Will need to review striping changes when submitted. RESPONSE: CDOT FRONTAGE ROAD PLANS WERE RESUBMITTED ON MARCH 30TH. THE CITY WAS COPIED ON THE RESUBMITTAL FOR REVIEW AND ULTIMATE RECORDATION. CDOT PLANS ARE INCLUDED IN THIS SUBMITTAL.01/05/2021: We would like to work with you in regard to the proposed striping plans for the frontage road that you submitted. The current configuration creates a significant offset in the lane alignment across Redman Drive and leaves a large unused portion of roadway on the north end that may create confusion. I have provided some redlines of some possible changes to fix this. Please contact me if you have any questions.Department: Stormwater Engineering – Erosion and Sediment ControlContact: Basil Hamdan, 9702221801, bhamdan@fcgov.comTopic: Erosion ControlComment Number: 1 Comment Originated: 03/25/202103/25/2021: All Erosion and Sediment Control issues have been addressed. OK for mylars.RESPONSE: ACKNOWLEDGED. THANK YOU.02/10/2021: INFORMATION ONLY:The City Manager’s development review fee schedule under City Code 7.52 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of lots, the total site disturbance, the estimated number of years the project will be active and the Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for on this project. Based on the proposed site construction associated with this project we are assuming 2 lots, 12.94 acres of disturbance, 2 years from demo through build out of construction and an additional 2 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $2,147.09 Based on 2 bioretention/rain gardens , 1 extended detention basin and 2 number of underground treatment systems, results in an estimate of the Stormwater LID/WQ Inspection fee of $1,710. I have provided a copy of the spreadsheet used to arrive at these estimates for your review. FOR FINAL APPROVAL:Please address the one additional Erosion and Sediment Control comment on the Final ESC Plan, thank you.01/04/2021: FOR FINAL APPROVAL:Please address all Erosion and Sediment Control comments provided on the redlined Utility Plans for the site.Department: Stormwater EngineeringContact: Matt Simpson, (970)4162754, masimpson@fcgov.comTopic: GeneralComment Number: 16 Comment Originated: 02/16/202103/30/2021: FOR APPROVAL UpdatedThank you for your response. We have a few items we would like to add to the Standard Operating Procedures document for the dry well. I will send you the updated text this week.RESPONSE: ACKNOWLEDGED. REVISION INCORPORATED INTO THE STANDARD OPERATING PROCEDURES DOCUMENT.02/16/2021: FOR APPROVAL:We have concerns about the dry well and inflow basin design particularly that the top elevation of this inflow basin will fill a considerable portion of the storm drain system with water. I would like to discuss with you the need to add an onsite portable pump back up system to the Standard Operating Procedures in the DA. Here is the text that has been added to the Standard Operating Procedures document specific to this site:“For this site, the drywell and infiltration basin are critical for the function of the site by providing the drainage outlet for the majority of storm events. If the drywell and infiltration basin clog, the storm drain system on this site will remain full of standing water. Maintenance of the drywell and infiltration basin are essential for the functioning of the stormwater facilities on this site.A backup system will be required for the drywell and infiltration basin, this shall consist of a portable pump, located onsite, that can be used to drain the drywelland infiltration basin in the event stormwater ponding occurs greater than 72 hours.” Please acknowledge this comment and see the DA and SOP document for more information.Free free to contact me to discuss.Comment Number: 17 Comment Originated: 02/19/202103/30/2021: FOR INFORMATION ONLY:I am in the process of getting the variance form signed. DRY WELL AND INFILTRATION BASIN VARIANCE APPROVED AND INCLUDED IN IN THE APPENDIX OF THE REPORT.02/19/2021: FOR INFORMATION ONLY:I am reviewing the dry well variance request with my division manager (interim supervisor) and will follow up with you when I have a response from him.Comment Number: 24 Comment Originated: 02/19/202103/30/2021: FOR INFORMATION ONLY:All development projects are required to provide asbuilt certification of site drainage facilities and lot grading. These 2 certifications are required to be performed by a Colorado Professional Engineer and must be submitted and accepted before the Certificate of Occupancy can be released. This information is included in the Development Agreement. Please contact me if you have questions about these. We can provide the standard certification forms in advance.RESPONSE: ACKNOWLEDGED.Comment Number: 25 Comment Originated: 03/30/202103/30/2021: FOR APPROVAL:A new detention restrictor plate detail appeared with this submittal. The restrictor plate is sized differently than the calculations for a rectangular orifice. Please update the design and or plans to be consistent.RESPONSE: THE FOLLOWING TEXT HAS BEEN ADDED TO THE DRAINAGE REPORT:“A MODIFIED CDOT TYPE D INLET IS PROPOSED TO SERVE AS THE OUTLET STRUCTURE FOR THE DETENTION POND. THE TRICKLE CHANNEL IS PROPOSED TO FLOW UP TO THE BASE OF THE INLET. A 0.5-FOOT WIDE BY 0.9-FOOT HIGH SQUARE ORIFICE IS PROPOSED AT THE TRICKLE CHANNEL FLOWLINE/BOTTOM OF STRUCTURE ON THE OUTSIDE FACE OF THE STRUCTURE. A TRASH RACK IS PROPOSED OVER THE ORIFICE PLATE. THE ORIFICE IS SIZED TO RELEASE 3.40 CFS, WHICH IS THE REQUIRED 100-YEAR RELEASE RATE. THE TOP OF THE INLET IS SET AT AN ELEVATION OF 4951.00, WHICH IS BELOW THE CREST OF THE SPILLWAY, ALLOWING ANY PONDED WATER INTO THE INLET. A RESTRICTOR PLATE OVER THE OUTLET PIPE (15-INCH RCP) WITH THE SAME OPEN AREA (0.45 SQUARE FEET) AS THE RECTANGULAR ORIFICE IS REQUIRED TO ENSURE THE 100-YEAR RELEASE RATE IS MET.”Comment Number: 26 Comment Originated: 03/30/202103/30/2021: FOR APPROVAL:The State SDI drain time documentation in the drainage report shows the detention pond will not meet the State requirement for 97% of the 5yr volume to drain in less than 72 hours. Your data shows slightly higher.RESPONSE: THERE WAS A MISCALCULATION IN THE DISCHARGE OF THE INFILTRATION BASIN. THE INFILTRATION BASIN HAS A TOTAL VOLUME OF 5,082 CUBIC FEET AND WILL DRAIN IN 40 HOURS RESULTING IN A DISCHARGE OF 0.04 CFS. THE SDI SPREADSHEET HAS BEEN UPDATED AND THE 5-YEAR STORM DRAINS IN LESS THAN 72 HOURS.Comment Number: 27 Comment Originated: 03/30/202103/30/2021: FOR APPROVAL:There will need to signage for the parking lot detention in the truck court area. I was not aware of this. Could you please explain and/or show where the blanket easement will be located? I am not sure you will want a blanket DR and UT easement the entirety of both lots.*Since stormwater from lot 1 will be conveyed across lot 2, a 20ft drainage easement, along the storm pipe, will be needed across lot 2. See Plat redlines.RESPONSE: BLANKET DRAINAGE AND UTILITY EASEMENT ACROSS LOTS 1 AND 2 FOR THEIR MUTUAL BENEFIT IS INTENDED TO ALLOW BOTH LOTS OWNERS TO MAINTAIN THE SHARED DRAINAGE AND UTILITY INFRASTRUCTURE.AS REQUESTED, BUILDING ENVELOPES ARE NOW SHOWN ON THE PLAT AND EXCLUDED FROM THE DRAINAGE EASEMENT IN THE BLANKET DRAINAGE UTILITY EASEMENT.
