Dear Tony: Thank you for providing the revised plans for Supertots at Oak Ridge West, Second Filing. A few issues remain that should be addressed prior to going before the Planning and Zoning Board. The location of the five street trees between the sidewalk and curb along Lemay Avenue have been challenged by the City's Light and Power Department as being in a parkway strip that is too narrow (8.5 feet due to the existing gas line). Mike Herzig, Development Engineer, will call a utility coordination meeting next week to discuss the issue with the affected utilities. You will be notified as to the time, date, and location of this meeting. 2. The turning radii at the curb cut should be shown on the site plan to be reduced from 25 feet to 20 feet as indicated on the utility plans. The reason is to provide a "driveway" design versus a "street" design. 3. In addition to the shared parking agreement, the Church should grant to the City a an emergency access easement for their driveway entrance at the point where it takes off from Filing Two. Since Filing Two can only grant that which will be covered on the plat, any dedication offsite must be dedicated by separate instrument. 4. Staff applauds the location of the I.D. signage in a well landscaped shrub bed. The P.U.D. documents, however, do not specify the size of the free-standing sign. Given the keen interest our Planning and Zoning Board has shown towards signage, it is strongly recommended that a note or schematic indicating height and dimensions be added to the documents. This schematic does not have to be a final plan on which a sign permit will be issued. Rather, it will serve as a guideline that will be referred to by the Building Inspection Division upon receipt of a sign permit request. It is our opinion that the client would not need 320 square feet of signage for a business that does not depend on impulse shopping. Since a daycare facility is a destination, large signage to capture retail customers would be excessive. 300 LaPorte A%enue • P.O. 13ox -580 • Fort Collins, CO 80:;22-0580 • (303) 221-6750 i' • 0 • For your information, McDonald's Restaurant, at the intersection of two major arterial streets, has a free-standing sign on College Avenue that measures 39 square feet per face. As you are well aware, McDonald's depends heavily on impulsive drive -by shopping for business. It is Staff's opinion, therefore, that Supertots would be comfortable with signage in the range of 24 to 36 square feet per face for the free-standing sign. Please consider this information and be prepared to make a signage allowance commitment on the P.U.D. document. This information is best dealt with at this stage rather than in the public hearing. These considerations refer to the free-standing monument sign only, not the building wall sign. 5. Please recall that Site and Landscape Covenants are due Thursday, May 3rd. Also, it would be helpful to have a copy of an executed "Shared Parking Agreement" between the applicant and the Church prior to the public hearing.
