RESPONSE: PER OUR EMAIL CORRESPONDENCE WITH KAI ON 2/23, THIS IS A CARRYOVER COMMENT FROM THE FIRST ROUND OF FDP. KAI MENTIONED IN HIS EMAIL THAT HE MET WITH MATT WHO FELT THAT THE CHANGES TO THE LANDSCAPING WAS ADDRESSED IN THE SECOND FDP SUBMITTAL. THIS COMMENT IS CLOSED OUT. Comment Number: 4 Comment Originated: 02/15/2021 02/15/2021: FOR FINAL APPOVAL Really great work on the updated fence/landscape detail, however, sheet C2.0 does not match L1.0. We will want sheet C2.0 updated prior to recording mylars. Remove Note 2 from sheet L1.0. Typically, any species changes to the Landscape Plan go through a 'Micro Amendment' process which is just a quick check by zoning staff. RESPONSE: SHEET C2.0 IS THE CORRECT SCREEN FENCE LAYOUT, SHEET L1.0 HAS BEEN UPDATED TO CLARIFY THE LIMITS OF SCREEN FENCE SPACING. SHEET L1.0 WAS ALSO TO REMOVE NOTE 2. Through the coordination meeting, the client has stated that the CDOT plans will be submitted for the review after approved by CDOT. The City will need to review and record the plans for City records. The plans will be reviewed to be sure that there are no discrepancies with City Code. RESPONSE: GIVEN IT WAS AGREED TO THAT CDOT WOULD BE THE GOVERNING ENTITY TO REVIEW THE DESIGN OF THE FRONTAGE ROAD IMPROVEMENTS, WE HAVE CONTINUED DISCUSSIONS AND SUBMITTALS WITH CDOT DIRECTLY. WE WILL SUBMIT THE APPROVED CDOT PLANS UPON RECEIPT FOR YOUR FINAL REVIEW AND RECORDATION. CURRENTLY, WE PLAN TO RESUBMIT THE FRONTAGE ROAD PLANS TO CDOT BY 3/10/2021, BUT WE ARE STILL WAITING ON TWO DEPARTMENTS COMMENTS ON THE PREVIOUS ROUND SUBMITTAL AHEAD OF OUR RESUBMITTAL. OUR EXPECTATION IS TO HAVE FORMAL APPROVAL FROM CDOT IN APRIL 2021. RESPONSE: WE RECEIVED THE ATTACHED TEMPLATED DEED REQUIRED BY CDOT FOR THE DEDICATION, IN THE FORM OF A GENERAL WARRANTY DEED. PER AN EMAIL FROM CDOT ON 3/3/2021, THEIR REGION 4 ROW DEPARMENT IS FILLING IN THIS TEMPLATED DEED FORM WITH THE SPECIFIC PROJECT INFORMATION AND REVIEWING ONCE RECEIVED, OUR LEGAL DESCRIPTION EXHIBIT, FOLLOWING WICH IT WILL CIRCULATE AN EXECUTABLE VERSION. Comment Number: 12 Comment Originated: 02/17/2021 02/17/2021: FOR APPROVAL: City Code requires that the infrastructure is completed before the issuance of building permits. It is acknowledged that the applicant has requested if there are any negotiation in this matter. Although City staff cannot waive City Code, we will check into historical projects with similar conditions to see what alternatives exist. RESPONSE: A DRAFT DEVELOPMENT AGREEMENT WAS RECEIVED ON 3/5/21. WE ARE IN THE PROCESS OF REVIEWING THE OUTLINED REQUIREMENTS AND PROCESS FOR PERMITTING AND STAGING OF OUR PROJECT. WE WILL REVIEW AND TURN OUR COMMENTS ON THE DA IN A QUICK MANNER, AS THIS DEVELOPMENT APPROVAL IS OUR TOP PRIORITY. This has been handled on a case-by-case basis in areas involving cross jurisdictional projects. Comment Number: 3 Comment Originated: 01/05/2021 01/05/2021: FOR APPROVAL: The City will need to have the easement for Redman Drive recorded prior to the plat being recorded if the applicant team needs to be the party recording. However, the City Attorneys have indicated that with a letter of instruction for recording the City could record the documents "simultaneously" to help achieve the timing that is needed by the applicant team. Will need to review striping changes when submitted. RESPONSE: ACKNOWLEDGED. CITY WILL BE COPIED ON ALL CDOT/FRONTAGE ROAD CORRESPONDENCE. CDOT IS NOT IN CONFLICT WITH ANY OF YOUR REQUESTS, SO WE WILL INCORPORATE YOUR SUGGESTED MODIFICATIONS INTO THE STRIPING PLAN. 01/05/2021: We would like to work with you in regard to the proposed striping plans for the frontage road that you submitted. The current configuration creates a significant offset in the lane alignment across Redman Drive and leaves a large unused portion of roadway on the north end that may create confusion. Department: Stormwater Engineering – Erosion and Sediment Control Contact: Basil Hamdan, 970-222-1801, bhamdan@fcgov.com Topic: Erosion Control Comment Number: 1 Comment Originated: 02/10/2021 02/10/2021: INFORMATION ONLY: The City Manager’s development review fee schedule under City Code 7.5-2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of lots, the total site disturbance, the estimated number of years the project will be active and the Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for on this project. Based on the proposed site construction associated with this project we are assuming 2 lots, 12.94 acres of disturbance, 2 years from demo through build out of construction and an additional 2 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $2,147.09 Based on 2 bioretention/rain gardens, 1 extended detention basin and 2 number of underground treatment systems, results in an estimate of the Stormwater LID/WQ Inspection fee of $1,710. I have provided a copy of the spreadsheet used to arrive at these estimates for your review. RESPONSE: THANK YOU FOR PROVIDING THIS INFORMATION ON THE NEW FEES FOR 2021. Comment Number: 16 Comment Originated: 02/16/2021 02/16/2021: FOR APPROVAL: We have concerns about the dry well and inflow basin design - particularly that the top elevation of this inflow basin will fill a considerable portion of the storm drain system with water. I would like to discuss with you the need to add an onsite portable pump back up system to the Standard Operating Procedures in the DA. Here is the text that has been added to the Standard Operating Procedures document specific to this site: “For this site, the drywell and infiltration basin are critical for the function of the site by providing the drainage outlet for the majority of storm events. If the drywell and infiltration basin clog, the storm drain system on this site will remain full of standing water. Maintenance of the drywell and infiltration basin are essential for the functioning of the stormwater facilities on this site. A backup system will be required for the drywell and infiltration basin, this shall consist of a portable pump, located onsite, that can be used to drain the drywell and infiltration basin in the event stormwater ponding occurs greater than 72 hours.” Please acknowledge this comment and see the DA and SOP document for more information. This is a situation of overlapping jurisdiction. For Stormwater purposes, the drainage analysis needs to include all areas of the project, including to the south end of the frontage road improvements. Drainage calculations need to be provided for the area south of Redman Drive and an adequate outfall confirmed.
