PROJECT DESCRIPTION: Preliminary plan request for a 102,000 square foot
medical clinic on 13.03 acres, located on the west side of Lemay Avenue and
approximately 1/4 mile south of Harmony Road, zoned b-p, planned business
and r-p, planned residential district.
RECOMMENDATION: Approval with conditions.
EXECUTIVE SUMMARY: The applicant is requesting preliminary approval of a
102,000 square foot medical clinic facility which includes: psychiatric
care units, administrative offices, medical offices, a gymnasium, and a
pool. The site will be developed in two phases. The project achieves ade-
quate points on the "Business Service Uses" point chart and is in confor-
mance with the Land Development Guidance System.

The surrounding zoning and land uses are as follows:
N: b-p; farmland (Oak Ridge West PUD)
S: r-p; farmland
E: r-p; single family/duplexes (Oak Ridge PUD)
W: r-p; farmland
The property was annexed and zoned in the City on June 23, 1980, as part of
a larger property known as the Keenland Annexation.
The applicant is also requesting approval of a PUD Master Plan which is
#23-87 on the agenda to reflect the proposed project.
The property to the east is Oak Ridge PUD Master Plan which originally
included a site for a health care facility. In April., Everitt Enterprises
amended the Master Plan to substitute duplexes and single family residences
in place of health care center.
The applicant is proposing a medical clinic facility consisting of 102,000
square feet on 13.03 acres.
2. Land Use:
The proposed land use is supported by the Fort Collins Comprehensive Plan
with the following:
74. "Transitional land uses or areas (linear greenbelts or other design
elements) should be provided between residential neighborhoods and.
commercial areas in order to enhance the concept of a mixture of
land uses."
43f."Encouraging landscaping of open spaces with appropriate native or
drought resistant varieties of vegetation along with attractively
developed green areas to provide a balanced and pleasing city
scope."
The project will promote the efficient utilization of the existing and pro-
posed street and utility systems. Lemay Avenue, a designated arterial, and
Harmony Road, a state highway, provide the project with excellent local,
community, and regional access.
The project achieves adequate points on the "Business Service Uses" point
chart and is in conformance with the Land Development Guidance System.
3. Design:
The elements of the site plan e.g. buildings, circulation, open space and
landscaping are designed and arranged to produce an efficient, functionally

organized, planned unit development. The design and arrangement of build-
ings contribute to the overall aesthetic quality of the site configuration.
Street trees are proposed along Lemay Avenue and will screen the parking
spaces and buildings. The site will allow for 55% to 60% of the total area
to be green space.
A pedestrian connection has been provided from all buildings with in the
site to the public sidewalks along Lemay Avenue and Rule Drive.
4. Transportation:
The major access to and from the site will be from Lemay Avenue with two
additional accesses proposed off of Rule Drive. Off -site improvements to
Lemay will be required and will be addressed in the development agreement
at the time of final approval. To help facilitate the improvements to
Lemay Ave., Staff is requiring the Developer to submit construction draw-
ings of Lemay to City Staff for review and approval prior to final
approval.
The City Traffic Engineer has reviewed the project and has concerns with
the design of the entrance to Lemay. Staff requests that prior to final,
the Developer review the design and propose an entrance with an easily
traffic flow.
5. Neighborhood Compatibility:
A neighborhood meeting was held on April 28, 1987, at the Evangelical Cove-
nant Church of Fort Collins. Approximately 29 people attended the meeting.
A summary is included in this report.
Staff finds that this proposal is compatible with the mixed use established
with the Oak Ridge PUD to the east. The project is compatible with and
sensitive to the irmnediate environment of the site and neighborhood rela-
tive to architectural design, scale, bulk, and building height, disposition
and orientation of buildings on the site.
Staff finds that the project is supported by the City's Land Use Policies,
and is in conformance with the Land Development Guidance System, therefore,
Staff recommends approval of the Healthcare International at Oak Ridge West
- Preliminary with the following conditions:
1. Prior to final approval, the Developer shall submit, to the City for
review and approval, construction drawings of Lemay Avenue.
2. Prior to final approval, the Developer shall re=design the entrance
off of Lemay Avenue to achieve a smoother flow of traffic.

