PROJECT DESCRIPTION:
This is a request for Final P.U.D. for a school and child care center located in part,
within the existing Harmony School at the northeast corner of Harmony Road and
Timberline Road. The existing school is two-story and consists of 7,800 square feet,
with 3,900 square feet per floor. The request also includes construction of a 7,900
square foot new structure attached to the existing school. The site is 1.58 acres in size.
The site is zoned H-C, Harmony Corridor.
RECOMMENDATION: Approval with Standard Condition
EXECUTIVE SUMMARY:
The Preliminary P.U.D. is in substantial compliance with the Final P.U.D. The request
to preserve the historic Harmony School and construct a new building for offices and
gymnasium has been approved on a conceptual basis by the Landmark Preservation
Commission. The design elements of the P.U.D. satisfy the requirements of the All
Development Criteria of the L.D.G.S. and the Harmony Corridor Plan. The P.U.D. is
feasible from a traffic engineering standpoint and complies with transportation policies.

COMMENTS:
Background:
The surrounding zoning and land uses are as follows:
N: H-C; Vacant (Lot Two Harmony School Shops Preliminary P.U.D.) and
Diamond Shamrock Corner Store P.U.D.
S: H-C; Vacant (Stormberger O.D.P., Poudre Valley Hospital Property)
E: H-C; Existing Mobile Home Park
W: U-E; Existing Single Family Residential (Harmony Half Acres)
The parcel was annexed in 1977 as part of a series of annexations to bring in the
Hewlett-Packard property. In 1989, the parcel was included in the Timberline Farm
Master Plan and designated as "Parcel E, Community Shopping Center." The parcel is
also included in the Harmony Corridor Study Area and was zoned from R-L-P to E-P in
1992 to implement the Harmony Corridor Plan.
In December of 1995, Harmony School Shops Preliminary P.U.D. was approved. This
P.U.D. is for a community -scaled shopping center and containing 20.62 acres and
195,000 square feet of commercial floor area. In March of 1996, Diamond Shamrock
Cornerstore at Timberline Farm Final P.U.D. was approved and is now constructed.
The new Land Use Code, adopted March 18, 1997, rezoned the property to H-C,
Harmony Corridor.
2. Land Use:
As mentioned the Harmony School Shops Preliminary P.U.D. was approved in
December of 1995. This Preliminary P.U.D. was approved in accordance with the
Harmony Corridor Plan, as amended in 1994. This Preliminary P.U.D. designated the
subject site as "Lot 4" with an anticipated land use of "Office/Day Care." The
Preliminary P.U.D. indicated that the existing Harmony School would be preserved with
a new building also featured on the lot. The Preliminary P.U.D. was approved granting
the existing school the right to encroach into the 80 foot setback from Harmony Road.
A variance, therefore, is not required for the Final.
The Final P.U.D. for Harmony School Shops First Filing is for the Heritage Christian
School which will operate a school and child care facility. The Final P.U.D. preserves
the existing school. The request, therefore, is in full compliance with the approved
Preliminary P.U.D.

3. Neighborhood Compatibilitk
Since the Final P.U.D. represents a small parcel in comparison to the 20 acre shopping
center, and because the land use is in compliance with the Preliminary, no
neighborhood information meeting was held.
4. Historic Preservation:
The preservation of the existing Harmony School and the proposed construction of a
new building have been reviewed by the Landmark Preservation Commission on a
conceptual basis. At their meeting of March 11, the L.P.C. voted 4 - 0 to approve the
request.
5. Existing Farm House:
There is a small, white, frame house on the property that served as living quarters for a
caretaker or farm employee. This house will be preserved and moved to the west side
of the site along Timberline Road. This house has no historic significance and is not
under the jurisdiction of the Landmark Preservation Commission.
6. Design:
The new structure will be constructed out of concrete split -face block with brick accents.
The use of block provides a clear distinction between the historic and the new. The
brick accents will be similar to the brick detail on the historic structure. The new
building will be used primarily for a gymnasium and the height will not exceed that of the
original school. Windows are designed to complement, but not imitate, those found on
the Harmony School.
The existing irrigation ditch will be re -aligned and placed in a buried pipe. This allows
access to the site without having to construct a bridge and culvert system.
The 80 foot wide setback from Harmony Road will feature an eight foot wide
meandering sidewalk. Street trees are planted between the detached sidewalks and
curb lines along both Harmony Road and Timberline Road. There will be three small
berms along Harmony Road to enhance the streetscape. Plant materials are in
accordance with the Harmony Corridor Plan.
A decorative wrought -iron fence will be installed along the front of the existing building
along Harmony Road and around the playground. The design for the fence is drawn
from the existing fence that surrounds the Harmony cemetery to provide historic

