The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. APPLICANT: Heritage Christian School and Mark Young c/o Eldon Ward, Cityscape Urban Design, 3555 Stanford Road, Fort Collins, CO. 80525 and Al Hauser, Architecture One, 150 East 29th Street, Suite 200, Loveland, CO. 80538. LAND USE DATA: Request to renovate the Old Harmony School at the northeast corner of Harmony and Timberline Roads for a pre-school. COMMENTS: Electrical power is stubbed to the site. An underground oval vault will be required to serve both Lots 4 and 5. Three-phase power is available if needed. Normal development charges will apply based on linear front footage along a public street and square footage of lot. 2. The location of the transformer must be coordinated with Light and Power- The transformer must not be visible from either public street. Screening can be by a solid enclosure or by landscape materials. One side of the transformer must be accessible (within ten feet) from hard surface for emergency change -out by a boom truck. For further information, please contact Bruce Vogel, Light and Power, 221-6700. 3. The building will need to be hooked up to a sanitary sewer system. 4. The site can be served by the City of Fort Collins Water and Wastewater Utility. The City has a 16 inch diameter water main in Harmony Road and a 16 inch water main in Timberline Road. There is a sanitary sewer in Milestone Drive which may to shallow to serve the Harmony School due to grade differences. Sanitary sewer will likely have to be extended from the east property line of the shopping center. A repay may be due to the City on the Warren Lake Trunk sewer main. For further information, please contact Roger Buffington, 221- 6681. 5. There is also a Fort Collins/Loveland Water District Main in Harmony Road. 6. The pre-school will require 2,500 square feet of outdoor play area for the first 15 children and 75 square feet of additional play area for each child thereafter. There must be 40 square feet of indoor play area per child. COMMUNITY PLANNING AND ENVIRONMENTAL SERVICES 281 N. College Ave. PO. Box 580 Fort Collins, CO 80522-0580 (970) 221-6750 PLANNING DEPARTMENT - 7. The site is zoned E-P, Employment Park, with the P.U.D. condition. 8. The Poudre Fire Authority will need a turnaround for fire equipment. Internal parking lot drives should have a minimum of 20 inside and 40 feet outside turning radii. A hydrant will be needed onsite. An automatic fire extinguishing system will be required. Other features, such as safe evacuation routes, will be reviewed by the Life Safety Code. For further information, please contact Roger Frasco, Assistant Fire Marshal, 221-6570. 9. The building will need a Certificate of Occupancy from the City's Building Inspection Department. There is a new non-residential energy code that will apply. The U.B.C. allows flexibility in the review of historic structures. For further information, please contact Sharon Getz, Plans Examiner, 221-6760. 10. Please be sure to provide ample space in the trash enclosure area for containers for recyclable materials. 11. The site is located in the Fox Meadows Drainage Basin. The Storm Drainage Fee in this basin is $6,468 per acre, subject to the amount of hard surface and the runoff coefficient. At the time of submittal, a Drainage Report, Grading and Drainage Plan, and Erosion Control Plan must be submitted meeting the specifications of the Storm Drainage Utility. 12. Storm flows must be routed to the outfall which is the existing detention pond on the northeast corner of the shopping center site. Since the Harmony School will likely develop prior to the balance of the center, there will be problem in getting storm flows to the approved outfall. Consequently, you may be required to provide a temporary channel to the detention pond or provide temporary retention for sheet flows on the shopping center site itself. In either case, a letter of intent from the property owner must be submitted as part of the Final P.U.D. submittal documents. Before the project can be forwarded to the P & Z Board, an easement must be obtained from this property owner authorizing the temporary retention. For a drainage channel, the easement must be specifically defined. For sheet flows, a blanket easement must be described. An updated traffic memorandum should be provided describing compliance with the original assumptions of the traffic study for Lot 4 and the shopping center. If there are changes to the trip generation rates, then these changes must be analyzed. For further information regarding the scope of the traffic study, please contact Fred Jones, 221-6820. 14. The Street Oversizing Fee will be $7,292 per acre, pro -rated on the size of the parcel. For an estimate of this fee, please contact Matt Baker, 221-6605. 15. The developer may be obligated for a repay due to the City for the construction of improvements along Timberline Road. Again, please contact Matt Baker for further information. 16. Harmony Road will ultimately feature three lanes of traffic in each direction. An eight foot wide bike path will be included. The developer needs to provide sufficient right-of- way to accommodate the planned. widening of the north side of this roadway. 17. Bicycle parking near the front entry should be made available. 18. At the time of submittal, Utility Plans shall be submitted showing public improvements and utility extensions to the site. 19. A Development Agreement made between the City and developer will document the obligations of the developer as shown on the Utility Plans. The building is eligible for historic designation at both the national and local level. 21. In order to preserve the historic character of the structure, be sure that the parking lot and building addition are sensitive improvements. The size of the addition should not dominate the original structure. 22. Renovation and improvements to the structure will be reviewed by the Conservation Building Code. 23. If the structure is not designated as historic, then any changes to the exterior are subject to the Demolition Delay Ordinance which includes a 45 day waiting period. 24.
