The 72 lots represent a density of 3.56 dwelling units per acre. The site is located east of Timberline Road and south of Caribou Drive and is designated as Parcel A of the Timberline Farm Master Plan. The zoning is r-1-p, Low Density Planned Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The parcel was granted Preliminary P.U.D. approval as Timberline Farm, Phase One on September 25, 1989. The proposed density is supported by the score of 70% on the Residential Density point chart of the L.D.G.S. The single family lots are compatible with the adjacent Sunstone Village P.U.D. and the Harmony Road Mobile Home Park. The design includes street trees along Caribou Drive, fencing restrictions, and a street tree requirement for each lot. The detention pond will feature an upgraded landscape treatment. The traffic impacts have been reviewed and found acceptable. The Final P.U.D. is in substantial conformance with the Preliminary. DEVELOPMENT SERVICES 300 LaPorte Ave. P.O. Box 580 Fort Collins. 00 80522-0580 (303) 221-6750 PLANNING DEPARTMENT Sunstone Village P.D., Fifth Filing December 18, 1989 P & Z Meeting Page 2 COMMENTS Background: — Final• #57-86I The surrounding zoning and land uses are as follows: N: r-1-p; Single family homes (Sunstone Village P.U.D. 2nd Filing) S: r-1-p; Vacant E: M-M; Mobile Home Court (Harmony Road Mobile Home Park) W: r-1-p; Vacant The property was annexed into the City in 1977 and zoned to r-1-p in 1979 with the condition that development proceed as a P.U.D. No development has occurred on the site. Parcel A is part of the 75 acre Timberline Farm Master Plan approved in September 1989. The Preliminary was referred to as Timberline Farm, Parcel A and was also approved in September of 1989. The change of name reflects the applicant's desire to be identified as an extension of the Sunstone Village neighborhood. 2. Land Use: The Preliminary P.U.D. was approved based on the score of 70% on the Residential Uses point chart of the L.D.G.S. The score of 70% allows the proposed density of 3.56 dwelling units per acre. Similarly, the request is in conformance with the approved Timberline Farm Master Plan which designates Parcel A as "Single Family". 3. Neighborhood Compatibility: A neighborhood meeting was held on May 24, 1989 at the Platte River Power Authority. Because the proposed P.U.D. is a similar land use to the adjacent developments, Staff finds the request to be compatible with the surrounding area. 4. Design: All lots will be served by local streets only. No lots will have direct access onto Caribou Drive, classified as a collector street. Along Caribou Drive, a landscape easement will be provided to allow street trees. Fences on Caribou Drive will be limited to open type or shadow box not to exceed 5 feet in height. Fences along Caribou will be set back behind the landscaping. Privacy fences will be allowed on patios and decks. As in the previous Sunstone Filings, each lot owner will be required by covenant to plant one 1 1/2 inch caliper street per street frontage. Detention Pond Improvements: The detention pond will be treated with plant material designed to screen the mobile home park to the east and to accommodate a variety of wetland plant species. This upgrading of the pond is in keeping with the City's policy that detention ponds provide for visual interest and multi -use. The pond is designed to filter storm water runoff and provide a natural habitat. It is anticipated that long term maintenance will be reduced in favor of a more natural look. The sides would be steeper than the normal 4:1 slope to better direct nuisance flows to the cattail area, and to create an effective berm. The sides would be planted with Dogwood, Gambel Oak, Sumac, and other species to form thickets. The pond design has been reviewed by the City's Stormwater Utility and the Department of Natural Resources and found acceptable. The pond will be developed in two phases. The first phase will be installed by the developer and include the native grass and trees on the perimeter. The second phase will include interior cattail plantings, and additional trees and shrubs. The second phase is considered to be over and above traditional P.U.D. requirements and would, therefore, be funded by outside sources. Possible funding sources include the State Division of Wildlife or the City of Fort Collins Department of Natural Resources. The P.U.D. landscape plan clearly designates the amount of plant material to be installed by the developer in the first phase. 6. Transportation: The transportation improvements associated with Sunstone 5th Filing include a left turn lane on westbound Caribou Drive. In addition, Timberline Road will be improved to include a right turn lane for northbound vehicles. A left turn auxiliary lane will be required on Timberline Road at the Caribou Drive intersection. RECOMMENDATION: Staff finds the request for Sunstone Village P.U.D, 5th Filing, Final is in substantial conformance with the Timberline Farm Master Plan and the Timberline Phase One Preliminary P.U.D. The proposed density is justified by the score of 70% on the Residential Density point chart of the Land Development Guidance System. Staff, therefore, recommends approval. The development of wildlife habitat and wetland areas in association with stormwater management facilities is a concept we strongly encourage. Your request that the Natural Resource division help with funding of the project is also appropriate, considering that such projects fall within the range of options which have been specified for use of our mitigation funds. A decision regarding allocation of funds is dependent in part on review by the Natural Resource Advisory Board. We have forwarded a copy of your letter to the board for their consideration. We will be meeting with the board in January or February to discuss this project and others as potential targets for use of the mitigation funds. One issue of importance to us in the allocation of funds, is the projected success of the proposed project. Currently there are some outstanding questions regarding the anticipated success of the wetland creation you have proposed. We will be meeting with the Planning Department and the Stormwater Management Division to discuss these questions. We will be in contact with you regarding your proposal.
