For your information, attached is a copy of the Staff's comments concerning
Healthcare International, Inc.- Health Facility, which was presented before
the Conceptual Review Team on April 13, 1.987.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and addi-
tions to these comments may be made at the time of formal review of this
proj ect .

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: April 13, 1987
ITEM: Healthcare International, Inc. - Health Facility
APPLICANT: Mr. Wiley Barnes, Healthcare International, 2.135 Southgate Road,
Colorado Springs, CO 80906
LAND USE DATA: Request for a 45,000 - 5n,00o square foot health care
facility on approximately 13 acres. The proposed project is located south
of Harmony Road and adjacent to and west of Lemay Avenue and is zoned, RP,
Planned Residential.
COMMENTS:
1. The City can provide light and power to the site. The existing over
head power lines on the west side of Lemay wi 11 need to be placed
underground. A commercial one form will need to be filled out by the
applicant . Please contact the City Light and Power office at 221-6700
regarding development charges.
2. The placement of the light and power transformers is important in
regard to accessibility for maintenance. The access will have to be.
of a hard -surface material.
3. A utility coordination meeting is recommended, please contact Mike Her-
zig, Development Coordinator, at 221-6750 to schedule a meeting.
4. The storm drainage for the site requires a maximum release rate of .02
C.F.S. per acre.
5. Foundation plantings will need to be added.
6. The site is required to be platted.
7. The site will need to provide for handicapped, motorcycle, bicycle
parking spaces.
8. The sign allowance is one (1) sign per street frontage.
9. The structures must include accessibility for handicapped individuals.
10. This project will require State Health Department Review.
11. Please contact the City Building Department at 221-6760 regarding the
development fees.

12. The developer wi l l be required to widen up some of the sidewalks in
order to accommodate fire apparatus i.e, amhulance and pumper. It was
discussed that a 8'-12' walk would be needed.
13. Water and sewer service is available to the site. Staff would prefer
that the water and sewer lines be placed in the right-of-way to the
west.
14. The water line will need to be looped.
15. Water and sewer service normally has individual service for each build-
ing, but it may be possible to combine them.
16. The developer will be responsible for off -site improvements at some
point. Please keep in mind that a portion of the improvements to Rule
and Lemay will be covered by the City's over -sizing funds.
17. Drive way access points are contingent on the traffic study results.
18. A temporary 40' radius turn -around wi l l be needed where Rule Drive
stops.
19. A neighborhood meeting has been scheduled for April 28, 1987 at the
Evangelical Covenant Church of Fort Collins.
