Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 CONCEPTUAL REVIEW, STAFF COMME114TS MEETING DATE: February 27, 1989 ITEM: Riverbemd Stablcs APPLICANT: Mr. John Farcy c/o John Barnett, Environments/Site Planning, 2500 Dorset Court, Fort Collins, CO. 80526 LAND USE DATA: Request for horse boarding facilities on 6 acres located just north of the Poudre River at the future alignment of Timberline Road extended. COMMENTS: L There is a problem with supplying electrical power to the site. The closest Light and Power facilities arc about 1.5 miles away. Since the site is in the City, power cannot be supplied by Public Service. If power is needed, the City will front the cost of running lines to the site. 2. The City Water and Sewer Department does not have any mains in the immc- diate vicinity. It would probably be more feasible to obtain water from Elco Water District and sewer from Boxelder Sanitation District. 3. It is likely that the property lies in both the floodplain and the floodway. No facilities can be built in the floodway. To develop in the floodplain, a Floodplain Use Permit must be obtained from the City of Fort Collins Storm - water Utility. It must be documented that the building elevations will be raised above the height of the base flood elevation as per the regulations of F.E.M.A. Although it is too early to determine, it may be required to run a HEC II analysis to verify the feasibility of development in the floodplain. 4. The development proposal is complicated by the future extension of Timberline Road. Part of the planning process will include the filing of a subdivision plat which should show the Timberline alignment along with the necessary slope easements. The City is willing to purchase the right-of-way for this new road so it will not be necessary to "dedicate" the land. A plat is also required before a building permit can be issued. The timing of the improve- ment will be more clear after the March 7, 1989 municipal election which includes a ballot proposal to fund the extension of Timberline Road. 5. At this point, it is difficult to determine whether the zstrect ovcrsizing fee would be assessed. An argument could be made that horse boarding stables are a temporary use until the new road is constructed. On the other hand, if the ballot issue for the funding of the new road is defeated, then how "temporary" is the structure. The Poudre Fire Authority requires that there be one hydrant within 400 feet and water supply at 1,000 gallons per minute of pressure. 7. Both the City Parks and Recreation Department and the Department of Natu- ral Resources are concerned with appropriate buffering of the Poudre River Trail and the Riverbend Ponds natural area. The area is designated by the City to be an "Environmentally Sensitive". Please be aware that buffering the trail will be a concern. 8. There is also a concern with riding horses in the open space areas and along the Poudre River Trail. The Parks and Rec. Dept. has long term plans to develop a small parking area, fishing pier, and pedestrian access to the open space area. Access for horses may not be compatible. As plans evolve, it will be important to maintain a dialogue with Parks and Rec. to ensure compatibil- ity. 9. There is also a concern with solid waste. Waste should be hauled off -site. Please be aware that excessive odor may be considered a nuisance to the residents of the Countryside subdivision. 10. If a riding arena is constructed, please be aware that excessive dust may also impact the Countryside subdivision. It. The City Code has a restriction of no more than one horse per 1/2 acre of pasture. This would allow 12 horses on your 6 acres. 12. The request to board horses in the City is not a typical project associated with urban development. It is unresolved at this time whether the P.U.D. process or a rezoning to RC, River Corridor, would be the appropriate process. It is suggested that a separate meeting with City officials be arranged to resolve this issue.
