Question for staff: Please provide clarification on updated signature block requirements for Utility Plans. We understand that with the new e-signing, we may need to only provide a signature
block on the Cover Sheet (CS1). Can you please confirm this? This would directly apply to the request from Environmental Planning in these comments as well.Comment Summary:Department:

will be fenced but I don't see it on the plans.
Response:See previous submittal.Comment Number: 3 Comment Originated: 10/12/202010/12/2020: FOR FINAL PLANS: Please label the sidewalk work on the site plan. It looks like
Parks is contemplating off site work on the trail leading to the park, and that doesn't have to be included in this plan except where it actually IS associated with the work on this
plan.
Response:Final coordination of the sidewalk extents associated with this project are underway between the project team and the HOA. City funding sources will play a role and those final
details are still being determined. The final package will clearly denote the extent of sidewalk proposed with this project.Department: Engineering Development ReviewContact: Spencer

of alignment dedications once they have been finalized with Real Estate Services. The legal descriptions and exhibits should be submitted to Engineering for review as well. I'd like
to confirm that you are dedicating what is being shown on the plans prior to them being finalized.
Response:The design team is working with John V. in Engineering to determine what he needs to develop the final documents.10/12/2020: FOR APPROVALAll proposed easements/alignments will
need to be dedicated. Unlike typical easements, these will be processed through the City's Real Estate Services department. Please work with them to dedicate all alignments: Tommy

indicating existing or proposed, etc. on all plans. Also, all adjacent lots, tracts, parcels, etc. need to be labeled/identified on all sheets, along with rightofway widths, etc.
Response:The plans have been updated. If there are specific items you are seeing, please let us know.10/12/2020: FOR HEARINGPlease ensure that all existing and proposed easements and
alignments are shown and labeled on all plans, as well as adjacent lots, tracts, parcels, ROW, etc.Comment Number: 3 Comment Originated: 10/12/202011/30/2020: FOR FINAL APPROVAL
UNRESOLVEDThis comment did not appear to be addressed with the revised plans. There are still inconsistencies in proposed walk widths from.
Response:All sidewalks are now shown and labeled as 8’ wide.10/12/2020: FOR HEARINGThere are some inconsistencies with the width of proposed sidewalk to be constructed on various sheets
in the plans. Bucking Horse utility plans call out a 5 foot trail/walk. Is this accurate? If so, a wider trail/walk section may be fine, but you should show how the width transitions
where the existing 5 foot trail/walk meets the proposed wider section.Comment Number: 4 Comment Originated: 10/12/202011/30/2020: FOR FINAL APPROVALI have pasted a screen
shot in the redlined utility plans, of the typical spot elevation locations that the City wants to see labeled. A PDF of the figure should also be included with the comments and redlines
provided by the Development Review Coordinator.
Response:The requested spot elevations have been added.10/12/2020: FOR APPROVALThe drive access to Environmental Drive needs to be concrete from the street to the rightofway. I think
it is, but the plans don't clearly show or call that out. The drive access needs to meet current LCUASS as well as ADA criteria. It looks like the cross slope where the trail/walk
crosses, exceeds ADA maximums. You should provide additional spot elevations and slope arrows to show that the design meets all standards. Please make sure to refer to the appropriate
LCUASS figures for design specifics.Comment Number: 6 Comment Originated: 11/30/202011/30/2020: FOR HEARINGPlease provide documentation of necessary easement(s) and/or agreements
with the adjacent property owners that you are able to construct the proposed offsite improvements with this project.
Response:Addressed prior to hearing as requested.Comment Number: 7 Comment Originated: 11/30/202011/30/2020: FOR FINAL APPROVALPlease make sure that all hatching, linetypes,
symbols, etc. are represented in the legend on your utility plans. There are several that are not labeled/called out and are not included in the legend.
Response:We have reviewed our legends and believe them to be accurate. If there are specific items you are seeing, please let us know what they are and we’ll be happy to update them.Department:

