Dear Carr,
The Staff has reviewed the site development plan for the 1990 Junior High
School, and offers the following comments:
1. The Seneca Street ROW dedication
has not been resolved. Parsons &
Associ-
ates were supposed to be working
on getting
the corrected language
for the
dedication, but as of this time,
it has not
been completed. This
issue is
very important and needs to be
resolved.
The dedication documents will
have to be accepted by the City
Council at
a public hearing. Mike
Herzig
should be contacted for further details.
2. Provisions should be made to extend an 8" sanitary sewer to the west
property line of this site.
3. Certain utility easements have been asked for and agreed upon between the
City and the School District. However, I do not believe that the City has
received the dedications. What is the status of these utility easements? A
fifteen foot utility easement will be needed along Seneca Street for general
utility installation, including natural gas; and, an eight foot utility easement
is needed along the west property line to allow adjacent property owners to
connect to the proposed 8" water main.
4. Several water lines were stubbed off of Seneca Street to serve the develop-
ment originally proposed for this site. These stubs must be removed if they
are not used.

5. The building as shown includes a 4" fire sprinkler service line. This fire
main may need to be increased to a larger. size to accommodate a sprinkler
design. Please contact the Poudre Fire Authority Technician for details.
6. With both the JHS and grade school being located adjacent to one another
and extensive athletic facilities, this would be a high level service area for
Transfort. Youth ridership continues to grow at Blevins, Boltz, and most
likely will at these two school locations. A bus pull-out area along Seneca
Street would be highly desirable. Transfort would supply a bus passenger
shelter.
7. One of the intents of combining the JHS and elementary Schools sites was to
create a "campus" atmosphere. One of the elements of achieving this goal is
building architecture. The staff questions how the two building designs
will be compatible and meet this intent.
8. The submittal package did not include a final landscape plan. A plan
should be submitted which indicates planting sizes, list and quantity. A
free permit (no charge) must be obtained from the City Forester before any
trees or shrubs are planted, pruned or removed in the public right-of-way.
Additional berming, tree and evergreen screening is recommended along the
west property line, between the service area and future residential areas.
9. Dimensions of all parking areas and driveways should be indicated on the
site plan. The staff would recommend that the southerly entrance to the
parking area be widened including utilizing a greater turning radius. All
"one-way" aisles and entrances should be marked, if any. All proposed and
existing curb cuts on the cast side of Seneca Street should be shown on the
site plan.
10. The staff questions how bus traffic will be handled. Turning radius should
be shown on the site development plan.
11. During the discussions of the overall Master Plan for the combined elemen-
tary/JHS schools, the need for an alternative access to the "campus" was
identified: Extension of Seneca Street to Ilorsctooth Road and/or extension
of Troutman between Seneca and Shields Street. Staff would like meet to
discuss the timing and improvement responsibility of these access routes.
12. A bike path was planned between the elementary school and the Imperial
Estates Subdivision. How will this sidewalk be linked to the Junior High
School site?
13. Colors of exterior materials on the building should be shown on the
building elevations.
14. Ten full size copies and one 8 1/2" x 11" PMT reduction of the site plan
and building elevations should be submitted by noon on March 21, 1988.