The goals and objectives of the proposed facility can best be described
by Healthcare's objective and mission which is to be the best provider of
health care services in each area it serves, requiring a commitment to
quality in facilities, programs and people. Allowing for community needs
and each community's personality, Healthcare translates its philosophical
principles into the design of new -facilities and the development. of
treatment programs. Healthcare is committed to becoming a good citizen
in each community it serves through sensitivity to local needs and
environments, In with community leadership and agencies, and
collaboration with medical professionals.
The proposed. Fort Collins facility will be located on a campus of
approximately 13 acres and consist of between q(^C)op and 1.oQ non
square feet of.new single story construction. In order to present the
full potential of the proposed facility and its site, submittal is being
presented as Phase I and Phase II. Overall masterplanning for the site,
in keeping with the non-institutional/residential facility design, will
maintain 55% to 60% of its total area as green space.
Phase I, consisting of approximately (,,Csquare .feet will have a
prospective capacity ranging from 64 to 80 beds. Currently, program
plans include services for children, adolescents and adults. The primary
objective of the proposed facility is to create a professional and
therapeutic environment, milieu, centered toward effective treatment of
individuals requiring impatient psychiatric treatment. As stated
previously, this milieu will be residential in character. The treatment
milieu will offer an array of supportive professional programs ranging
from individual and group therapies, activities therapy, occupational and
physical therapies, dance and music therapies, community living skills,
expressive art therapies, outdoor experiential therapies, professional
continuing .education programs, and community education programs.
The proposed facility will have a community orientation utilizing an open
medical/professional staff. Patients treated at the proposed facility
will primarily represent a voluntary population. Treatment programs will
follow closely the interdisciplinary, multidisciplinary treatment team
approach which involves a range of professional expertise. One of the
most effective results of this model is to provide a community tool or
treatment milieu to which local mental health professionals can refer
their patients and follow their progress through the continuum of
treatment as a vital and integral part of the treatment team.
The aggregate average length of stay (all age groups combined ) at the
proposed facility is expected'to be between 20 and 30 days.

Another of the proposed facility's objectives is to actively seek a role
in the areas higher education system by formulating methods, internships,
rotations, etc. through which training professional can broaden their
educational experience. Overall, the goal of the facility will be an
active integration into the mental health providers network of Fort
Collins and the surrounding areas as well as to become an integral part
of and asset to the communities it will serve.
Phase II of the proposed project, when and if required, will be initiated
as a result of.demand being placed upon Phase I. Current '.best case"
planning shows the proposed facility, as represented by Phase T, reaching
maturity in three to six years.

The Healthcare International proposal for a psychiatric
hospital on Lemay Avenue, south of Rule Drive, is in kee.ping with
adopted City Policies, and the major planning goals established
for the Oak Ridge area. These include:
Provide a well planned multi -use community with integrated
residential, industrial, recreational, business and service
uses.
* Health care - physic.a:l and psychiatric - must be
included among the services needed by the community.
This proposal represents an opportunity to plan a
needed facility offering psychiatric services in an
appropria.te clinical environment integrated into the
plans for the surrounding properties and land uses.
- Promote efficient utilization of the existing and proposed
street and utility systems.
* Lemay Avenue, a designated arterial, and Harmony Road,
a state highway and major arterial, provide the
selected site with excellent local, community, and
regional access.
The proposed use is an appropriate use to be located
along. Lemay at this location, and, presents an
attractive streetscape of low profile, quality
buildings complemented by generous landscaped areas.
Provide logical transitions residential densities and
various intensities of non-residential land uses.
* The proposed plan uses the office and administrative
uses as a physical transition from Lemay to the patient
unit buildings, and provides very large open space
buffers between on -site facilities and future
development to the north, west, and south.
Healthcare International will be a needed, attractive, low
impact, addition to the area. When completed, the facility will
provide between 80 and 120 jobs in an environment that will
continue and enhance the high level of quality that has been
established at OakRidge.
A general de.seription of the. function and operation of the
Healthcare International hospital is attached. Construction is
anticipated to begin in the summer of 1987; with .the first
buildings ready for occupancy in late 1988. Full construction of
all proposed facilities is projected in the early 1990's.

WHAT 18 COLLINWOOD?
Collinwood is a proposed, short-term, in -patient psychiatric treatment
facility to be built in the OakRidge Business Park West, south of Harmony
Road and adjacent to and west of Lemay Avenue in Fort Collins. Collinwood
will consist of approximately 65,000 square feet of single story
construction on a 13-acre site. It will have a capacity of 64-80 beds.
The residential -campus design of the facility will leave 55% to 60% of the
site as attractively landscaped green space. Non -institutional appearing,
the facility itself is designed to be compatible with other residential
development in the area. Construction should be completed by late spring or
summer of 1988.
WHO IS ZZHXND COLLINWOOD?
Collinwood will be built and operated by Healthcare International,
Ind.,.a national health care company with corporate headquarters in Austin,
Texas. Healthcare International is built on the 45-year reputation of the
Brown Schools and has continued the commitment to quality, professionalism,
and integrity in the delivery of superior health services. In Colorado,
the company already operates Cedar Springs, a psychiatric facility in
Colorado Springs.
Many health care professionals, social workers, and religious leaders
in Fort Collins believe there is a definite need for an in -patient
psychiatric treatment facility here. Overall, the goal of Collinwood will
be to interact with.the psychiatric health care providers already in Fort
Collins and the surrounding areas, and to be an asset to the communities it
will serve. Since Col.linwood's programs are family and community oriented,
family members and local professionals will be able to continue to support
the patient during treatment and recovery. The patient will remain in the
community, rather than being sent to an out-of-town facility. Through
internships, rotations, and development of new methodology, Collinwood also
will be a training ground where local professionals can broaden their
educational experience.
NON WILL COLLINWOOD BB STAFFRD?
There will be an overall staffing ratio of at•least two persons per
patient. The staff positions will include an array of professionals such as
psychiatrists, registered nurs.as, social workers, psychologists, mental
health workers, occupational and recreational therapists, etc.
Since the facility will have, on site, an accredited school program
which is affiliated with the state as well as Poudre R 1 district, there
will also be teaching staff.

