Please provide a more contextual elevation to show mature trees (ultimate height) and screening between Building 1 and existing homes to east to support 25' buffer standard. This came up at last hearing and concern of if extent the landscaping will mitigate 3story building facade by existing homes. The Discovery Elm located at the inside turn                                                  for westbound traffic at Haven Apts. appears to be particularly problematic.  RMS Response: All of the parking lot trees were reviewed between Forestry and PFA. The NE parking lot tree was suggested to be changed. The ginko species listed by the Forester has been shown in this location.                                                  > Fire lane clearances are required to be a minimum of 14 feet in height. Trees                                                  restricting vehicle movement shall be trimmed to allow 14 feet below.  RMS Response: Note #14 on LP100 states this.                                                  > A DA shall include language limiting vertical vegetation on either side of the                                                 16 foot wide EAE that would limit the ability of fire apparatus to make that turn. RMS Response: Noted, this will be included in DA.                                                 CommentNumber:  2                                                                                                                                                             02/09/2021:  PRIOR TO HEARING  FIRE STANDPIPE SYSTEM                                                 Approved standpipe systems shall be installed throughout buildings where the                                                  floor level of the highest story is located more than 30 feet above the lowest                                                  level of fire department vehicle access. The standpipe system shall be capable                                                  of supplying a minimum of 100 psi to the top habitable floor. An approved fire                                                  pump may be required to achieve this minimum pressure. Refer to the 2018 IFC     Section 905. ALM2s Response: The mezzanine level of all six of the proposed 3rd level units have been designed and located such that the finish floor of all of the mezzanine level units are less than 30’ above the lowest level of fire department vehicle access and will thus not require a standpipe with 2018 IBC section 905.3.1 Height, Item 2.  Furthermore, the mezzanines have been sized and designed per 2018 IBC section 505.2.1 Area Limitation, Exception 3., which allows the aggregate area of a mezzanine within a dwelling unit that is located in a building equipped throughout with an approved automatic sprinkler system in accordance with Section 903.1.1 or 903.1.2 shall not be greater than one-half of the floor are of the room, provided that; 3.1 Except for enclosed closets and bath-rooms, the mezzanine shall be open to the room in which such mezzanine is located; and 3.2 The opening to the room shall be unob-structed except for walls not more than 42inches (1067 mm) in height, columns and posts.  The proposed dwelling units with mezzanine meet all of these requirements and as such, shall not contribute to either the building area or number of stories as regulated by 2018 IBC section 503.1. Please refer to the south building elevation which shows the line of the mezzanine level for these six units dimensioned to the lowest level of fire department vehicle access.                                                 CommentNumber:  3                                                                                                                                                             02/09/2021:  FOR FINAL APPROVAL  FIRE LANE SIGNAGE                                                 > Please change the two westbound fire lane signs internal to Haven Apts. from                                                  "Emergency, Delivery and Ride Share Vehicles Only" to read "Emergency Access,                                     Delivery and Ride Share Vehicles Only" or "Emergency Vehicles, Delivery and Ride Share Only". RMS Response: The cross-property movement has been reduced to emergency only west bound and emergency and trash only for east bound. NO residential, ride share or delivery will be allowed to use the middle east-west route.                                                 > Please add "Emergency Access" fire lane signage between Apex and Haven                                                  so that eastbound emergency access is identified.  RMS Response: A sign at the east bound entrance on the Apex side identifies emergency vehicle access.                                                  > If fire lane signage has not been adequately posted at Apex Apts., red curb or                                                 signage will be required as part of this coordinated submittal. This can be done on the final utility plans. Also, adjust the "no left turn" sign as indicated by Traffic Operations to help avoid it being run over. United Civil Response: Signage has been updated per meeting on February 11, 2021 with PFA, traffic and engineering. 02/09/2021: FOR HEARING: It looks like two of the proposed signs in the splitter island at the Prospect access are in the vehicle path, based on the turning template exhibit. We can't require PFA or other large vehicles accessing the site, to run over signage. Please propose a solution. I am fine with this additional information being added on the FDP submittal. I don't need it prior to PDP hearing. Topic: Traffic Impact Study Comment Number: 1 02/09/2021: FOR HEARING: The Traffic Memo was received, reviewed and accepted within a previous submittal of this project. It is our understanding that the number of units within this proposal have been reduced from what was originally outline in the Traffic Memo. Please confirm this within your comment response. No further traffic evaluation should be needed. RMS Response: That is correct, total units reduced from previous site plan. Department: Forestry Contact: Nils Saha, , nsaha@fcgov.com Topic: General Comment Number: 2 02/09/2021: FOR HEARING: Please update the alternative compliance request to reflect the updated number of canopy, ornamental and evergreen