Dear Eldon:
Staff has reviewed the Amended Master Plans for OakRidge and OakRidge
West and offers the following comments:
The only major comment is the lack of mixed densities in the residential
portion of OakRidge Master Plan. Parcels R, S, T, U, and V are all
specified as low density residential. Staff recognizes that these areas
have been filed and approved by the Planning and Zoning Board. The
Land Use Policies Plan, however, emphasizes the need to provide a range
of residential densities in all areas of the City.
It is suggested that language in Note #5: "Multi -family Residential Uses
may be integrated into Parcels labeled for Non -Residential Uses" be
placed more prominently both as a separate note and graphically on the
plan.
2. A final comment is that OakRidge and OakRidge West have progressed
and evolved over a time frame that exceeds the tenure of several
members of the Planning and Zoning Board, as well as some members of
Staff. It is suggested that a brief document be prepared to
chronologically describe the development of the area and how the two
master plans promote the objectives of the Land Use Policies Plan. It
may be important for newer Board members to gain the background
information and review some of the basic assumptions and market
considerations that went to the planning and developing of the area.
This information will certainly be useful as OakRidge and OakRidge West
projects continue to come in front of the Board for review. This
narrative should also include a brief explanation of the current changes
under considerations.
This concludes Staff comments. The "April" Planning and Zoning Board
hearing will be held May 7, 1990. This will allow some flexibility in the
following deadlines which would normally be for the fourth Monday in April:
Plan revisions are due April 4, 1990.
P.M.T.'s, 10 prints, colored renderings are due April 16, 1990.
Final signed mylars are due April 19, 1990.
