Attached are five prints of the Harmony School Shops Second Filing PUD Plans, revised
in response to the April 16th, Staff Comments. Specific responses include:
The Sear Brown Group is completing the requested plat revisions.
2. The utility and landscape plans have been coordinated as requested.
3. The necessary PSCo easements are included on the plat.
7. The bike lane has been revised as requested, although we remain somewhat
concerned about the change in design from the Harmony Road Bicycle Project:
Concept Plan.
8, 9. A pedestrian circulation plan was included with the approved Preliminary PUD
for Harmony SchoolShops; and the proposed final is consistent with that plan.
The proposed plan includes walkways that are located and aligned to connect
areas of pedestrian origin and destination, while the additional walk suggested
by the Staff Comments is more the result of the outline of the parking lot
configuration, does not provide direct pedestrian access to planned destinations,
and is redundant to the two - more functional - planned parallel east -west
walkways. The 11' landscaped median separating the angled parking area in
front of the proposed anchor from the main circulation drive is important in our
attempt to keep more of a "street" scale in these areas. To sacrifice half this
landscaped area to a walkway directing pedestrians to the middle of a large
parking area is not desirable.
We have added another minor pedestrian crossing to provide a third connection
between the building proposed in the second filing, and the future pad sites.
14, 15. Manufacturer's information regarding the proposed light fixtures is attached;
light pole locations have been added to the site and landscape plans; and
restrictions to the lighting level in the north parking area have been noted. It
is estimated that the level of lighting in this area will be about .5 foot candle.

16. Additional details regarding the combination berm and screen wall have been
added to the plans.
17. The 80' buffer along Harmony Road is planned to be installed with the adjacent
co-anchor (Anchor 'A' on the Preliminary), or phased with the individual pad
sites; which ever comes first.
18-22. The requested landscape revisions have been made.
23. The requested cross-section, and an enlarged detail of the berm/screen wall
have been added.
24-25. As we discussed on Monday, Vaught#rye has addressed the "big box"
architectural criteria. The quantity of additional articulation requested by staff
has been added, although not precisely in the locations that would be dictated
by a strict interpretation of the standards. Because of the pattern of the
architectural design theme - and because of the higher visibility to the public -
some of the additional architectural features have been placed on the south
elevation rather than on the east. The "tulip" block detail used on the Harmony
School and on Diamond Shamrock, and some of the distinctive brick patterns
from the school, have been included in the architectural design for the second
filing.
Any pallet storage and/or cardboard bundle storage is to be handled within the
building.
As was indicated on the Preliminary PUD, the "Central Features and Community
Spaces" planned at Harmony School Shops comprise two vendor plazas. One
will be constructed with the Second Filing, and the other with the future co-
anchor. An enlarged detail of the plaza has been added to our plans.
26. We have added the proposed service/truck circulation routes to the pedestrian
circulation plan for the center.
We understand that City Engineering and Sear Brown have agreed on a cross section
for Harmony Road that is nearly the same as was established with the first filing. We will
make any needed minor adjustments to Harmony Road as illustrated on the site plan prior to
filing.
Ten sets of prints, reductions, and color renderings will be submitted by May 12th as
required.