continuity. The fence will include a gate near the school entry and feature brick
columns.
7. Transportation:
Access to site is gained by an internal shopping center private drive that will extend
south from Diamond Shamrock. There are no curb cuts to either Harmony or
Timberline Roads.
There will be a direct sidewalk connection to the site from the eight foot wide sidewalk
along Harmony Road.
The original traffic study was done in 1995 for the Preliminary P.U.D. and assumed the
site to include office/retail for purposes of estimating trip generation. The number of
trips will be higher on a daily basis given the number of anticipated students. A further
analysis indicates that the while the numbers are higher in the A.M. peak, they are
lower for the P.M. peak. Also, the study notes that an office/retail use would impact the
streets during the peak times whereas activity for the school/child care center would
occur near the end of the A.M. peak and not at all during the afternoon hours.
In conclusion, the Final P.U.D. remains in compliance with the Preliminary P.U.D. and
transportation policies are being met.
8. Findings of Fact/Conclusion
A. The Final P.U.D. is in substantial compliance with the Preliminary.
B. The preservation of the existing Harmony School, and the design of the new
proposed structure, have been reviewed and found acceptable by the Landmark
Preservation Commission.
C. The design of the Final P.U.D. is in compliance with the Harmony Corridor Plan.
D. The Final P.U.D. satisfies the All Development Criteria of the L.D.G.S.
E. The Final P.U.D. is feasible from a traffic engineering standpoint and complies
with transportation policies.

RECOMMENDATION:
Staff recommends approval of Harmony School Shops, First Filing, Final P.U.D.
(Heritage Christian School and Child Care) #42-89F, subject to the following condition:
The Planning and Zoning Board approves this planned unit development
final plan upon the condition that the development agreement, final utility
plans, and final P.U.D. plans for the planned unit development be
negotiated between the developer and City staff and executed by the
developer prior to the second monthly meeting (May 19, 1997) of the
Planning and Zoning Board following the meeting at which this planned
unit development final plan was conditionally approved; or, if not so
executed, that the developer or the City staff, at said subsequent monthly
meeting, apply to the Board for an extension of time. The Board shall not
grant any such extension of time unless it shall first find that there exists
with respect to said planned unit development final plan certain specific
unique and extraordinary circumstances which require the granting of the
extension in order to prevent exceptional and unique hardship upon the
owner or developer of such property and unique hardship upon the owner
or developer of such property and provided that such extension can be
granted without substantial detriment to the public good.
If the staff and the developer disagree over the provisions to be included in
the development agreement, the developer may present such dispute to the
Board for resolution. The Board may table any such decision, until both
the staff and the developer have had reasonable time to present sufficient
information to the Board to enable it to make its decision. (If the Board
elects to table the decision, it shall also, as necessary, extend the term of
this condition until the date such decision is made).
If this condition is not met within the time established herein (or as
extended, as applicable), then the final approval of this planned unit
development shall become null and void and of no effect. The date of final
approval for this planned unit development shall be deemed to be the date
that the condition is met, for purposes of determining the vesting of rights.
For purposes of calculating the running of time for the filing of an appeal
pursuant to Chapter 2, Article II, Division 3, of the City Code, the "final
Decision" of the Board shall be deemed to have been made at the time of
this conditional approval; however, in the event that a dispute is presented
to the Board for resolution regarding provisions to be included in the
Harmony School Shops, First Filing, Final P.U.D. (Heritage Christian School and Child
Care), #42-89F

development agreement, the running of time for the filing of an appeal of
such "final decision" shall be counted from the date of the Board's
decision resolving such dispute.

