Subject:Salud Project Raptor Nesting Survey Results
Cedar Creek Associates, Inc. (Cedar Creek) was contracted. to survey 1830 West Laporte Avenue, the location of the proposed Salud Family Health Centerdevelopment (Site), and the nearby
vicinity for raptor nesting activity. Observations of a potential raptor nest within the vicinity of the Sitesuggest that additional surveys are necessary for the project to satisfy
City of Fort Collins (City)development requirements under Article 3, Section 3.4.1 of the City’s Land Use Code (LUC 3.4.1).Specifically, determining the required mitigation measures
for development is dependent upon if the potential raptor nest located adjacent to the canal, in the southwest corner of Lot 4, actively supports nesting activity at the time of development
activity. If determined active, a seasonal development buffer would be applicable from the location of the nest, the width and duration of which is dependent on the raptor species actively
nesting.
The location of the nest was determined to be in a large cottonwood tree in Tree Group A, which is consistent with the location reported in previously submitted documentation of the
Site. The nest survey was completed on March 11, 2021 by Allison Robinson, Cedar Creek’s Ecologist. The large stick nest is in good condition. It appears to have been recently maintained,
likely during the previous nesting season, however, was unoccupied at the time of the March survey. Previous observations of this nest indicate nesting activity was associated with a
red-tailed hawk, however other small raptors, such as Swainson’s hawk, could potentially utilize this nest based on the size and structure. Red-tailed hawks typically lay eggs between
April and May, but may do so as late as June. As such, a pre-construction survey(s) is recommended to determine if active nesting activity will stipulate a seasonal development buffer
from the nest location.A photo of the nest is shown below.
