Bassett who own improved business property at 1411 East Magnolia Street, Fort Collins, Colorado, adjacent to the Rohrbacker proposed 3.6 acre auto salvage yard. The owners are opposed to the proposed use for the following reasons: 1. The Bassetts' property is developed as an office - enclosed light manufacturing facility and will be adversely impacted by an outdoor auto salvage yard on the adjacent property. 2. While there are existing stored autos in the area (some legal and some not legal), Magnolia Street does not presently go through to the outdoor storage areas or to Lemay Avenue; thus, the impact is minimized. However, once Magnolia Street connects Link Lane and Lemay Avenue, the through street will create a visual amalgamation of all uses on Magnolia Street, and the lower uses will dominate/create the greater visual impact. 3. This area is close to the main entrance to Fort Collins and is presently in an upward transition. A permanent 3.6 acre auto salvage yard will deal a death blow to any upgrad- ing of the entrance corridor. 4. A large vacant tract of land between the subject property and Lemay offers an opportunity for substantial enhancement to the appearance of the main entrance to Fort Collins. The proposed auto salvage yard, an ultimate extension of Magnolia Street, will blend the uses of the area such that this entrance corridor will be greatly impacted far beyond the 3.6 acres under review. I submit that no screening will be adequate to avoid the adverse impact of the use. The Bassetts recognize that in the right location an auto salvage operation is probably a legitimate business use. However, to locate such a use near the main corridor entrance to the City of Fort Collins is not good planning. It is feared City of Fort Cols Planning Department June 15, 1990 Page 2 that to grant this use would be a statement of City planning that will impact the uses in this area for many years to come and then lend toward the downgrading of our City as this area presents a first impression to many people seeing Fort Collins for the first time. The area is basically a light industrial one. Even so it is hard to get excited about an auto salvage yard and even more difficult not to oppose the creation of another one in the area. Here are the major points which I believe the City must come to grips with: a. The creation of this facility should not be based on the other automobile operations already there. Many of those existing are either illegal or never properly authorized. They've become like a creeping cancer in the area. b. If authorized, complete screening and landscaping should be required surrounding the property on all sides. C. Substantial efforts should be included to insure that any contamination on the site cannot be spread by either storm drainage or by pollution of the sub -surface water table. d. To Whom It May Concern: Wayne Specht has rented my property for 3-4 years, and during this time, I have come to know him as an honest, organized businessman. After much contemplation, I entered into a contract to sell my property to Wayne because I felt he was a reliable person, and that's the kind of person I wanted to occupy our family's land. The sale, which is still pending, is contingent upon zoning approval. It was delayed for several months because the City wanted to bring my property into the City limits. I agreed because I understood the property would be zoned for Wayne's auto salvage use. Now I am waiting for the Planning and Zoning Board to approve the land use as they zoned it when it was annexed. I am frustrated by the amount of time and trouble this has amounted to, especially since the City knew from the beginning of the annexation and zoning process that Wayne planned to operate a salvage yard there. I have patiently waited and tried to help Wayne through this process for the neighborhood's benefit. If the Planning and Zoning Board doesn't approve the auto salvage, my contract with Wayne will be cancelled, and I will have to start looking for another buyer for my property. Because of the type of neighborhood and uses which surround my property, I'm going to have the same issues with any new buyer. I feel I was misled into annexing my property into the City.