Dear Mr. Young:
As you know, last evening the Landmark Preservation Commission
reviewed a conceptual request to rehabilitate the Harmony School.
The Commission found the work to be in keeping with the adopted
Secretary of the Interior's Standards and Guidelines for
Rehabilitating Historic Buildings.
It was identified that some elements of the project are still
undecided, such as the brick sample and colors to be used for the
additions, and the gymnasium windows material. The Kalwall
windows raised some concern. The Commission requested minimizing
the HVAC on the roof, and placing any roof installations towards
the rear where they will be less visible. They asked that the
heights of the historic school building and the gymnasium remain
the same. Also it was proposed that the brick structural piers
on the addition be the same depth (4") as the historic school in
order to keep the shadow lines compatible. It is important that
the historic windows on the school be treated sensitively and not
replaced, especially since the Local Landmark Grant would likely
be used for this purpose. The Commission will also want to know
how you plan to clean the brick, if this is proposed, and
assurance that there will be an effort to match the mortar when
repointing the building.
Final review should address these elements and any others that
were left undecided. We would expect that at final review, you
would present final plans for all the work and have samples of
materials and colors selected. I can schedule the review when
you are ready.

REQUEST: Interior Rehabilitation and Exterior Addition,
Conceptual Review For a Local Rehabilitation Landmark
Grant
BACKGROUND: The Childhood Center has purchased Lot #1 in the
Harmony School Shops, the shopping center that will be located on
the northeast corner of Harmony and Timberline Road. The 1930s
Art Deco Harmony School will restored on the exterior including
the glassed, neon -lighted side lights of the front entry.
The interior configuration will be preserved as much as possible.
On the second floor, bathrooms, back stairway and lift will be
added. On the lower level, the west half old gym/lunch room will
be converted to two more classrooms and bathrooms.
A 186 foot by 74 foot addition is proposed for the rear (for
kitchen/bathroom/storage) to wrap around to the west of the
historic school as a gymnasium. A set -back on where the addition
attaches to the west elevation will read as a building hyphen.
The addition height will not exceed Harmony School's height. The
addition's construction materials will be a combination of brick
piers with Art Deco details from Harmony School, and split -face
concrete block.
A small building on the east end of the property will be in the
way of a parking lot and it may be relocated and used to the west
of Harmony School.
STANDARDS: #1 - Every reasonable effort shall be made to provide
a compatible use for a property which requires minimal alteration
of the building, structure, or site and its environment, or to
use a property for its originally intended purpose; #2 - The
distinguishing original qualities or character of a building,
structure, or site and its environment shall not be destroyed.
The removal or alteration of any historic material or distinctive
architectural features should be avoided when possible; #5 -
Distinctive stylistic features or examples of skilled
craftsmanship which characterize a building, structure, or site
shall be treated with sensitivity; #6 - Deteriorated
architectural features shall be repaired rather than replaced,
wherever possible. In the event replacement is necessary, the
new material should match the material being replaced in
composition, design, color, texture, and other visual qualities.
Repair or replacement of missing architectural features should be

based on accurate duplications of features, substantiated by
historic, physical, or pictorial evidence rather than on
conjectural designs or the availability of different
architectural elements from other buildings or structures; #7 -
The surface cleaning of structures shall be undertaken with the
gentlest means possible; #9 - Contemporary design for alterations
and additions to existing properties shall not be discouraged
when such alterations and additions do not destroy significant
historical, architectural or cultural material, and such design
is compatible with the size, scale, color, material, and
character of the property, neighborhood or environment; #10 -
Wherever possible, new additions or alterations to structures
shall be done in such a manner that if such additions or
alterations were to be removed in the future, the essential form
and integrity of the structure would be unimpaired.
RECOMMENDATION: Staff recommends the conceptual plans. It
absolutely meets Standard #1 for its proposed reuse from a school
to a school. The exterior main entry and windows will be
restored sensitively, meeting Standards #2, 5, 6 and 7. The
addition appears to be compatible with scale, color, material and
character. Although the size of the addition is large compared
to the school, the design of compatible features and the
necessity of the gymnasium for a very compatible reuse help to
ameliorate the difference. The LPC Design Review Sub -Committee
met on -site in late December to review the project.