WHAT TYPE OF PATIENTS WILL BE ADMITTED TO COLLIBIHOOD? WILL IT TREAT THE
CADMINALLY INSANE?
Patients treated at Collinwood will include children, adolescents, and
adults --primarily admitted voluntarily --whose average length of stay will
be between 20 and 30 days. Patient care does not include the criminally
Insane. Collinwood will not admit homicidal patients. The patients who are
admitted are not "bad" people trying to be "good". They are sick people
trying to get well. The treatment programs are oriented toward those who
require relatively short lengths of stay before making a.successful
transition back into the community.
WILL COLLINNOOD TREAT DRUG AND/OR ALCOHOL ABUSERS?
Collinwood is not a detoxification center. Fort Collins already has
several drug and alcohol treatment centers, including New Beginnings and
Seven Lakes. Rather, Collinwood will concentrate on the mentally ill, using
an interdisciplinary, multi -disciplinary treatment team approach which
involves a range of professional expertise. Lf an individual patient
should have an alcohol and/or drug problem secondary to his or her
psychiatric problem, it will be addressed at Collinwood as part of the
total treatment effort.
WILL COLLINWOOD PATIENTS POSE A DANGER TO THE NEIGHBORHOOD OR TO CHILDREN
ATTENDING THE URN WARNER ELEMENTARY SCHOOL?
Absolutely not! At Collinwood, no patients are allowed to leave the
facility during their stay except under carefully supervised conditions.
As mentioned before, this is a facility for treatable patients who can
return to the community as productive members within a relatively short
period of time. The criminally insane are not accepted at Collinwood and
it is not a primary care drug/alcohol treatment center. Collinwood
patients will pose no danger to others.
WILL COLLINNOOD AFFECT PROPERTY VALUES IN THE NEIGHBORHOOD?
only in a positive way. Healthcare International stresses attractive
design and landscaping for its facilities. Collinwood will have a
campus -like appearance that will enhance the surrounding properties.
Neighbors of similar Healthcare International facilities in Colorado
Springs and others throughout the country, have found they actually help
to stabilise the neighborhoods. The Everitt Companies, developers of
oakRidge Business Park --where Collinwood will be located --are also building
up -scale homes surrounding OakRidge. Obviously they feel that Collinwood
presents no threat to the sales or property values of their residential
developments. In addition, Thomas C. Glossi, Pastor of the nearby
Evangelical Covenant Church, has stated: "My only regret is that they

our property. I would enjoy having them as next door neighbors.00 (Letter

WHY SHOULD 11H HZLCONZ AN IN-PATXZNT RENTAL HBALTH FACILITY IN FORT COLLINS?
Twenty percent (1 in 5) of all Americans will experience in their
lifetimes a mental illness which should be treated. One in three
families --including those in Fort Collins --will experience the anguish of
having a mentally disturbed member. It makes sense to have a local
treatment facility where the entire family can be involved in the recovery
process without the expense of out-of-town travel and lodgings.
Collinwood offers an array of supportive professional programs ranging
from individual and group therapies, activities therapy, occupational and
physical therapies, dance and music therapies, community living skills,
expressive art therapies, outdoor experiential therapies, professional
continuing education programs, and community education programs. Some of
Collingwood's activity rooms and exercise facilities will be available for
community use.

On the contrary. Collinwood will be entirely supported by private
paying or insured patients. In addition, it is expected that Collinwood
will contribute to the economic base of Fort Collins by providing between
80 and 120 jobs, and by using local suppliers of goods and services
whenever possible. As a matter of fact, -since Collinwood is private, it
will contribute substantially to the state and local tax base through
property, sales and use taxes.

Healthcare International has, in my estimation, adequately demon-
strated that there is no threat to the surrounding community as a result
of the Oakridge location. Their patient care does not include the crim-
inally insane. The patients who are admitted to their program are not
"bad" people trying to be good. They are sick people trying to get well.
And that wellness will benefit our community in much the same way that
Poudre Valley Hospital benefits and serves us today. Ft. Collins will
be a more effective and complete community as a result of our efforts to
care for the whole person; body, mind and spirit.
Although I cannot speak yet for the Evangelical Covenant Church as
a whole, as an individual and as a pastor committed to this city, I
support the need and the site selection of this Healthcare International
