PRWECT DESCRIPTION: Final plan request for a 101,000 square foot medical
clinic on 13.47 acres, located on the west side of Lemay Avenue and approx-
imately 1/4 mile south of Harmony Road, zoned b-p, planned business and
r-p, planned residential district.
RECOMMENDATION: Approval.
EXECUTIVE SUMMARY: The applicant is requesting final approval of a 101,000
square foot medical clinic facility which includes: psychiatric care units,
administrative offices, medical offices, a gymnasium, and a pool. The site
will be developed in two phases. The Planning and Zoning Board granted
approval of the preliminary plan at it's meeting on June 22, 1987, with two
conditions:
1. Prior to final approval, the Developer shall submit, to the City for
review and approval, construction drawings of Lemay Avenue.
2. Prior to final approval, the Developer shall re -design the entrance off
of Lemay Avenue to achieve a smoother flow of traffic.
The applicant has satisfied the conditions, therefore, the project is in
conformance with the approved preliminary plan and is consistent with the
Land Development Guidance System.

COMMENTS
1. Background.
The surrounding zoning and land uses are as follows:
N. b-p; farmland (Oak Ridge. West PUD)
S: r-p; farmland
E: r-p; single family/duplexes (Oak Ridge PUD)
W: r-p; farmland
The property was annexed and zoned in the City on June 23, 1980, as part of
a larger property known as the Keenland. Annexation.
The property to the east is Oak Ridge PUD Master Plan which originally
included a site for a health care facility. In April, Everitt Enterprises
amended the Master Plan to substitute duplexes and single family residences
in place of health care center.
The Planning and Zoning Board granted approval of the preliminary plan at
it's meeting on June 22, 1987, with the following two conditions:
Condition 1: Prior to final approval, the Developer shall submit, to the
City for review and approval, construction drawings of Lemay Avenue.
Staff Response: The Everitts Company submitted construction drawings of
Lemay Avenue. Staff is satisfied with the design and has determined that
this condition has been met.
Condition 2: Prior to final approval, the Developer shall re -design the
entrance off of Lemay Avenue to achieve a smoother flow of traffic.
Staff Response: The applicant has redesigned the entrance off of Lemay
Avenue. The City Traffic Engineer, Rick Ensdorff, has reviewed and
approved the revisions. The final site plan reflects this design.
2. Land Use:
The proposed land use is supported by the Fort Collins Comprehensive Plan
with the following:
74. "Transitional land uses or areas (linear greenbelts or other design
elements) should be provided between residential neighborhoods and
commercial areas in order to enhance the concept of a mixture of
land uses."
43f."Encouraging landscaping of open spaces with appropriate native or
drought resistant varieties of vegetation along with attractively
developed green areas to provide a balanced and pleasing city
scope.'-'

The project will promote the efficient utilization of the existing and pro-
posed street and utility systems. Lemay Avenue, a designated arterial, and
Harmony Road, a state highway, provide the project with excellent local,
community, and regional access.
3. Design:
The elements of the site plan e.g. buildings, circulation, open space and
landscaping are designed and arranged to produce an efficient, functionally
organized, planned unit development. The design and arrangement of build-
ings contribute to the overall aesthetic quality of the site configuration.
Street trees are proposed along Lemay Avenue and will screen the parking
spaces and buildings. The site will allow for 55% to 60% of the total area
to be green space.
A pedestrian connection has been provided .fran all buildings with in the
site to the public sidewalks along Lemay Avenue and Rule Drive.
5. Neighborhood Compatibility:
Staff finds that this proposal is compatible with the mixed use established
with the Oak Ridge PUD to the east. The project is compatible with and
sensitive to the immediate environment of the site and neighborhood rela-
tive to architectural design, scale, bulk, and building height, disposition
and orientation of buildings on the site.

Staff finds that the two conditions placed on the project at preliminary
approval have been satisfied and the project is in substantial conformance
with the preliminary plan. The project is supported by the City's Land Use
Policies, and is in conformance with the Land Development Guidance System,
therefore, Staff recommends approval of the Oak Ridge West, 1st Filing,
Healthcare International - Final.

Dear Ms. de Besche:
Healthcare International respectfully submits the following in
reference to its proposed psychiatric facility, hereinafter
Collinwood., to be located in Fort Collins, Colorado:
Collinwood, a psychiatric hospital, will not by definition,
protocol or medical admission criteria operate as a forensic
facility or unit, forensic in the reference meaning a facility
or unit into which an individual who has been adjudicated
criminally insane is ordered for treatment as a component of a
felony conviction. Collinwood, by its physical design, staff,
orientation, admission criteria and hospital protocol will not
be an appropriate setting for and will not admit for treatment
an individu falling into the criteria heretofore described.
