Dear Wayne:

Staff has reviewed the Rohrbacker PUD Preliminary and Final plan and has
the following comments to make:
1. There is an existing Public Service Company utility easement on this site.
(See attached information). This easement needs to be dedicated as a
utility easement.
2. The dimensions of the auto salvage yard need to be clarified on the site
E plan. There is a requirement in the PUD review that the "outdoor display
and storage of vehicles must be at least 40' from any street right-of-way".
This means that the storage area must be setback a minimum of 40' from
the south right-of-way line of East Magnolia Court.
3. The storm drainage letter needs to mention that this property is in the
Poudre River Floodplain and discuss if the existing structures are properly

contours need to be shown on the site plan.
5. On -site grading (the berm) referred to in the drainage letter is not shown.
This needs to be done to protect adjacent property owners from possible
spills. Clarification is needed regarding whether off -site flows cross this
property and what the outfall is for drainage from the property.
b. Dedication of the full right-of-way (54') of Magnolia Court to the west
property line is required on the plat, at this time. Construction of the
street improvements is the responsibility of this property owner; however,
these improvements may be deferred until such time as the property to the
west develops or property to the east redevelops. An agreement will need
to be negotiated and signed by all parties involved (prior to the December
18 Planning and Zoning Board meeting) stipulating the financial commit-
ment for all these improvements. Please be aware that the timing of
development (or redevelopment) of the adjacent area is unknown.
L7" If there is an intent to place a gate at the west end of East Magnolia, this
must be reflected on the site plan.

S.r There are a number of items that need to be placed on the site plan. The
attached information should be followed to meet site plan information
requirements.
9. A subdivision plat is required due to the change of use proposed for the
property. The attached information details the requirements for preparing
a subdivision plat.
16. The auto salvage yard must be screened. This should be accomplished with
a combination of fencing and landscaping materials. Fencing used should
be opaque, so that the salvage yard is not visible from the surrounding
properties. Plant materials used for screening should entail a mix of
deciduous and coniferous plants, of both upright and lower -level vegetation.
A landscape legend, including the attached information, needs to be added

I . The purpose of the access and utility easement (with respect to access) from
s the north side of the property needs to be clarified.
12. It is assumed that the Sipes Concrete Construction facility is also to be
included in the PUD. Therefore, information regarding this existing use,
as well as any proposed changes, must be provided (including delineating

ing areas, outside storage, etc.).

owners of this proposal. The time, date and place of this meeting
will be set by City staff.
14. Further information is needed regarding the handling and containment of
oil, gasoline and other fluids that may be present from the auto salvage
use.
IS� Staff has some concerns regarding the compatibility of the proposed sign to
existing signs in the area. The applicant needs to provide information
regarding existing signage in the immediate area, to show whether this
proposed sign is compatible with other existing signage (compatible in size,
materials, type of sign, etc.).
By Wednesday, December 6. 1989 five copies of the revised site plan and any
other information needed to address these comments must be submitted to the
Planning Office. By Monday. December 11, 1989, ten (10) folded sets of the
site plan, a colored rendering (unfolded) of the site plan and an 8-1/2" x 11"
PMT reduction must be submitted for the Board meeting December 18.