trees proposed on the landscape plan. RMS Response: Alternative compliance was discussed with LA and Forester on February 11, 2021 and tree species and ratios have been adjusted as directed. Comment Number: 3 02/09/2021: FOR FINAL PLAN: Discovery elms have a canopy spread of 3540’ and require full sun. Both discovery elms are proposed approximately 16’ from the building façade, which is a bit tight. It is not likely not to do well in the northeast corner of the lot. Please substitute with a more suitable species. RMS Response: Trees on east side have been changed to evergreen species as recommended by City Forester. Comment Number: 4 02/09/2021: INFORMATION ONLY: Final tree counts and tree/utility separations will be verified at FDP. RMS Response: Tree counts have been updated and dimensions added for trees close to utilities. Comment Number: 5 2/9/2021: FOR FINAL PLAN: Please include Tree Protection Notes on the demo plans (LUC 3.2.1 (G)). Sheet TR101 from the planning set contains the required information and can alternatively be added as an attachment to the utility plan set. Comment Number: 1 2/9/2021: FOR HEARING: Based on Forestry’s inspection on February 9, it appears that four of the five spruce trees on the east side of the detention pond have signs and symptoms of Ips beetles. These are bark beetles that commonly impact spruce trees, among other species, causing rapid decline in tree condition over a relatively short period of time. In addition to the topdown pattern of dieback observed on these trees, Forestry staff noted bark beetle exit holes on the trunk, needle drop and presence of sawdust at the base –all indicative of ips beetle infestation. We suspect that the trees may have been especially susceptible to ips this year, given the lack of irrigation and dry conditions this winter. Ips beetles will spread to nearby healthy trees, if trees are left unmanaged, with beetles dispersing in early spring. Given the signs and symptoms on these trees and the risk of spread, Forestry is asking for the following: 1. All four infested trees will need to be removed. Under the city’s municipal code, Forestry typically requires the removal of infested trees from a property within 14 days. The trees must be removed by a licensed arborist (https://www.fcgov.com/forestry/arborists). Given that this property is under development, please note the following: RMS Response: Quote for removing tree has been included. Tree can be removed within 10 days. Staff notified on February 15th that songbird survey should commence asap so arborist can be cleared to remove tree. a. Since these trees will need to be removed prior to final approval, please provide a written plan prior to hearing, documenting the reasons for removal (please refer to above). RMS Response: Written Plan has been included with submittal. b. A songbird nesting survey needs to be submitted and approved by Environmental Planning. Please see comment from Environmental Planning for coordination with the city on this survey. RMS Response: Tree removal timeline submitted to staff. At staff review Environmental Planning stated they could facilitate the song bird nesting study, thank you. c. No mitigation is required, given that these trees are considered infested and dying. However, each tree should be replaced. A landscape escrow is required for the 1:1 replacement. RMS Response: Check will be sent along with form for amount. d. No grubbing is permitted. RMS Response: Noted. 2. The fifth tree (northeast tree on the east side of the pond) as well as the spruce tree west of the pond should be treated for Ips this spring. This would prevent further infestation/decline in these trees’ condition. Please add a note to the written plan referenced above. RMS Response: Noted, estimate for treating Tree #6 and Tree #4 has been included in submittal. IF ACTIVE NESTS ARE FOUND, THE CITY WILL COORDINATE WITH RELEVANT STATE AND FEDERAL REPRESENTATIVES TO DETERMINE WHETHER ADDITIONAL RESTRICTIONS ON TREE REMOVAL AND CONSTRUCTION APPLY." Department: Erosion Control Contact: Basil Hamdan, 9702221801, bhamdan@fcgov.com Topic: Erosion Control Comment Number: 1 02/05/2021: INFORMATION ONLY: The City Manager’s development review fee schedule under City Code 7.52 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all submitted projects. The Erosion Control fees are based off; the number of lots, the total site disturbance, the estimated number of years the project will be active and the Stormwater Inspection Fees are based off the number of LID/WQ Features that are designed for on this project. Based upon the materials submitted we are assuming 1 lot, 1.19 acres of disturbance, 2 years from demo through build out of construction and an additional 1 year till full vegetative stabilization due to seeding. Which roughly estimates the Erosion Control Fee to be $ 1,715.36 Based on 1 bioretention, and 1 underground treatment the Stormwater LID/WQ Inspection fee is estimated at $ 730. FOR FINAL PLAN: Thank you for submitting an Erosion Control part as part of the PDP submittal package, the plan meets the criteria for preliminary round, please add a note stating that the bioretetntion facility will be built in the last sequence of site construction in order to minimize the potential for clogging it due to ongoing construction activities on the site. The site is over 1 acre therefore an Erosion Control report is required at Final submittal as well as an Erosion Control Security Estimate. Separately, a site construction dewatering permit should be obtained from the State prior to commencing construction activities on the site. There must be 15ft minimum between this new multifam building and any existing single family dwelling. ALM2s Response: A 1-hour wall has been included with the design of Building 1 and the openings on this north wall total less than 25% of the total wall area. Building Permit PreSubmittal Meeting: Please schedule a presubmittal meeting with Building Services for this project. PreSubmittal meetings assist the designer/builder by assuring, early on in the design, that the new projects are on track to complying with all of the adopted City codes and Standards listed above. The proposed project should be in the early to middesign stage for this meeting to be effective. Applicants of new projects should email their Coordinator to schedule a presubmittal meeting.
