NEIGHBORHOOD MEETING SUMMARY
HEALTHCARE INTERNATIONAL CARE FACILITY
On Tuesday April 28, 1987, at 7:00 p.m. at the Evangelical Covenant Church
of Fort Collins, a neighborhood meeting was held on a proposed project
known as Healthcare International Care Facility. Debbie deBesche was pre-
sent from the Planning Department. Wiley Barner was present representing
the applicant. Approximately 29 people were present, with. approximately 8
of the people were with the applicant.
The meeting began with a brief summary on the purpose of neighborhood meet-
ings by Debbie deBesche and a discussion of the development review process.
Mr. Barner explained the proposed project and responded to some of the
questions from the residents. Following are concerns of the residents:
1. Where does the program get it's funding?
Response: The facility will be entirely supported by private paying or
insured patients.
2. Type of patients - Who is treated?
Response: Patients treated will include children, adolescents and adults,
primarily admitted voluntarily with an average length of stay of
20-30 days.
3. Security?
Response: With a high patient ratio and treatment methods security is not a
major concern. The site will not be fenced.
4. Why this location?
Response: The applicant has a number of criteria which a location must
meet. This location best satisfies their needs.
5. Criminal act by patients:
Response: The patient care does not include the criminally insane or homic-

6. Staff to patient ratio?
Response: The applicant proposes an overall staffing ratio of at least 2
persons per patient.
7. Decrease surrounding market value of homes.
Response: The project may increase the market value of surrounding prop-
erty.
8. Increase of traffic.
Response: The City Traffic Engineer has reviewed the project and has no
objections. The project will promote the efficient utilization
of the existing and proposed street and utility system.
9. Why is this an asset to the neighborhood?
Response: The project will continue the quality of development which has
been established in the Oak Ridge PUD east of Lemay Avenue.,
10. Too close to the elementary school.
Response: The proposed elementary school, Warner, is approximately 1/2 mile
away. Staff believes there is no threat to the immediate neigh-
borhood or a school located a 1/2 mile away.
