Dear Frank:
The Staff has had an opportunity to review the Supertots Learning Center,
Preliminary and Final P.U.D., and offers the following comments:
1. There are no utility mains (water and sewer) adjacent to the site. Utility
mains are existing in Rule Drive and Oakridge Drive. Utility mains will
have to be extended from either Rule or Oakridge in order to provide
services to this site. Consideration should be given to future development
of adjacent property.
2. Off site easements will be required for extension of utility lines including
storm drainage facilities.
3. Any relocation of existing U.S. West Communications' facilities will be at
the developer's expense.
4. The Traffic
Impact Analysis does not
address the operation
of the
internal
circulation
of the parking lot, the
drop-off and pick-up
area,
and the
impact on the parking lot/arterial curb
cut. The issue is that the
internal
volume of
traffic on the site may
cause stacking at the
curb
cut and
gridlock the
parking lot. Is there a
one-way system for the
parking lot?
5. Please shift the detached sidewalk on Lemay further west so there is a 10
foot setback from flowline. This will provide adequate room for street
trees and underground electrical facilities. If this puts the sidewalk out
of the right-of-way, please provide a sidewalk easement on the plat.
6. Please reduce the driveway radii curb line to 20 feet.
7. Please coordinate the exact location of the street trees with the City
Forester so there are no conflicts with the underground electrical system.
Trees should be kept a minimum of 20 feet back from any existing
streetlight.
8. The front yard play area conflicts with the plat which describes the area
as an "access, drainage, and utility easement". Also, the east architectural
elevation does not indicate a fenced play area. Please adjust the
documents accordingly.
9. Based on the amount of outdoor play area, the maximum number of
students would be 146 provided that there is at least 5,840 square feet of
classroom space.

10. Raised signs are needed for the handicap and motorcycle parking areas.
11. There is a lack of evergreen trees on the landscape plan. The site would
be improved by a clustering of evergreen trees to provide seasonal interest
and variety. One possible location would be between the future
connection and the sidewalk.
12. The trash enclosure would benefit with additional shrubbery on both sides,
especially the north which faces the church property.
13. Foundation shrubs between the trash enclosure and the entry landscaping
would contribute to the front appearance of the building.
14. It is unclear what is to be the surface treatment of the large parking lot
landscape island. Staff recommends that this area feature shrubs to cover
at maturity. This will reduce long term maintenance and is more
attractive than rock or gravel.
15. Please indicate the surface treatment of the front yard area. Is this to be
turf? Please label this area.
16. No landscaping along the north elevation? Is this acceptable to the
church? Is there existing landscaping on the church's southern boundary?
Is there a possibility of adding trees on the property line with the
church's permission? This area looks sparse.
17. The dimensions of the free-standing sign should be indicated on one of
the sheets. Also, please address the pedestal treatment.
18. As a final document, please provide a written agreement, to be recorded
along with the P.U.D., describing the shared parking arrangement between
the two affected parties.
19. Since no neighborhood meeting was required, a courtesy letter ought to be
mailed to the officers or board members of the Oakridge Homeowner's
Association.
This concludes Staff comments at this time. In order to keep on schedule for
the May 7, 1990 Planning and Zoning Board hearing, please note the following
deadlines:
Plan revisions are due April 4, 1990.
P.M.T.'s, 10 prints, colored renderings are due April 16, 1990.
Signed mylars, Site and Landscape Covenants are due April 19, 1990.