Comment Originated: 10/13/202010/13/2020: INFORMATION ONLY: Timing will be very important for this project, we cannot release building or construction permits for a project that
does not meet current regulatory floodplain requirements. If the project is remapped into the regulatory 100year floodplain preconstruction we could not release permits because it would
not meet the floodplain requirements due the prohibition of hazardous materials critical facilities and outdoor storage of materials and outdoor overnight parking in the 100year floodplain.
If the property is remapped into the 100year floodplain postconstruction, this would be considered a nonconforming use and can continue asis but expansion of the use or the building
would not be allowed unless the site is elevated above the Base Flood Elevation and a FEMA Letter of Map Revision (LOMR) is completed which maps the site outside of the 100year floodplain.Comment

this PDP submittal. Current plans illustrate light spillage into the delineated 100' natural habitat buffer zone. With respect to lighting, the City of Fort Collins Land Use Code, in
Article 3.2.4(D)(6) requires that "natural areas and natural features shall be protected from light spillage from offsite sources." Thus, lighting from the parking areas or other site
amenities shall not spill over to the buffer areas. Please update the lighting fixtures and photometric plan to remove this light spillage.
Response:Plans were updated prior to hearing as requested.Comment Number: 7 Comment Originated: 11/25/202011/25/2020: FOR FINAL PLAN: Please provide the updated ECS. This

