Dear Eldon:

Staff has reviewed the request for Final P.U.D. for Harmony School Shops, First Filing, and
offers the following comments: .
1. The project will need to go through full design review with the Landmark Preservation
Commission. Please coordinate with Carol Tunner or Karen McWilliams for details.
2. The fence on the south side of the playground should be moved back so there is three feet
between fence and sidewalk. This area between fence and walk will need to be treated
with a ground cover. Also, please provide a fence detail. The design of fence, and its
materials, will be critical in determining compatibility with the historic building. Does the
fence continue east in front of the existing school? If so, will there be a gate at the point
Where the sidewalk on the south elevation meets the sidewalk along Harmony Road? If.
so, please provide detail.
3. The layout of the parking lot on the east side .of the building is not very clear on the plans.
A bump -out space is needed for cars in the eastern most spaces for a backing maneuver
unless the parking lot for Lot Three is to constructed with this P.U.D. and a turn -around
or loop provided.
4. Please add more plant material to help buffer the parked cars that will face Harmony
Road.
5. Please add four street trees in the parkway strip along Timberline Road between Harmony
Road and the northerly property line.
6. It is not clear from the plans which way the relocated farmhouse will face. Hopefully it is
facing Harmony Road as it does now. Please indicate.
7. Please indicate the building setbacks from nearest property line. Also, please indicate the
80 foot setback line from Harmony Road and where the setback is measured from, after
dedications for right-of-way.

8. It appears from the building elevations that the south and west elevations of the new
building would benefit greatly from foundation shrubs. Otherwise, two large blank walls
are unmitigated. Either landscaping or architectural relief is needed for these two
elevations which face the two public streets.
9. Please indicate the dimensions of the building envelopes.
10. The site is located in the neighborhood sign district. Please indicate on the architectural
elevations that no wall signage is planned for either the existing or proposed building.
11. On the Site Plan, on Note Number Two, please delete the first half of the first sentence
since providing an automatic fire extinguishing system is not an option based on the
occupancy.
12. Please add the following note to the Landscape Plan:
"Developer shall ensure that the Landscape Plan is coordinated with the
plans done by other consultants so that the proposed grading, storm
drainage; or other construction does not conflict nor preclude installation
and maintenance of landscape elements on this plan."
13. Please indicate that Lot Three extends beyond the limits of the Site Plan.
14. The westerly property line is not being shown correctly on the Site Plan.
15. Comments from the Storm Drainage Utility are attached. Please note that the high water
line of the retention pond encroaches into the parking lot. The grading for the pond will
need to be revised so that the retention volume is contained totally within the pond. Also
please note that the signature for the ditch company will be needed on the Plat and Utility
Plans. Other comments are on the attached sheet.
16. Comment from Engineering are also attached. Please note that the Harmony Road
Bikeway Plan calls for an eight foot wide on -street bike lane on Harmony Road to be
included in the right-of-way. Also, please indicate the location of the signal pole. Will
this pole have to be relocated based on proposed improvements?
17. Please note that although public improvements to Harmony Road and Timberline Road
may be by others, such improvements still need to be designed with this P.U.D.
18. The lack of improvements to Harmony Road and Timberline Road with this P.U.D. will
have to be carefully coordinated with the Engineering Department so that full participation
in future improvements is documented. Please contact the Engineering Department so
that this documentation does not become problem at the last minute and prevent the
project from being heard at the March P & Z meeting.
19. The Public Service Company will require that the easements along Harmony and
Timberline Road be 20 feet wide. Please be aware that the PSCo will have to cut into
Timberline to tap an existing gas main in order to serve this site.
20. Comments from the City's Water and Wastewater Utility are attached.
This concludes Staff comments at this time. Please note the following deadlines for the March 24,
1997 Planning and Zoning Board meeting:
Plan revisions are due March 6, 1997.
P.M.T.'s, 10 prints, colored renderings are due March 17, 1997.
As always, please call if you have any questions regarding these comments or to set up a meeting
with the appropriate Staff to discuss comments from Engineering and Storm Drainage.
