There was no citizen input for this project.
Member Bell moved to approve Poudre Valley Plaza PUD Final with Staff
conditions.
Member Davidson seconded the motion.
The motion to approve this item passed 7-0.
HARMONY SCHOOL SHOPS PUD - PRELIMINARY - #42-891)
Member Davidson asked where the entry points would be for Diamond Shamrock.
Ted Shepard, Project Planner, replied that the primary access point would be off of
Milestone Drive and another point, which would be limited to a right -in right -out, on
northbound Timberline Road.
Member Davidson asked if there will be a turn lane off of Harmony Road between Lots
2 and 3.
Mr. Shepard replied that the auxiliary lanes on a state highway acceleration
deceleration lane will be done according to the State Highway Access Code and
reviewed by the Engineering Department for the amount of paper, width and length as
per the design speed for the highway.
Member Davidson asked if the left in only is a reality.
Mr. Shepard replied that the left in only at the curb cut is approved by the Harmony
Corridor Access Control Plan. There is sufficient stacking for the left turn and sufficient
gaps to make a left turn and a signalized intersection at County Road 9 which will
create some gaps.
Member Davidson asked if there will be a possibility of a change in the parking for the
eastward entrance to the shopping center for truckers to enter.
Mr. Shepard replied that they want the projects to connect and the people in the mobile
home park to move into the shopping center without accessing Harmony Road. They
have discussed this with the residents of the mobile home park to resolve this issue.
Eldon Ward, Cityscape Urban Design, had no presentation at this time.

Member Colton asked for feedback on how the -developer felt about the Harmony
Corridor guidelines and what the results were to the community.
Mr. Ward replied that there are a couple of sites that are getting into dealing with the
revised Harmony Corridor Plan. He stated that there is getting to be a great deal of
interest in this site from a number of users and some shopping center developers.
What the property owner was finding was that developers would come in and ask if they
could use the industry standard which is not what the guidelines foster. What the
applicant is doing is trying to get the real needs and goals of the variety of users and
see how they match up with the guidelines and the big box guidelines. On this
particular site, they seem to work fairly well. There -may be some issues between
preliminary and final but it has not been difficult on this site to find that marriage of what
the commercial users need with the specifics in the big box guidelines. He stated that It
worked better than he thought it would.
The motion carried 7-0.
