I. INTRODUCTION
' This intermediate transportation impact study (TIS) addresses the
capacity, geometric, and control requirements at and near a proposed
Walgreen's Drug Store. The proposed Walgreen's Drug Store is located
north of Harmony Road and east of Timberline Road in the Harmony School
Shops site in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made
i� with the project owner/developer (Hunt Douglas Real Estate Service,
Inc.) and the City of Fort Collins staff. This study conforms to the
format set forth in the Fort Collins transportation impact study
' guidelines as contained in the "Larimer County Urban Area Street
Standards" (LCUASS). A Base Assumptions Form and related information
are provided in Appendix A. The study involved the following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key
intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and
transit modes of transportation.

II. EXISTING CONDITIONS
The location of the Walgreen's Drug Store is shown in Figure 1.
It is important that a thorough understanding of the existing
conditions be presented.
Land Use
Land uses in the area are primarily residential or
commercial/office. There are residential uses to the north and east of
the site. There are commercial uses south and west of the site. The
center of Fort Collins lies to the northwest of the proposed Walgreen's
Drug Store. Land adjacent to the site is flat (<2% grade) from a
traffic operations perspective. The Walgreen's Drug Store is in an area
termed "commercial corridor."
Roads
The primary streets near the Walgreen's Drug Store site are
Harmony Road, Timberline Road, Snow Mesa Drive, and Milestone Drive.
Figure 2 shows a schematic of the current geometry at the key
intersections in the area.
' Harmony Road is adjacent to the south side of the Walgreen's Drug
Store. It is an east -west street designated as a six -lane arterial
street on the Fort Collins Master Street Plan. Currently, it has a
four -lane cross section with appropriate auxiliary lanes. The existing
speed limit in this area is 50 mph.
Timberline Road is classified as a six -lane arterial on the Fort
' Collins Master Street Plan. Currently, Timberline Road has a four -lane
cross section with auxiliary lanes at Harmony Road. The
Harmony/Timberline intersection has signal control. The existing speed
' limit in this area is 40 mph.
Snow Mesa Drive is a north -south street designated as a collector
street south of Harmony Road on the Fort Collins Master Street Plan.
Currently, Snow Mesa Drive has a two-lane cross section south of Harmony
Road. North of Harmony Road, Snow Mesa Drive serves a mobile home park.
' The Harmony/Snow Mesa intersection has signal control. The existing
speed limit is 25 mph south of Harmony Road, and 15 mph north of Harmony
Road.
Milestone Drive is an east -west street designated as a local
street on the Fort Collins Master Street Plan. Currently, Milestone
Drive has a two-lane section. The Timberline/Milestone intersect has
' stop sign control on Milestone Drive. There is no posted speed limit on
Milestone Drive.

' Recent peak hour traffic counts at the key existing intersections
are shown in Figure 3. The traffic data for the Harmony/Timberline
intersection was collected in January 2006. The traffic data for the
' Harmony/Snow Mesa intersection was collected in September 2005. The
traffic data for the Timberline/Milestone intersection was collected in
May 2006. Raw traffic counts are provided in Appendix A.
Existing Operation
' The key intersections were evaluated using techniques provided in
the 2000 Highway Capacity Manual. Using the peak hour traffic shown in
Figure 3, the peak hour operation is shown in Table 1. Calculation
' forms are provided in Appendix B. The key intersections operate
acceptably during both the morning and afternoon peak hours, except for
the Harmony/Timberline intersection during the afternoon peak hour and
the Timberline/Milestone intersection during both the morning and
afternoon peak hours. The Walgreen's Drug Store site is in an area
termed "commercial corridor." In "commercial corridors," acceptable
overall operation at signalized intersections during the peak hours is
' defined as level of service D or better. At signalized intersections,
acceptable operation of any leg and any movement is level of service
E. At unsignalized intersections, in commercial corridors, there is no
' minimum level of service criteria. In other TIS', Fort Collins staff
has indicated the level of service E is considered to be acceptable. A
description of level of service for signalized and unsignalized
' intersections from the 2000 Highway Capacity Manual and a table showing
the Fort Collins Motor Vehicle LOS Standards (intersections) are also
provided in Appendix B.
Pedestrian Facilities
Pedestrian facilities in this area are sporadic. Sidewalks exist
adjacent to developed properties. Sidewalks will be incorporated
within and adjacent to this development.
Bicycle Facilities
Bicycle lanes exist on Harmony Road and Timberline Road. Bike
lanes are not required on local or connector streets.
Transit Facilities
Currently, Transfort does not serve this area of Fort Collins.

