Dear Mr. Barnett:
Staff has reviewed the request for a Preliminary P.U.D. for Riverbend Stables
and offers the following comments:
1. The proposed P.U.D. is impacted by the future alignment of the extension of
Timberline Road. As a result, the applicant is encouraged to meet with the
City Engineer, Right -Of -Way Agent, and City Attorney to discuss various
alternatives regarding this future road. The Planning Department will coordi-
nate this meeting at the applicant's earliest convenience.
2. A Drainage Report must be submitted to the City's Stormwater Utility for
review. Such a report should address the following:
A. Indicate the floodplain and water surface elevation.
B. The effectiveness of the runoff treatment system must be established.
C. The orientation of the stables suggests possible blockage of floodwaters.
Please submit a HEC - II run showing a "no rise" situation. One possible
solution would be to orient the stables parallel with the flood flows.
D. Erosion control measures should be addressed. Please indicate the measures
to be taken both during construction and the measures to be
implemented on a "permanent" basis.
3. Both water and sewer service will be provided by E.L.C.O. and Boxelder Sanita-
tion District.
4. The preliminary landscape plan should be more specific as to what constitutes
the artificial wetland. It will be necessary to establish that the plant material
is of the proper quality and quantity to accomplish the objective of filtering
the waste.
5. The attached letter to the submittal states that landscaping will include wildlife
plantings on adjacent City property to the west. Once again, these plantings
must be made more clear as to quality, quantity, and location.
6. The City Forester advises that there are stands of cottonwoods in the area that
should be preserved. If these stands are to be in the pasture area, then
protection from livestock in the form of fencing should be provided.

7. The Fire Marshal of the Poudre Fire Authority advises that all buildings must
be built to the limitations of the existing water supply.
8. The variance to the hard surface parking is being evaluated. Regardless, the
site plan should indicate the parking stall locations and dimensions.
9. Please add a note that all signage will comply with the Sign Code.
10. The height and material of the fencing should be indicated by a detail on the
site plan. No barbed wire or electrical fences are allowed in the City.
11. If any new structure is to be built, a building permit will be required. This
necessitates a subdivision plat.
12. It is not clear from the P.U.D. documents if there will be any equestrian use of
the adjacent City owned Riverbend Ponds area. Please elaborate on the
potential access to the Riverbend Ponds. Will there be any commercially
guided rides? If so, an access point must be agreed upon with the Parks and
Recreation Department.
Please keep in mind that excessive use by equestrians in the Riverbend Ponds area
could potentially lead to closure of the open space to horses in the future. It is
strongly recommended that the applicant contact the Parks and Recreation Depart-
ment over the use of the open space area.
13. The submittal did not contain any architectural elevations. If any new
buildings are to be constructed, architectural elevations are required.
14. The variance request to not pave the adjacent street to a 36 foot width is being
evaluated.
15. The site plan references three "Longes" and the letter references three "lunges".
In either case, it is not clear to the layman what is being referred to. The
dictionary is no help on this use of the vernacular.
This concludes staff comments at this time. There are many issues pertaining to the
Timberline extension, the two variance requests, the performance of the artificial
wetland, and the potential access and use of the City owned open space. It is
suggested that we meet at your earliest convenience to discuss these issues in depth.
In order to stay on schedule for the August 28, 1989 Planning and Zoning Board
hearing, please note the following deadlines:
Plan revisions are due August 10, 1989.
PMT's, 10 prints, colored renderings are due August 21, 1989.
