PROJECT DESCRIPTION:
This is a request to amend the Oak Ridge West Master Plan to revise the
existing land use designation on Parcel P to allow Business Services. Parcel P
consists of 6.68 acres. The entire Master Plan contains 27 acres and is located
on the west side of Lemay Avenue south of Oak Ridge Drive. The zoning is
B-P, Planned Business.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The request to amend the Oak Ridge West Master Plan is in conformance with
the City's Land Use Policies Plan and is considered to be compatible with the
surrounding neighborhood.

COMMENTS
1. Background:
The surrounding zoning and land uses are as follows:
N: R-P; Vacant (Harmony Market Preliminary P.U.D.)
S: R-P; Vacant (Oak -Cottonwood Farm Master Plan)
E: B-P, R-P; Vacant (Oak Ridge Master Plan) and Residential (Rule
Property)
W: R-P, Vacant (Oak -Cottonwood Farm Master Plan)
The property was annexed and zoned in June of 1980 as part of a larger
parcel known as the Keenland Annexation. The Oak Ridge West Master Plan
was originally approved in June of 1987. The existing church was included in
the Master Plan. One filing has been granted final approval, Health Care
International (Collinwood Psychiatric Hospital) in August of 1987.
The original Master Plan designated Parcel P as Retail/Office. The proposed
amendment would re -designate this parcel as Business Service. The size of
Parcel P has been adjusted from 7.7 acres to 6.68 acres.
2. Plans and Policies:
The purpose of the amendment is to change the land use designation of Parcel
P from Retail/Office to Business Service.
The proposed amendment to the Master Plan has been evaluated against the
criteria of the Land Use Policies Plan. The amendment is supported by the
following policies:
"3a: "The City shall promote maximum utilization of land within the city."
"21: All levels of commercial development, including convenience,
neighborhood, community and regional shopping which have significant negative
transportation impacts on South College Avenue will be discouraged from
gaining their primary access from College Avenue."
"22: Preferential consideration shall be given to urban development proposals
which are contiguous to existing development within the city limits or
consistent with the phasing plan for the City's urban growth area."
"67: Only neighborhood scale service centers will be allowed in residential
neighborhoods."
3. Neighborhood Compatibility:
The proposed amendment does not create an impact on the surrounding
neighborhood located across Lemay Avenue in Oak Ridge Village. Because no
impact has been identified, the proposed amendment is determined to be
compatible and no neighborhood meeting was held.

4. Transportation:
There are no major transportation issues associated with this Master Plan
Amendment. The traffic impacts have been reviewed by the Transportation
Director and found acceptable.
RECOMMENDATION
Staff finds that the proposed re -designation of Parcel P of the Oak Ridge
Master Plan to Business Service is in conformance with the plans and policies
of the City including the Land Use Policies Plan, and is compatible with the
surrounding neighborhood. Staff, therefore, recommends approval of the
Oakridge West Amended Master Plan.
