RECOMMENDATION: Staff recommends adoption of the Ordinance on First Reading. At a public hearing held on January 28, 1997, the Landmark Preservation Commission unanimously recommended designation of this property as a local landmark for its architectural and historical importance. EXECUTIVE SUMMARY: The owners of the property, Harmony Properties, are initiating this request for Local Landmark designation for the Harmony School. The school is significant for both its history and its architecture. The building is a good example of the Art Deco architectural style, and is one of only a handful of Art Deco public buildings in Fort Collins. Built in 1931, the building further represents Depression -era construction in Fort Collins. The school is also important for its association with the agricultural community of Harmony, having served as an educational and community center for the farm families in the district. • • . ORDINANCE NO. 56, 1997 OF THE COUNCIL OF THE CITY OF FORT COLLINS DESIGNATING THE HARMONY SCHOOL, 2112 EAST HARMONY ROAD, FORT COLLINS, COLOR -ADO, AS A HISTORIC LANDMARK PURSUANT TO CHAPTER 14 OF THE CODE OF THE CITY OF FORT COLLINS WHEREAS, pursuant to Section 14-2 of the City Code, the City Council has established a public policy encouraging the protection, enhancement and perpetuation of historic landmarks within the City; and WHEREAS, by Resolution dated January 28, 1997, the Landmark Preservation Commission ("Commission") has determined that the Harmony School at 2112 East Harmony Road, Fort Collins, Colorado has importance to the City in that it represents architectural and historical significance; and WHEREAS, the Commission has further determined that said property meets the criteria of a landmark as set forth in Section 14-5 of the Code and is eligible for designation as a local landmark, and has recommended to the City Council that said property be designated by the City Council as a local landmark; and WHEREAS, the owners of the property have consented to such landmark designation; and • WHEREAS, such landmark designation will preserve the property's significance to the community; and WHEREAS, the City Council has reviewed the recommendation of the Commission and desires to approve such recommendation and designate said property as a historic landmark. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the property located on lands in the City of Fort Collins, Larimer County, Colorado, described in the attached Exhibit "A", be, and hereby is, designated as a historic landmark pursuant to Chapter 14 of the Code of the City of Fort Collins. Section 2. Two earlier schools named Harmony had served the school district, the second of which had been in this same location. The school district, which extended from one-half mile north of Horsetooth road on the north to Fossil Creek on the south and from County Road 9 to College Avenue, served the educational needs of local farm families. The school year was structured around the farm schedule, with a fall vacation at beet harvest time. The school had four classrooms as well as a full basement with a gymnasium and kitchen. A teacherage was built east of the school grounds.
