BOARD QUESTIONS Member Chapman asked if in relation to the drawings in packet and blueprints there were differences in configuration of buildings. Lots 2 of 3 shows Lot 8, Anchor B building having a straight line configuration on north side of building. On the other plot plan it shows a depressed area for loading. Which is correct? Eldon Ward representing the applicant responded that both were correct. He explained this was the difference between the preliminary and the final. Chapman expressed a concern with building Building B now and if there is no offset in the 169 foot wall and ten years goes by before Building A is built, will there be public damage by approving that kind of configuration? The applicant representative said the materials are not downgraded. The architecture meets and exceeds the guidelines. Weitkunat wanted to know how entrance coming from the north is mitigated. Mr. Ward explained the view of what people will see as they look down the corridor. Explained the truck circulation and loading area. They will be rearranging evergreens to block view. Member Colton noted the size of the building was larger than requested. Asked if impact would be able to handle traffic. Staff commented future users would have to live within the parking constraints. Member Colton asked if road systems could handle higher uses of traffic. Staff said it was a good circulation road and felt the road system could handle the load. Member Davidson asked about pedestrian access. The applicant representative explained that the facility inherited no pedestrian access. There is an on -site pedestrian circulation system. Member Chapman asked about the landscape plot. Suggested softening west wall with vegetation. Representative said that was a doable suggestion. Planning and Zoning Board Minutes May 19, 1997 Page 13 Member Davidson suggested trees be added at this time to Anchor B construction. Representative said it might conflict with construction and might be a headache for maintenance. Chapman asked if there was a sidewalk on Milestone Drive. It was commented there was a sidewalk as present with no landscaping except as concerns Diamond Shamrock. MOTION BY CHAPMAN, SECONDED BY WEITKUNAT: TO APPROVE THE VARIANCE FOR ARTICLE I, NO. I, FACADES AND EXTERIOR WALLS OF STANDARDS AND GUIDELINES FOR THE LARGE RETAIL ESTABLISHMENTS ALONG THE WEST ELEVATION. MOTION PASSED UNANIMOUSLY. COMMENTS: Member Colton felt he could live with variances if landscaping was done. Staff suggested the Board should give a condition on the landscaping. • CHAPMAN MOVED, SECONDED BY WEITKENUT: TO APPROVE THE VARIANCE TO ARTICLE II, NO. 3 BACKSIDES OF STANDARDS AND GUIDELINES FOR LARGE RETAIL ESTABLISHMENTS FOR THE WEST ELEVATION BASED ON ZERO LOT LINE AND THAT THAT VARIANCE MAY BE GRANTED WITHOUT SUBSTANTIAL DETERMENT TO PUBLIC. MOTION PASSED UNANIMOUSLY. GAVALDON MOVED, SECONDED BY DAVIDSON: TO APPROVE HARMONY SCHOOL SHOPS SECOND FILING PUD #42-89G WITH THE FOLLOWING CONDITIONS: SOFTENING TEMPORARY LANDSCAPE ON THE WEST FACADE OF THE 161 FEET AND STREET TREES ON MILESTONE DRIVE. MOTION PASSED UNANIMOUSLY. COMMENTS Member Weitkunat approved the way the wall will be softened. Member Colton commented on shrubbery and sidewalk. Five -gallon shrubs and ivy • vines are envisioned.
