We asked Parsons and Associates about the dedication of R.O.W. for Seneca St. and Wakerobin in our letter of 12/17/87 item 14, please refer to it. We are again asking them to contact Mike Herzig and give us a written account of what the problem seems to be and what action they will take to resolve it to the district's and City's satisfaction. This issue was reported as being resolved by Parsons during the early design stages of our 1988 Elementary/1990 Jr. High Offsite Improvements Phase I project. We are distressed to hear that it is still lingering. 2. As stated in our 12/17/87 letter item 2, we would like to try and accommodate the City's request for the 8" sanitary sewer line extension, however, the following issues must be addressed: a. We have not received the requested estimate of the cost or routing from you. This information is critical to further discussions we have on this item with the City and G-T Land. Please provide this information. b. As stated in our 12/17/87 letter item 5, the request for any utility easement will have to be presented to the Board of Education. The City and/or G-T Land should submit a legal description and drawing of any easement that might be required for this sewer line. c. The issue of who bears the cost of this item is not resolved. As you know, the district had to pay to extend a sewer line to serve our property. We question why the City would expect the district to pay to extend a sewer line to someone elses property. This request will have to be presented to the Board of Education. 3. a. The only utility easement agreed to by the district has been the easement adjacent to the west side of Seneca St. The necessary dedication documents for this easement were passed on to Ron Mills at the City on 12/22/87. Per a phone call of 1/12/88 with Ron, he was going to present this to the Council to get a reception number, we have not been notified of the results. b. Any utility easements must be granted by the Board of Education. Once you determine what the City is requesting and as long as we think we can accommodate their request, then they should submit a legal description and drawing of the easement(s) they want. c. We assume the 8" water line that is referred to is the one that loops the building, which may or may not be there. Could the property owner to the west provide their own easement on their side of the property line? A water line could then be installed from Seneca north along the east edge of their property, at their expense. 4. We are asking Parsons and Associates to provide a written answer to us regarding what the status of existing taps is and to provide copies of such to you and the City. If we recall correctly, the City would not permit us to use an existing water tap to service Johnson Elementary and it and other existing taps may have been removed during the 1988 Elementary/1990 Jr. High Offsite Improvements Phase II project, for the portion of Seneca St. that the district constructed. We do not know the status of the existing taps under the portion of Seneca south of Regency, which was constr.uctdd by someone else. 5. We assume that the preliminary size of a 4" fire line will be refined when final engineering calculations are complete. 6. This is the first time a Transfort bus pull out has been mentioned. Since curb, gutter, and sidewalk was just installed, we would like to avoid the cost of removing and replacing brand new construction. Since Seneca is a collector, is there ample width to handle this by painting traffic markings or could Transfort utilize the schools bus loop? From the meeting we understand Rick Ensdorf supports using traffic markings. 7. It is not necessarily the intent of the district to create a "campus" atmosphere between the junior high and Johnson Elementary. A degree of architectural similarity will occur since both buildings will be constructed of masonry. This issue may be raised when the Board of Education is considering color selection. There are overriding educational/ social issues that will have a great impact on the degree to which the two facilities are integrated:. 8. We understand that you are refining landscape plans to reflect the available budget. Please share this plan with the City when complete and also, specify that the Contractor obtain the necessary permit from the City Forrester for R.O.W. plantings. 9. We assume that as the plans are completed dimensions and all other data needed for the parking lot will be indicated. 10. The bus loop on -site should probably be labeled. 11. The Board of Education has not authorized planning or construction of Seneca St. north to Horsetooth and/or Troutman Parkway from Seneca to Shields. 12. After discussion with Paul Ehni, Johnson Elementary Principal, he has indicated that the bike/pedestrian path from the east end of the Westfield Drive across the Westfield Park property should intersect the north boundary of the Elementary site at a point about 290' east of our west property line. This will direct children to the rear or west side of the building where the play areas, bike racks and entries to the building are located. Upon discussion with Ron Spies, he has estimated that junior high students numbering 70 from the north (Rossborough), 47 from the northwest (trailor parks), and 9 from the west (Taft Canyon), would qualify as walk in students as long as adequate crossings are established along Taft Hill Road and Horsetooth Road. Anticipating that these students may use Westfield Drive through Imperial Estates Subdivision suggests that the path through Westfield park should probably extend out to Seneca Drive, as well as, the west side of Johnson Elementary. This would help direct junior high students around the elementary playground and to the main front entry of the junior high. 13. The Board of Education has not approved the exterior colors as yet. 14. Please submit the requested drawing information. Most of these items were reviewed during our meeting. Also, as a result of the meeting we understand that: a. per Joe Franks request, the P and Z review meeting will be re- scheduled from March 28, 1988 to April 25, 1988 b. that the school district is eligible for reimbursement and/or credit from the City Storm Water Utility Fund for design costs, construction costs, and right-of-way costs for drainage facilities, if the facilities provided by the school district serve more than our site C. the school district will begin reviewing the City ordinance relating to credit for construction of storm drainage improvements and the sample development agreement d. ZVFK, through their engineering consultant, RBD Inc., will provide the school district with a cost estimate for the necessary engineering calculations and design to provide the information required by the City in order to determine the amount of reimbursement from the City to the school district.