RECOMMENDATION:
Staff recommends adoption of the Ordinance on First Reading. At a public hearing held on January
28, 1997, the Landmark Preservation Commission unanimously recommended designation of this
property as a local landmark for its architectural and historical importance.

The owners of the property, Harmony Properties, are initiating this request for Local Landmark
designation for the Harmony School. The school is significant for both its history and its
architecture. The building is a good example of the Art Deco architectural style, and is one of only
a handful of Art Deco public buildings in Fort Collins. Built in 1931, the building further represents
Depression -era construction in Fort Collins. The school is also important for its association with the
agricultural community of Harmony, having served as an educational and community center for the
farm families in the district.

Harmony School, built in 1931, was erected by School District 17. Two earlier schools named Harmony had served the school
district, the second of which had been in this same location. The school district, which extended from one-half mile
north of Horsetooth road on the north to Fossil Creek on the south and from County Road 9 to College Avenue, served the
educational needs of local farm families. The school year was structured around the farm schedule, with a fall vacation
at beet harvest time. The school had four classrooms as well as a full basement with a gymnasium and kitchen. A
teacherage was built east of the school grounds.

STATEMENT OF SIGNIFICANCE:
Harmony School is significant for its association with the development of education in Fort Collins, having served as an
educational and community center for local farm families of the Harmony agricultural district. The school, built in 1931,
represents Depression era construction in Fort Collins and is one of the few public buildings constructed in the area
during the 1930s. The school is also one of the few buildings in Fort Collins representing the Art Deco style, as
evidenced in the central tower, narrow vertical window bands and sidelights, terra cotta with floral geometric motif,
decorative brickwork, and ribbons of windows.

In 1974 the Harmony School was serving the district as an alternative Torm
oT education for secondary students. The school allowed students who micht
not otherwise be able to complete high school course work and recaive a
hieh school diploma to work part-time and ccc,piete graduation requirsiments
tar:ueh a work-study program. At that time there were 5 gathers working
with about 85 students, and they had hoped to graduate 13 seniors.
The school is arch itecturally•important. History is progressive and we

A change of use has been proposed on Lot 4 of the

In the "Harmony School Shops Site Access Study," October 1995,
a
this lot was assumed to have retail/office uses. The trip

generation from this use in the site access study was:

Lot 4 is now proposed to be used as a preschool, operated
by a private Christian organization. The area of the existing
building is 7,800 square feet (3,900 square feet on each
floor). A new structure will ba attached, which consists of
7,900 square feet. It is my understanding that the new
structure is primarily a gym facility that will enhance the
facility, but not necessarily add to the population of the

proposed school itself. It is also my understanding that this

preschool will accommodate approximately 120 students. It is
expected that 80 students will attend preschool during the

morning session and 40 students will attend preschool during

the afternoon session. Based upon information provided by the

school provider, the morning session will begin at 9:00 AM and

Simple comparisons indicate that the number of daily trip ends
and morning trip ends will be higher than that forecasted in
the site access study, but the afternoon trip ends will be
lower.
Also of consideration is the time of travel.
Retail/office uses would impact the streets during the peak
times. Based upon the information provided by the provider,
vehicle activity for the proposed preschool would occur near
the end of the morning peak hours and not at all during the
afternoon peak hours.
It is concluded that trip generation from the proposed
preschool will not impact the street system beyond that which
was forecasted during the peak hours in the site access study.
It is concluded that the existing site access study adequately
addresses the impacts at the key intersections with the
proposed preschool land use.
