For your information, attached is a copy of the Staff's comments concerning
Timberline Farm Master Plan, Rezoning, and First Phase Preliminary PUD
which was presented before the Conceptual Review Team on May 8, 1989.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

ITEM: Timberline Farm Rezoning, Master Plan, and First Phase Preliminary
APPLICANT: Mr. Eldon Ward, Cityscape Urban Design, 3030 South College Avenue,

LAND
USE DATA: This is a request
for an 80 acre master plan
located at the
northeast corner of Harmony Road and
Timberline Road. The area
of the Harmony
School
is proposed to be rezoned
from T (Transitional) to
I-P (Industrial
Park).
The Phase One Preliminary P.U.D. consists of 17.5 acres
for 68 single
family
lots located on the north end of
the site bordered by Caribou
Drive.
COMMENTS:
1. There is ample power available from the north. Thus, there would be no
problem if the development sequence was from north to south. There would be
a problem if the Harmony School site were to develop first as power is not
readily available to that site. The standard 15 foot easements would be
required along both arterials.
2. There are 16 inch water mains in both Harmony and Timberline. The Warren
Trunk sewer line (27 inch) will serve the site. A repay is due the City on
this sewer line. There is a 12 inch water main in Caribou also.
3. The site will be required to release storm flows at the 100 year historic rate.
The Stormwater Utility needs to convey flows from the "Chandler Sump" to the
regional detention pond in Sunstone Village. Additional right-of-way may be
required to accomplish this conveyance. If an extra 10 feet for a channel cannot
be obtained from the mobile home park, then perhaps these flows (approximately 45
c.f.s.) can be conveyed via an underground pipe. Generally, all storm runoff will
flow from south to north.
4. The master plan and Phase One preliminary should show the necessary dedica-
tion for right-of-way along both Harmony and Timberline, along with the utility
easements.
5. Please check with Matt Baker in the Engineering Department regarding the
applicable street oversizing fees. Matt's number is 221-6605.
6. Access to the existing Harmony School site must be in compliance with the
Harmony Road Access Control Plan. Also, please plan on access to the north
over the Spring Canyon Ditch. Temporary access onto Harmony Road must be
approved by the Planning and Zoning Board via the P.U.D. process.
7. The Parks and Rec Dept. will not maintain the rear lot areas of the single
family lots along the proposed collector streets.

8. Fencing along collector streets must adhere to design guidelines that pro-
mote a pleasing streetscape and not create a tunnel effect.
9. The single family phases are encouraged to provide a bicycle system that
will allow transportation to the Linton Elementary School. To the extent pos-
sible, this system is encouraged to be off-street.
10. A neighborhood meeting will be required. The 'applicant is responsible for
generating the mailing list of affected property owners in an area determined
by the Planning Staff.