III. PROPOSED DEVELOPMENT
The Walgreen's Drug Store is located north of Harmony Road and
east of Timberline Road in the Harmony School Shops. Figure 4 shows a
site plan of the Walgreen's Drug Store. The site plan provided by the
planning consultant shows the general layout of the site. The opening
of the right-in/right-out/left-in access along Harmony Road is
proposed with this site. The Walgreen's Drug Store will also gain
access to/from the site via Snow Mesa, Milestone Drive, and the
existing right-in/right-out on Timberline Road. The short range
analysis (year 2009) includes development of only the Walgreen's Drug
Store and an appropriate increase in background traffic due to normal
growth,and other known potential developments in the area. Since this
is an intermediate level transportation impact study, a long range
analysis is not required. When the remainder of the Harmony School
Shops retail center develops, another transportation impact study will
be prepared.
Trip Generation
Trip generation is important in considering the impact of a
development such as this upon the existing and proposed street system.
Trip generation information contained in Trip Generation, 7th Edition,
ITE, was used to estimate trips that would be generated by the
Walgreen's Drug Store. Table 2 shows the expected trip generation on a
daily and peak hour basis. Due to the retail related land use on the
proposed site, a percentage of the traffic will be "pass -by" traffic.
This is traffic that will be using the existing street network. The
pass -by traffic was determined using the guidelines in Chapter 5 of
the Trip Generation Handbook, ITE.

Trip Distribution
Trip distribution for the Walgreen's Drug Store was estimated
using gravity model analysis, knowledge of the existing and planned
street system, development trends, and engineering judgment. Figure 5
shows the short range (2009) trip distribution used for the peak hour
traffic assignment. The trip distribution analysis was discussed in
the scoping meeting.

Background Traffic Projections
Figure 6 shows the short range (2009) background traffic
' projections. Background traffic projections for the future horizon
year were obtained by reviewing the NFRRTP, reviewing traffic studies
for other developments, and reviewing historic count data for this
area of Fort Collins. The Front Range Village traffic was included in
' the background traffic forecasts, even though this development has not
been formally submitted to the City. This was agreed to in the
scoping discussions. It is acknowledged that the Front Range Village
' will have a much greater impact on the key intersections compared to
the proposed Walgreen's Drug Store. This is especially significant at
the Harmony/Timberline intersection.
Trip Assignment/Total Traffic Projections
Trip assignment is how the generated and distributed trips are
expected to be loaded on the street system. The assigned trips are
the resultant of the trip distribution process. Figure 7 shows the
short range (2009) site generated peak hour traffic assignment of the
Walgreen's Drug Store. As mentioned earlier, with development of the
Walgreen's Drug Store site, an internal connection will be made to the
north leg of Snow Mesa Drive. This connection has the potential to
eliminate the delay associated with the westbound left turns at the
Timberline/Milestone intersection and the delays associated with the
southbound left turns at the Harmony/Timberline intersection for the
background traffic that is westbound on Milestone Drive that desires
to go east on Harmony Road. It is expected that these drivers will
find this connection and utilize it. The short range total traffic
reflects that 15 vehicles would do this in each peak hour. Figure 8
shows the short range (2009) total (site plus background) peak hour
traffic at the key intersections with the development of the
Walgreen's Drug Store.
Signal Warrants
Signal Warrants were not analyzed in this TIS. The Harmony/Snow
' Mesa and Harmony/Timberline intersections are signalized. The
Milestone and site access intersections do not meet signal spacing
requirements, and will not be signalized.
Geometry
Figure 9 shows a schematic of the short range (2009) geometry. In
a previous TIS (Front Range Village, May 2006), it was shown that the
operation at the Harmony/Timberline intersection will be unacceptable
with two through lanes in each direction of Harmony. Therefore,
Harmony Road was analyzed with three through lanes in each direction.
Without the Front Range Village traffic, the Harmony/Timberline
intersection can have the existing geometry. The Timberline/Milestone
intersection was assumed to be a channelized T-intersection.

Operation Analysis
Operation analyses were performed at the key intersections. The
operations analyses were conducted for the short range analysis,
reflecting a year 2009 condition. In the Front Range Village TIS, City
staff recommended that a peak hour factor of 0.92 be used in the short
range future for Harmony Road and Timberline Road. This was also done
for the short range in this study. The peak hour factor of 0.92 is the
recommended default in the Highway Capacity Manual (HCM).
Using the traffic volumes shown in Figure 6, the key intersections
operate in the short range (2009) background traffic condition as
indicated in Table 3. Calculation forms for these analyses are provided
in Appendix C. The key intersections will operate acceptably during the
morning and afternoon peak hours with three lanes in each direction on
Harmony Road. At the Timberline/Milestone intersection, the minor
street left turns will operate at level of service F with the current
intersection geometry. This intersection was analyzed as a channelized
T-intersection, since that was the recommended solution in a previous
TIS. As a channelized T-intersection, this intersection will operate
acceptably, except at the Timberline/Milestone intersection in the
afternoon peak hour. Both analyses are provided in Appendix C.
Using the traffic volumes shown in Figure 8, the key intersections
operate in the short range (2009) total traffic condition as indicated
in Table 4. Calculation forms for these analyses are provided in
Appendix D. All the key intersections, with the warranted improvements,
will operate acceptably. As with the short range background traffic,
minor street left -turns at the Timberline/Milestone intersection will
operate at level of service F with the current intersection
configuration. Acceptable operation is achieved as a channelized T-
intersection. Both analyses are provided in Appendix D. It is
important to note that it is not likely that the Walgreen's Drug Store
would add traffic to the westbound left -turn movement at this
intersection. There are other routes available that involve either
right turns or already signalized intersections. Therefore, the
implementation of the channelized T-intersection should be the
responsibility of the Harmony School Shops development as a whole and
the City of Fort Collins. In these analyses, it was assumed that the
Walgreen's Drug Store would provide a connection to the recently
installed Harmony/Snow Mesa signalized intersection. This connection is
key to achieving acceptable operation in this area. It was assumed that
some left -turning traffic from Milestone Drive bound for eastbound
Harmony Road would use the connection to the north leg of Snow Mesa
Drive to circumvent the left -turn at a stop sign controlled
intersection. This is shown in the short range (2009) total peak hour
traffic.

