PROJECT DESCRIPTION:
This is a request to rezone 19.8 acres from r-1-p, Low Density Planned Residen-
tial, to I-P, Industrial Park, and 1.7 acres from T, Transitional, to I-P,
Industrial Park. The total of 21.5 acres are located on the northeast corner
Harmony Road and Timberline Road.
RECOMMENDATION: Approval With Condition
EXECUTIVE SUMMARY:
The request to rezone 21.5 acres to I-P, Industrial Park is in conformance with
the City's Land Use Policies Plan. The parcel's proximity to residential areas
and the proximity to two major arterial streets meets the purpose of the I-P
zoning designation as specified under Section 29-401 of the Zoning Code. It is
Staff's recommendation that the approval of the rezoning request be condi-
tioned on all development proceeding as a P.U.D. under the criteria of the
Land Development Guidance System.

COMMENTS
1. Background:
The surrounding zoning and land uses are as follows:
N: r-1-p; Vacant
S: T; Vacant
E: M-M; Mobile Home Court (Harmony Road Mobile Home Park)
W: RE, IP; Vacant and residential (Harmony Half Acres)
The site was annexed into the City in 1977 and zoned T, Transitional. In
1979, the 19.8 acre parcel was included in a larger tract and rezoned to r-1-p,
Low Density Planned Residential. The immediate corner containing 1.7 acres
remained in the T zone.
The applicant, Timberline Farm, Inc. is the
also the
applicant on the Timber-
line Farm Master Plan. The request to
rezone
21.5 acres represents
the
southern one-third of the Master Plan and
contains
frontage along both
Har-
mony Road and Timberline Road. These two roads
are identified on the
Mas-
ter Street Plan major arterial streets. The
1.7 acre
corner parcel contains the
old Harmony School and a small residence
with out
buildings. The 19.8
acre
parcel is in pasture.
2. Zoninpu
The requested rezoning is I-P, Industrial Park. The Industrial Park designation
is for light industrial park areas containing controlled industrial uses. The I-P
District is designed for industrial uses in proximity to areas zoned for
residential use and along arterial streets.
The site is at the intersection of two major arterial streets. The Harmony
Road intersection with I-25 is two miles directly east. Timberline Road
features an industrial character with the Collindale Business Park, Platte River
Power Authority, and National Cash Register as major employers. Harmony
Road is also characterized by industry with Hewlett-Packard, Golden Meadows
Business Park, and Oak Ridge Business Park.
The rezoning request is in conformance with the City's Land Use Policies Plan,
Policy numbers 60, and 61, which state:
"Industrial uses should locate near transportation facilities that offer the
required access to the industry but will not be allowed to create demands
which exceed the capacity of the existing and future transportation network of
the City."
"Industrial development should locate within the City or consistent with the
phasing plan for the urban growth area, where the proper sizing of facilities
such as water, sewer, and transportation has occurred or is planned."

3. Findings:
A. Section 29-401 of the Zoning Code states that the I-P zone district is
designed to be in proximity to areas zoned for residential use. The
location of the 21.5 acre parcel is in close proximity to such existing
residential neighborhoods as Fox Meadows, Sunstone Village, Oak Ridge
Village, Golden Meadows, and Harmony Road Mobile Home Court.
B. Section 29-401 of the Zoning Code states that the I-P zone district is
designed to located along arterial streets. The location of the
requested rezoning is along two major arterial streets.
C. The requested zoning of I-P, Industrial Park, is in conformance with
policies of the City's Comprehensive Plan.
D. Section 29-401 of the Zoning Code specifies that the purpose of the
I-P zone district is for light industrial uses containing controlled land
uses. In order to better control the potential land uses, Staff
recommends that all development proceed as a P.U.D. under the crite-
ria of the Land Development Guidance System.
RECOMMENDATION:
Staff recommends approval of the requested rezoning. In addition, Staff
recommends the I-P zoning be conditioned on all development proceeding as a
P.U.D. under the criteria of the Land Development Guidance System.
