General Location and Description • The Timberline Farms Cornerstore P.U.D is bounded by Timberline Road on the west, Milestone Drive on the north, and unplatted land on the east and south owned by Oak Farm Inc. c/o G.T. Land, Inc., Ft. Collins. It is located in the SW 1/4 of Section 32, Township 7 north, Range 68 West of the Sixth Principle Meridian, City of Fort Collins, Larimer County, Colorado. The Timberline Farms Cornerstore contains approximately 1.2 acres and is presently undeveloped. Native grasses presently cover the property. The topography of the site generally slopes from south to north at approximately 1.3 percent. The site does not lie within a designated flood hazard area according to the Flood Insurance Rate Map Community panel No. 080102-0006. II. Drainage Design Criteria A. Regulations The City of Fort Collins Storm Drainage Design Criteria is being used for the subject site. B. Hydrological Criteria The Rational Method for determining surface runoff was • used for the project site. The 10 year and 100 year storm event criteria were used in calculating runoff flows. Times of concentration were calculated using the overland flow equation and estimates of average flow velocity. Composite runoff coefficients were calculated for individual site basins and the overall site. Calculations are included in the Appendix A to this report. III. Drainage Facility Design A. General Concept and Offsite Influences Historically, the land for this site drains to the north past Milestone Drive, then to the east and eventually into the existing detention pond No. 1 of Sunstone 7th filing. This pond flows by swale to pond No. 2, then to the Harmony Village Mobile Home park detention pond and finally to the Sunstone regional detention pond in accordance with the Fox Meadows Basin Drainage Master Plan. The Sunstone 7th ponds are sized assuming development with a "C" of 0.85. The site receives offsite flows from the undeveloped area north of the Spring Canyon Ditch and immediately south of 0 Page 1 of 3 • the site, offsite basin OS-4. This 0.87 acre parcel's natural northerly flow. The offsite flows will be diverted northeast around the developed site until the adjacent properties are developed. Minor regrading south of the site will easily accomplish this diversion. When the adjacent property to the south is developed, runoff will be able to flow along common access drives to the Sunstone 7th detention pond. B. Developed Site Drainage Basins The site is divided into several basins. Basin A is a 0.07 acre basin along the north property line consisting of landscaping. Flows from this basin travel overland to the southern curb line of Milestone Drive. Along with offsite basin OS-1, which includes half of Milestone Drive adjacent to the subject property, the 10 and 100 year runoff of 0.70 and 1.36 cfs, respectively, flows northeast in the Milestone Drive curb to an inlet which discharges to the Sunstone 7th Filing pond no.l. This is shown at design point A. Basin B is a 0.99 acre basin consisting of the majority of the site, consisting of site paving, structure roofs, and landscaping. Along with offsite basin OS-4, consisting of paving and natural cover to the south, and offsite basin OS- • 5, consisting of paving to the east, flows of 2.33 and 5.74 cfs, for the 10 and 100 year runoff, coverage at design pond B. A temporary grass lined swale will carry these flows to the Sunstone 7th Filing Pons No. 1 across adjacent undeveloped property. The land between the site and the pond will be regraded to accommodate the combined flows of these three basins. Basin C is a 0.01 acre basin consisting of half the landscaped berm along the west property line. It drains on to the Timberline Road right-of-way and along with offsite basin OS-2, which consists of paving at the curb cut at the south end of the west property line. These two basins contribute to offsite basin OS-3, which consists of half of Timberline road adjacent to the site. These flows, 1.46 and 2.97 cfs for the 10 and 100 year storms, respectively, converge at design point C and flow north to roadside ditches orth of Milestone Drive in accordance with the Final Drainage Report for Timberline Road prepared by Northern Engineering Services, Inc., June 1994. The Sunstone 7th detention pond No. 1 has a contributory area of approximately 26 acres and when this area is fully developed, will require a detention volume of 3.8 acre feet, according, to the Master Drainage Plan. This volume is based on a runoff coefficient of 0.85. Page 2 of 3 Currently, the pond has a storage capacity of 3.1 acre • feet, according to the Sunstone Village 7th Subdivision Drainage Report. With development described in the Sunstone Village 7th subdivision P.U.D. report, the Milestone Drive Street Improvements Report and this report, approximately 10.48 acres have been developed. The remaining undeveloped 15.52 acres contribute runoff with a "C" value no greater than 0.40. The table in the appendix shows that the maximum pond volume of 2.3 acre feet does not exceed the current 3.1 acre feet available based on current and known planned development of 10.48 acres. As further development occurs south and east of Timberline Farms Cornerstore P.U.D. the pond capacity should be re-evaluated. In summary, the proposed improvements for this project are consistent with the Master Plan and previously prepared storm drainage plans. IV. Erosion Control Study It is determined from the City Reference Manual and Wind Erodibility Zone Map that the wind erodibility zone is moderate for this site. The potential exists for moderate erosion during construction and after completion of the Cornerstore improvements. Immediately after overlot grading, gravel mulch is to be placed in areas that are to • be paved, excluding building envelopes. Permanent sod or seeding with mulch is to be applied immediately after final grading of landscaped areas calling for grass.
