Thank you for your phone call this afternoon, (9-11-89)
to let me know that a new staff comment had been offered
at the final review of the Timberline Master Plan and
Phase A, Preliminary Plan. Our experience in attempting
to construct the bike -pedestrian path in the near by
Sunstone area, has led us to question the practicality
for such improvements. We have struggled with frequent
conflicts between natural storm drainage areas and an
arbitrary insertion of "engineered" public improvements.
Initially, my concerns are:
1. The path may take advantage of public space, but it
provides no reasonable access from the residential
areas to anywhere. Phase A is planned to have City
standard sidewalks on both sides of all streets. A
path might be a reasonable trade off where more narrow
streets preclude standard walks, but it seems unnecessary
in this situation. What is the basis of the presumed
need?
2. We have gone to considerable effort to propose a
natural wetland open space within the storm drainage
area as a greater neighborhood amenity and benefit
to the City. We have discussed this plan with engieering,
planning, and storm drainage staff early in the review
process. To interject a bike -pedestrian path at this
late date does not appear to be well thought out
within the City ranks.
3. The proposed area is generally quite narrow and access
from the mobile home park to Caribou already exists.

4. Is this similar to the Sunstone situation where Parks
and Recreation has rejected adding this path to their
system? I presume the path would become the responsi-
bility of Storm Drainage. How useful is a path if no
maintenance is offered by the City? Isn't it more
reasonable to suggest that pedestrians might be safer
along walks where City ordinances require timely snow
removal?
We are enthusiastic about offering to work with the City
to seek new alternatives to natural open areas and storm
drainage improvements. I am dismayed at the timing of
the comment and the apparent disregard for the effort we
have undertaken.
I would need to be presented persuasive arguments to consider
modifying our plan at this juncture. I am prepared to
discuss this with you and the concerned staff at your
earliest convenience.
