3. Water Allotment (site specific comment):The existing unit at 4345 Corbett Drive is currently served by a 2inch water service / meter. The existing water service currently has an allotment of 3,128,169 gallons per year associated with it. If you believe that your property may use more water than your assigned allotment, please contact our Utility Fee and Rate Specialists at (970) 4164252 or UtilityFees@fcgov.com for more information or questions.4. Utility Easement Dedication (site specific comment):This replat will create a situation where the water and sewer services for the new lot will cross onto adjacent private property. An offsite utility easement, for the water and sewer service lines, will need to be dedicated at the same time as the replat, unless a blanket utility easement already exists.(20’ WATER & SEWER EASEMENT IS DEDICATED PER PLAT)Department: Erosion ControlContact: Chandler Arellano, (970) 4206963, carellano@fcgov.com1. Information Only:No Comment from Erosion Control. Based upon the submitted Planning Materials it has been determined that this project; will disturb less than 10,000 sq. ft., is not proposed to be in a sensitive area, has no steep slopes (greater than 3H:1V) within or adjacent to the project, and is not part of a larger common development that will or is under construction. Therefore, no Erosion Control Material submittal is needed. If this project substantially changes in size or design where the above criteria now apply, erosion control materials should be submitted. Though the project at this time requires no erosion control material submittal, the project still must be swept and maintained to prevent dirt, saw cuttings, concrete wash, trash debris, landscape materials and other pollutants from the potential of leaving the site and entering the storm sewer at all times during the project in accordance with City Code 26498. If complaint driven or site observation of the project seem not to prevent the pollutant discharge the City may require the project to install erosion and sediment control measures. Nearby inlets that may be impacted by the pollutants, in particular dirt, should be protected as a good preventative practice and individual lots should be protected from material escaping onto the sidewalk. If at building permit issuance any issues arise please email erosion@fcgov.com to help facilitate getting these permits signed off.(NOT A SURVEY RELATED MATTER)Department: Electric EngineeringContact: Austin Kreager, 9702246152, akreager@fcgov.com1. As long as this unit is already individually metered for it's electric service as I believe it to be, and all electric lines remain within a utility easement, Light and Power has no objections to this replat. Thank you(NOT A SURVEY RELATED MATTER)Department: Environmental PlanningContact: Scott Benton, , sbenton@fcgov.com1. INFORMATION ONLY: No comments on the replat. However, if any tree removal, landscape alterations, exterior modifications, or construction is planned then the following comments apply.2. INFORMATION ONLY: City of Fort Collins Land Use Code [Section 3.2.1 (E)(3)], requires that to the extent reasonably feasible, all plans be designed to incorporate water conservation materials and techniques. This includes use of lowwateruse plants and grasses in landscaping or relandscaping and reducing bluegrass lawns as much as possible. Native plants and wildlifefriendly (ex: pollinators, butterflies, songbirds) landscaping and maintenance are also encouraged. Please refer to the Fort Collins Native Plants document available online and published by the City of Fort Collins Natural Areas Department for guidance on native plants is: http://www.fcgov.com/naturalareas/pdf/nativeplants2013.pdf. Also see the City of Fort Collins Plant List : https://www.fcgov.com/forestry/plant_list.pdf.3. INFORMATION ONLY: If tree removal is necessary, please include the following note on the tree mitigation plan and landscape plan, as appropriate: "NO TREES SHALL BE REMOVED DURING THE SONGBIRD NESTING SEASON (FEBRUARY 1 TO JULY 31) WITHOUT FIRST HAVING A PROFESSIONAL ECOLOGIST OR WILDLIFE BIOLOGIST COMPLETE A NESTING SURVEY TO IDENTIFY ANY ACTIVE NESTS EXISTING ON THE PROJECT SITE. THE SURVEY SHALL BE SENT TO THE CITY ENVIRONMENTAL PLANNER. IF ACTIVE NESTS ARE FOUND, THE CITY WILL COORDINATE WITH RELEVANT STATE AND FEDERAL REPRESENTATIVES TO DETERMINE WHETHER ADDITIONAL RESTRICTIONS ON TREE REMOVAL AND CONSTRUCTION APPLY."4. INFORMATION ONLY: If exterior modifications are planned, please submit a site photometric plan and luminaire schedule. All lighting shall have a nominal correlated color temperature (CCT) of no greater than three thousand (3,000) degrees Kelvin [see LUC 3.2.4(D)(11)] and light sources shall be fully shielded and downdirectional to minimize uplight, spilllight, glare and unnecessary diffusion on adjacent property. Please also consider fixtures with motionsensing or dimming capabilities so that light levels can be adjusted as needed. Regarding outdoor lighting, cooler color temperatures are harsher at night and cause more disruption to biological rhythms for humans and wildlife. The American Medical Association (AMA) and International DarkSky Association (IDA) both recommend using lighting that has a CCT of no more than 3000K to limit the amount of blue light in the night environment. Thank you in advance for supporting City of Fort Collins Night Sky Objectives. There appear to be existing trees onsite and near the limits of development. After the rezone and replat is confirmed, are there plans to develop or impact existing trees? If so, regardless of impact please schedule an onsite meeting with City Forestry (choltz@fcgov.com) to obtain tree inventory and mitigation information. Existing significant trees should be retained to the extent reasonably feasible.(NOT A SURVEY RELATED MATTER)Department: Technical ServicesContact: Jeff County, 9702216588, jcounty@fcgov.com1.
