The variance requested is to use the alley sections as specified in the Larimer County Urban Area Street Standards (LCUASS) and shown within figures 7-11F and 7-12F with modifications to the easement and setback requirements. The standard requirement is an 8’ easement with an 8’ setback that matches the utility easement. The variance request is to have the setback equal to the utility easement size with the remainder of the setbacks (side and front) as per the PUD table. The easement variance is to remove the utility easement in the areas that do not have dry utilities adjacent to the alley and in the cases where the dry utilities are adjacent to the alley the easement is to be reduced to 6’. The justification for this variance is the density and product styles to meet the affordability aspect proposed with the project and the ability to move the utility corridors (both dry and wet utilities) to efficiently serve various product types and configuration as coordinated with the utility providers. The reduction to 6’ is to discourage parallel parking within the alleys and the potential blockage of fire services.
