HEALTH FACILITY
Healthcare International, Inc. is a national health care
company offering a broad range of healing and rehabilitative
services. Healthcare is built on the 45-year reputation of
the Brown Schools and has continued the commitment to
quality, professionalism and integrity in the delivery of
superior health services. The company is dedicated to
developing the finest programs and facilities in the
communities it serves and to maintain the highest quality
standards in the facilities it operates. Its' corporate
offices are located in Austin, Texas. Cedar Springs
Hospital, in Colorado Springs, has been operated by the
company since 1984. Healthcare has been actively involved
with professionals in the Ft. Collin's area for the past two
and a half years.
The Ft. Collins facility will be located on a campus of
approximately 13 acres and consist of between 45,000 to
50,000 square feet of new single story construction. The
residential - campus design of the facility will leave 550
to 60% of the site as green space. The facility design and
site work will support treatment programs oriented toward
shorter lengths of stay and a successful transition back
into the community. Currently, program plans include
services for children, adolescents and adults with a
prospective capacity ranging from 64 to 80 beds. The overall
goal of the facility will be an active integration into the
mental health providers network of Ft. Collins and the
surrounding areas as well as to become an integral part of
and asset to the communities it will serve.

The purpose of the meeting is to inform City employees and other
interested parties of the proposed Healthcare International mental
health facility which will be reviewed by the Planning and Zoning
Board June 22, 1987.

QUESTIONS AND ANSWERS ABOUT COLLI•OOD
WHAT IS COLLINWOOD?
Collinwood is a proposed, short-term, in -patient psychiatric treatment
facility to be built in the OakRidge Business Park West, south of Harmony
Road and adjacent to and west of Lemay Avenue in Fort Collins. Collinwood
will consist of approximately 65,000 square feet of single story
construction on a 13-acre site. It will have a capacity of 64-80 beds.
The residential -campus design of the facility will leave 55% to 60% of the
site as attractively landscaped green space. Non -institutional appearing,
the facility itself is designed to be compatible with other residential
development in the area. Construction should be completed by late spring or
summer of 1988.
WHO IS BEHIND COLLINWOOD?
Collinwood will be built and operated by Healthcare International,
Inc., a national health care company with corporate headquarters in Austin,
Texas. Healthcare International is built on the 45-year reputation of the
Brown Schools and has continued the commitment to quality, professionalism,
and integrity in the delivery of superior health services. In Colorado,
the company already operates Cedar Springs, a psychiatric facility in
Colorado Springs.
Many health care professionals, social workers, and religious leaders
in Fort Collins believe there is a definite need for an in -patient
psychiatric treatment facility here. Overall, the goal of Collinwood will
be to interact with the psychiatric health care providers already in Fort
Collins and the surrounding areas, and to be an asset to the communities it
will serve. Since Collinwood's programs are family and community oriented,
family members and local professionals will be able to continue to support
the patient during treatment and recovery. The patient will remain in the
community, rather than being sent to an out-of-town facility. Through
internships, rotations, and development of new methodology, Collinwood also
will be a training ground where local professionals can broaden their
educational experience.
NOW WILL COLLINWOOD BE STAFFED?
There will be an overall staffing ratio of at -least two persons per
patient. The staff positions will include an array of professionals such as
psychiatrists, registered nurses, social workers, psychologists, mental
health workers, occupational and recreational therapists, etc.
Since the facility will have, on site, an accredited school program
which is affiliated with the state as well as Poudre R 1 district, there
will also be teaching staff.

WHAT TYPE OF PATIENTS WILL BE ADMITTED TO COLLINWOOD? WILL IT TREAT THE
CRIMINALLY INSANE?
Patients treated at Collinwood will include children, adolescents, and
adults --primarily admitted voluntarily --whose average length of stay will
be between 20 and 30 days. Patient care does not include the criminally
Insane. Collinwood will not admit homicidal patients. The patients who are
admitted are not "bad" people trying to be "good". They are sick people
trying to get well. The treatment programs are oriented toward those who
require relatively short lengths of stay before making a successful
transition back into the community.
WILL COLLINWOOD TREAT DRUG AND/OR ALCOHOL ABUSERS?
Collinwood is not a detoxification center. Fort Collins already has
several drug and alcohol treatment centers, including New Beginnings and
Seven Lakes. Rather, Collinwood will concentrate on the mentally ill, using
an interdisciplinary, multi -disciplinary treatment team approach which
involves a range of professional expertise. If an individual patient
should have an alcohol and/or drug problem secondary to his or her
psychiatric problem, it will be addressed at Collinwood as part of the
total treatment effort.
WILL COLLINWOOD PATIENTS POSE A DANGER TO THE NEIGHBORHOOD OR TO CHILDREN
ATTENDING THE NEW WARNER ELEMENTARY SCHOOL?
Absolutely notl At Collinwood, no patients are allowed to leave the
facility during their stay except under carefully supervised conditions.
As mentioned before, this is a facility for treatable patients who can
return to the community as productive members within a relatively short
period of time. The criminally insane are not accepted at Collinwood and
it is not a primary care drug/alcohol treatment center. Collinwood
patients will pose no danger to others.
WILL COLLINWOOD AFFECT PROPERTY VALUES IN THE NEIGHBORHOOD?
Only in a positive way. Healthcare International stresses attractive
design and landscaping for its facilities. Collinwood will have a
campus -like appearance that will enhance the surrounding properties.
Neighbors of similar Healthcare International facilities in Colorado
Springs and others throughout the country, have found they actually help
to stabilize the neighborhoods. The Everitt Companies, developers of
OakRidge Business Park --where Collinwood will be located --are also building
up -scale homes surrounding OakRidge. Obviously they feel that Collinwood
presents no threat to the sales or property values of their residential
developments. In addition, Thomas C. Glossi, Pastor of the nearby
Evangelical Covenant Church, has stated: "My only regret is that they

(Healthcare International) aren't developing the land directly adjacent to
our property. I would enjoy having them as next door neighbors." (Letter
to the Fort Collins Planning & Zoning Board Members, dated April 30, 1987.)
WHY SHOULD WE WELCOME AN IN -PATIENT MENTAL HEALTH FACILITY IN FORT COLLINS?
Twenty percent (1 in 5) of all Americans will experience in their
lifetimes a mental illness which should be treated. One in three
families --including those in Fort Collins --will experience the anguish of
having a mentally disturbed member. It makes sense to have a local
treatment facility where the entire family can be involved in the recovery
process without the expense of out-of-town travel and lodgings.
Collinwood offers an array of supportive professional programs ranging
from individual and group therapies, activities therapy, occupational and
physical therapies, dance and music therapies, community living skills,
expressive art therapies, outdoor experiential therapies, professional
continuing education programs, and community education programs. Some of
Collingwood's activity rooms and exercise facilities will be available for
community use.
IS COLLINWOOD GOING TO BE ANOTHER DRAIN ON THE TAXPAYER?
On the contrary. Collinwood will be entirely supported by private
paying or insured patients. In addition, it is expected that Collinwood
will contribute to the economic base of Fort Collins by providing between
80 and 120 jobs, and by using local suppliers of goods and services
whenever possible. As a matter of fact, since Collinwood is private, it
will contribute substantially to the state and local tax base through
property, sales and use taxes.