Comment Originated: 10/16/202010/16/2020: FOR FINALWhat will the mulch be in the landscape beds? And what kind of patterns will we see with inorganic and organic mulches. Please
provide a detail of the mulch similar to what is used for streetscapes (organic shredded wood and inorganic rock mulch blends). Please coordinate with Parks if you have any questions,
we’re happy to help.Response: Landscape beds will contain City Forestry wood mulch and front of building along Environmental Drive will have a mixture of landscape granite boulders,
4-8” granite river cobble and forestry mulch, separated by Parks approved rolled top aluminum edging. Details will be shown on the CD set and will be submitted to Parks for review and
approval.Comment Number: 3 Comment Originated: 10/16/202010/16/2020: FOR FINALPlease include the Hydrozone of each plant (VL, L, M, H) in the plant list. This shall correlate
with an emitter schedule on the irrigation plans. Also please include the full size (height and width) of each plant.Response: See attached Hydrozone sheet for trees. Complete Hydrozone
sheet will be included in with the CD drawings and submitted to Parks for review.Comment Number: 4 Comment Originated: 10/16/202010/16/2020: FOR FINALIn the meeting it was
mentioned that the sidewalk / trail would be dedicated over to the city via easement. Please coordinate with the Parks Department on this intent. The typical paved recreational regional
trail crosssection is constructed as a 10’ wide concrete trail, widened to 12’ in areas of high traffic area or other areas of potential user conflicts.Response: Park Planning is working
with City Engineering and the Bucking Horse HOA to have a 15’ public trail and access easement dedicated to the City for an 8’ spur trail that will connect from Environmental Drive to
Nancy Gray Ave. Spur trails are usually only 8’ wide depending on the amount of anticipated use.Comment Number: 5 Comment Originated: 10/16/202010/16/2020: FOR FINALPlease
label which parts of the trail will be publicly maintained vs. maintained by the HOA. Parks needs to have a clear understanding of our maintenance obligations.Comment Number: 6
Comment Originated: 10/16/202010/16/2020: FOR FINALThere is a proposed ‘squeegee gravel’ mow strip around the perimeter of the parking lot. Parks would prefer that the mow strip
be 4 inch depth, compacted and stabilized crusher fines over weed barrier fabric. Please label that on the Landscape and Site Plans for reference and include a detail for review.Response:
This has been changed to crusher fines and will be at a minimum depth of 4 inches with weed barrier. Detail of this will be provided to Parks for review with the CD set in the landscape
plans.Comment Number: 7 Comment Originated: 10/16/202010/16/2020: FOR FINALFuel is considered a hazardous material and there are additional requirements for onsite storage
of these materials within a 100 year floodplain. These can be contained in the ground. Given the above, Parks has above ground fuel tanks that service our filling stations. We are
not sure having tanks on a filling island would be a good idea. Just for exposure to being hit and the island would take up a lot of space. Please coordinate with Parks when there is
a clear understanding of the additional requirements for fuel storage.
Response: Coordination with Parks will occur to fully understand how the fuel island requirements will affect the maintenance yard.Comment Number: 8 Comment Originated: 10/16/202010/16/2020:
FOR FINALThis site will be turned over to the Parks Department for management. Please coordinate with the Parks Department for irrigation tap locations, allotments and the turnover
of the irrigation in the future park, trails, and parkway. The Parks Department will need to review any taps/new irrigation that will be handed over to Parks for management.
Response: Irrigation tap locations will be reviewed with the Parks Department to ensure they are in the desired locations.Comment Number: 9 Comment Originated: 10/16/202010/16/2020:
FOR FINALWater allotments and water budgets will need to be provided for taps and be approved by Parks for any taps that will be turned over to Parks. Parks will need to review any
taps/irrigation that will be handed over to Parks maintenance. Irrigation plans will need to be reviewed and comply with Parks irrigation standards. When can we anticipate reviewing
irrigation plans?
Response: Water Allotments and water budgets will be provided for review. The Irrigation design will be reviewed with the Parks Department in the upcoming weeks. The Irrigation consultant
has designed around the standards for the Parks.Comment Number: 10 Comment Originated: 10/16/202010/16/2020: FOR FINALWill we have a plan for native grass establishment around
facility and detention area? Parks would prefer to have a permanent irrigation system for the native areas since the cost is roughly similar. Will this adversely affect planned irrigation
or will it require another domestic irrigation tap?
Response: Permanent irrigation systems will be provided for the site. This will require a separate tap that has been included on the plans with this submittal.Comment Number: 11
Comment Originated: 10/16/202010/16/2020: FOR FINALWill irrigation design consider POC with future adjacent community parkirrigation system? We would like to get an understanding
of how these two sites might be irrigated and an approximate number of taps that will be required for this site and the adjacent site.
Response: There will not be a connection to the future park – it will have its own irrigation tap.Comment Number: 12 Comment Originated: 10/16/202010/16/2020: FOR FINALSite
layout: (We know this can be changed after the approval) The dumpster area is not accessible for staff dumping with landscape bins. We will have to eliminate the adjacent landscape bin
and move dumpsters diagonal for staff and pick up access. A better site placement would be to the northwest whereadditional staff parking is located.
Response: The current dumpster location should have enough room to allow access to the side of the dumpster. The adjacent landscaping bins will be made of moveable landscape blocks.
The final layout of the blocks can be modified. Final Dumpster location will be reviewed with the users.Comment Number: 13 Comment Originated: 10/16/202010/16/2020: FOR FINALPlease
include notes and hatching indicating landscape corrective measures (i.e. Repair/replacement) at the proposed ‘Y’ trail connection to the west of the site.

fancy bicycle rack at the front door of the shop building. Since it isn’t a public building, that seems like money unnecessarily spent. We can put a cheap bike rack in the shop yard
so employees wouldn’t have to lock up bikes out front.Comment Number: 16 Comment Originated: 10/16/202010/16/2020: FOR HEARINGCan we please remove the 3 trees the Gamble

requirements Parks is good with the material. Can we reduce the number of Hawthorns for larger shade treesand incorporate some Fallugiaparadoxa, blue mist spirea, and Rabbitbrush? We
would prefer to have the plants massed in groups of 5 to 7 for maintenance ease.
Response:Hawthorns have been reduced per attached landscape plan and other xeric native plant species will be included on the Construction Documents and submitted to Parks for final
review.Comment Number: 18 Comment Originated: 10/16/202010/16/2020: FOR FINALFYI, There are two shrubs in the parking lot drive aisle on sheet LP102. Please delete.
