Vaught, The City Staff has completed its review of Healthcare International at Oak Ridge PUD, preliminary, and has the following comments: 1. The City will require full R-O-W dedication of Rule Drive adjacent to the north property line of this development at the time of submittal for final approval. 2. The phasing of the improvements in the Rule Drive R-O-W is acceptable by the City, however there will have to be an agreement between the Devel- oper and the City stating the Developer agrees to provide their portion of all the improvements in the R-O-W when they are to be constructed. 3. Please show pedestrian access ramps and sidewalks around building Per- imeters (with dimensions). 4. Show detention pond and storm sewer as a drainage easement. 5. The improvements along Lemay R-O-W are currently being worked out with Everitt Company. 6. Please address how the excess flows will cross Rule Drive. 7. If the alignment of Lemay is changed (i.e. shifted to the west) will storm sewer be affected? 8. Provide trickle channel or low flow ditch on the on -site swale and detention pond. 9. .Check the capacity of swale d/s of the site, to the culvert crossing at Lemay. 300 LaPorte Ave. • P.O. All buildings which exceed 150' access distance must be equipped with approved sprinkler syttems. 14. Fire sprinkler services must be shown on final. utility plans. 15. An additional fire hydrant must be located at the north entrance to the parking lot on Rule Drive. 16, Final plat needs to dedicate the following utility easements: - ten (10) feet minimum width utility easement adjoining west right of way line of Lemay Ave. - ten (10) feet minimum width utility easement adjoining north line of (� Healthcare International site. V_1 - ten (10) feet minimum width utility easement adjoining south line of Healthcare International site. 17. The building shouldn't be shown on the plat. 18. Building envelope dimensions need to be shown on the site plan. 19. The existing sewer in Rule Drive must be extended as far west as the pavement. 20. The property owner will have to contribute towards the construction o€ water and sewer mains in the streets on the north and west side of the site. 21. All property between the south property line and the prpooseed water line must be dedicated as an easement to allow property to the south to connect to the line. 22. Large trees and berms will not be allowed to be placed in the water and sewer easements crossing the site.. 23. Landscape plan should be strengthened in numbers and diversity, including shrubs around the structures. The use of flowering and fruiting plants would add to aesthetics, as well as providing wild life habitat val- ues. 24. Please show phasing of the site. 25. Please show all proposed streets and who will be responsible for the construction. 26. Please address all uses of the site and their square footages of the buildings. 27. The design of the entrance is not adequate and needs to be lengthened. The Staff has concerns over the decel lane and questions the need for it, 28. Please dimension the sidewalks and provide for sidewalk connections to the street. 29. Please provide elevations for the gymnasium and offices. 30. Please provide street trees for existing and proposed streets. 31. Shrub plantings are needed for the parking islands. 32. The width of the landscape area along the south property line is not adeqate. Revisions reflecting these comments are due by noon on June 3, 1987. Items that cannot be shown graphically or noted on the plans should be addressed in writing. RU reductions of all plans, color renderings, and 10 full size copies of all plans are due by June 15,1987.
