Dear Mr. Barnett: This letter is to serve as a follow up to the letter dated July 25, 1989 in which Staff outlined the comments related to the Riverbend Stables P.U.D. One of the areas of concern that merits further discussion pertains to the variance request to not pave the adjacent local street to a 36 foot width. Staff is concerned over the unspecified duration of what is described as a tempo- rary land use. Experience has demonstrated that an undefined temporary use often results in an awkward situation when the future arrives and improvements are required. This situation is exacerbated if the property is conveyed to a party that is not aware of previous variances, stipulations, or conditions. This uncertainty, combined with the impacts generated from the proposed P.U.D., may create a situa- tion that does not serve the area according to the standards of the City and the Urban Growth Area. As a result, Staff is recommending that the local gravel street be improved to full local street standards based on the impact of the proposed P.U.D. This local street standard consists of sidewalk, curb, gutter, and 36 feet of pavement to a sufficient depth based on soil conditions. In addition, the City Code allows the Staff to investigate the possibility of improving the local street all the way to the nearest arterial street, in this case, Highway 14. The rationale behind this requirement is based on the immediate impacts of proposed P.U.D. Staff recognizes the fact that the Riverbend Stables P.U.D. contains a portion of the property being considered for the future extension of—I'lnberline Road, desig- nated on the Master Street Plan as a major arterial street. It is unlikely that request for Riverbend Stables P.U.D. will require the construction of Timberline Road at this time. Therefore, Staff is reluctant to complicate the immediate P.U.D. request with the issue of the future Timberline Road at this time. Please keep in mind, however, that the extension of Timberline Road was included in the Choices 95 Capital Improvement Program. 300 LaPorte Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 0 0 Because of the time constraints of the development review process, the Staff is hesitant to combine the request for a Preliminary P.U.D. with the ultimate solution on the status of Timberline Road extension. However, if it is your client's desire to resolve alignment and design issues of the future of Timberline Road, I suggest that the discussions begin so as to meet the deadlines of the Planning and Zoning Board hearings. The contact person for the City on the Timberline Road extension project is Mr. Greg Lanning in the Office of Development Services, Engineering Division. As project planner, I will arrange a meeting with Mr. Lanning to review the status of the project. Again, the review period for a P.U.D. is a condensed time frame. Please call the Planning Department at your earliest convenience to discuss any issue related to the plan review of this project.