Drive -Through Lanes
These are double drive -through lanes on the east side of the
Walgreen's Drug Store. Fort Collins staff comments requested that this
be addressed in the TIS. Typically, a TIS addresses the site access and
off -site impacts of a given site. The drive -through aspect of a
development is only addressed in a TIS if there is a chance that the
drive -through queue will be significant enough to negatively impact a
public street. The storage length of the drive -through lanes (2) is 280
feet in each lane. This is enough length to store 12 vehicles in each
lane. Based upon conversations with the owner/developer, it is not
likely that there would ever be a storage requirement for that many
vehicles in either of the drive -through lanes. Therefore, it is
concluded that the drive -through lanes will not negatively impact the
on -site circulation driveways or any of the public street intersections.
The owner/developer was contacted with regard to the need for two
drive -through lanes. The outer drive -through lane (not adjacent to the
building) is only used to drop-off prescriptions through a pneumatic
tube. This lane would move very quickly, since no money changes hands.
It allows the drop-offs to not wait in the same lane with the pick-ups,
which will take longer. It is not likely that there would be more than
3 vehicles in this lane. Having two drive -through lanes will reduce
delay overall.
Pedestrian Level of Service
' Appendix E contains a map of the pedestrian influence area that is
within 1320 feet of the Walgreen's Drug Store. There will be four pedestrian
destinations within 1320 feet of the Walgreen's Drug Store. These are: 1)
the mobile home park east of the site, 2) the residential area (Sunstone) to
' the north of the site, 3) the residential area to the west of the site, and
4) the PVH Harmony campus medical center and commercial area to the south of
the site. This site is in an area type termed "activity corridor." The
minimum level of service for "activity corridor" is B for all categories.
' Acceptable pedestrian level of service cannot be achieved for all pedestrian
factors. The Pedestrian LOS Worksheet is provided in Appendix E.
Bicycle Level of Service
Based upon Fort Collins bicycle LOS criteria, there is one
bicycle destination within 1320 feet of the Walgreen's Drug Store. It
is the commercial area in the southwest quadrant of the
Harmony/Timberline intersection. This site will achieve bicycle level

of service B connectivity which exceeds the base city-wide minimum.

Transit Level of Service
' Currently, this area has no transit service. The Fort Collins
Transit System Map shows that Harmony Road will be an enhanced travel
corridor (10 minute service) in the long range future. Transit level
of service will be acceptable in the long range future. However,
transit service is not expected to be implemented in this area in the
short range future that was analyzed in this TIS.

IV. CONCLUSIONS
This study assessed the impacts of the Walgreen's Drug Store on
the short range (2009) street system in the vicinity of the proposed
development. As a result of this analysis, the following is concluded:
- The development of the Walgreen's Drug Store is feasible from a
traffic engineering standpoint. At full development, the
Walgreen's Drug Store will generate approximately 1280 daily trip
ends, 39 morning peak hour trip ends, and 125 afternoon peak hour
trip ends.
- Current operation at the key intersections is acceptable, except
at the Timberline/Milestone intersection_
In the short range (2009) future, given development of the
Walgreen's Drug Store and an increase in background traffic, the
key intersections are shown to operate acceptably, overall. The
Harmony/Timberline intersection will require three through lanes
in each direction on Harmony to achieve acceptable operation.
This three through lane cross section was needed due to the Front
Range Village traffic. Without the Front Range Village traffic,
this intersection will operate acceptably with the current
geometry. The Timberline/Milestone intersection will operate
acceptably with the channelized T-intersection. The channelized
T-intersection is not required due to the Walgreen's Drug Store.
- Bicycle and transit level of service will be acceptable.
Acceptable level of service for all pedestrian factors cannot be
achieved.
