NEIGHBORHOOD MEETING MINUTES
PROJECT: Harmony School Shops, 2nd Filing, Final P.U.D.

The meeting began with a brief history of Timberline Farm Overall Development Plan and the
Harmony Corridor Plan. The Preliminary P.U.D. was approved in December of 1995. Two
neighborhood meetings were held in conjunction with the Preliminary for the 20 acre shopping
center, Anchor B. This purpose of this meeting is to re -familiarize the neighborhood with the
project and discuss details of the Final.
During the presentation, the plans were described in detail. Unless otherwise noted, all responses
are from the consultants.
QUESTIONS, CONCERNS, COMMENTS
How many entrances are there?
A. There are four entrances, three customer entrances and one employee entrance. The
customer entrances are on the south, the southeast corner, and the east of the building.
The employee entrance is on the north.
2. Where are the large overhead truck doors?
A. There are two doors located in the northwest corner of the building that are recessed from
the north elevation of the building.
3. What is the height of the building?
A. The building is one-story at a height of 22 feet.

4. Could you describe the truck route. Has it changed since Preliminary?
A. In the immediate short term for Filing Two, trucks can gain access to the site via
Harmony, Timberline, and the western curb cut on Milestone. It is important to note that
there will be no direct access from the truck dock area to Milestone Drive with Filing
Two. This will force all deliveries to go the long way around the south side of the store to
reach the loading zone. This will minimize the impact on the neighborhood.
What about when Anchor A develops? How will the truck route be modified at that time?
A. We are reluctant to sketch out the exact truck route since we do not know the ultimate
building envelope for Anchor A at this time. On the Preliminary P.U.D., Anchor A is
drawn to its maximum possible envelope for planning purposes. With no tenant for
Anchor A, the long term truck route is not definite. It is possible that Anchor A will
feature multiple tenants who may need loading capabilities on the eastern elevation.
Response From Mr. Ken Weibel:
The tenants for Anchor B are two furniture store showrooms. There is very little warehouse area
as can be seen by the one-story height. Most deliveries will not be made from this building but
from other warehouses that serve the two chains. Truck delivery will be primarily to stock the
showrooms, not to deliver furniture to customers on a regular basis.
6. The shopping center will add to the congestion at the intersection.
A. Yes, additional traffic will be on the adjacent streets with this project. Keep in mind,
however, that lanes will be added to both Harmony and Timberline as they build out to
major arterial standards. What you see out there now is not the ultimate configuration of
the two roads.
7. As you described the buffering on the north, it was not clear on which side of the
boundary fence the trees will be planted.
A. The trees will be planted on the north side of the fence facing the neighborhood.
8. Who will maintain the area outside the fence?
A. The owners association will be responsible for irrigation, mowing, and maintaining the
area between the fence and the property line. The property line is roughly in the middle of
existing stormwater detention pond. The turf in the pond will be a drought -tolerant seed
mixture, and not the same as turf that is in other areas.

9. Have the two tenants accepted the architectural design?
A. Yes.
10. Are the two stores owned by the same company?
A. Yes, they are related by management but will act as separate stores.
11. Back to the truck route, for trucks wanting to back to I-25, they will have to get on
Milestone and make a left on Timberline, right?
A. That is correct. The curb cut on Harmony Road is restricted so that left turn exits from
the shopping center will not be allowed.
12. What is the height of the perimeter fence?
A. About four feet.
13. What will be the hours of operation?
A. We anticipate regular retail hours. Closing at night will probably be around 9:00 p.m.
14. Will we be looking down on the roof from our houses?
A. The finish floor elevations for the store and the homes in Sunstone are approximately the
same. Since the homes are elevated above the detention pond, it appears that they are
above the store. This is not the case. The top of the parapet wall be about 22 feet in
height so you should not be looking down on the roof.
15. We are concerned about lighting.
A. The P.U.D. is restricting the amount of foot candles on the north to .5 foot candle. Since
there is not much parking, it is anticipated that most of the illumination can be provided by
wall -mounted fixtures rather than by pole -mounted lights. All light fixtures will be sharp
cut-off down -directional.
16. What about light spilling out from the store front windows?
Response From City:
A. It is difficult for the P.U.D. to restrict indoor lighting. If light spills out, then we can come
out and measure the illumination levels at the property line. If there is spillover
illumination attributed to the shopping center, then we can require the owners to make the

necessary adjustments.
17. When will the landscaping go in?
A. We estimate that the landscaping will go in towards the end of the construction phase at
the time of favorable weather conditions. This will probably be Spring of 1998.
18. When will the Harmony Road area be landscaped?
A. This area will be landscaped with Anchor A, or when the individual pads come in, they
will be responsible for their frontage, whichever happens first.
19. Where is the trash dumpster?
A. The trash dumpster is located on the western property line on the north edge of the
building. Cardboard will be baled and recycled. A trash compactor will be located inside
the building.
20. Who maintains the Sunstone half of the detention pond?
A. At this time, the City's Storm Drainage Department maintains the pond. The developer
will be responsible for maintaining their side of the pond. Discussions about one entity
taking over total maintenance will ensue when Anchor A comes in for review.
21. Could the City post a sign on westbound Harmony Road prohibiting the trucks use of
exhaust brakes? This will reduce the noise emanating from Harmony Road.
Response From City:
This request has been forwarded to Traffic Operations for consideration.
22. There appears to be a slight gap in the landscaping on the north elevation that would allow
me to see the loading zone from my property. Could this gap be closed?
A. Yes, we can close this gap by shifting some plant material.
