PROJECT DESCRIPTION: Master Plan request on 27.72 acres for 6.0.1 acres of
church, 7.7 acres retail/office, and 14.01 acres of health care clinic,
located on the west side of Lemay Avenue and approximately 1/4 mile south
of Harmony Road, zoned b-p, planned business and r-p, planned residential
district.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY: The applicant is requesting approval of a Master Plan on
27.72 acres. The proposal meets the objectives of the Land Use Policy Plan
of the City of Fort Collins, therefore, Staff is recommending approval of
Oak Ridge West PUD - Master Plan.

1. Background:
The surrounding zoning and land uses are as follows:
N: r-p; farmland (undeveloped)
S: r-p; farmland (undeveloped)
E: b-p/r-p; Single family residence (Oak Ridge PUD)

The property was annexed and zoned in the City on June 23, 1980, as a part
Of a larger property known as the Keenland Annexation.
In 1985, a portion of the property was Master Planned for a church complex.
Preliminary and final approvals for the church were obtained and the Evan-
gelical Covenant Church was built.
The present proposal is to Master Plan 27.72 acres.

3. Land Use:
Master Plan proposals are not reviewed on the basis of specific design standards and
criteria, but rather on the basis of conformance with the City's Ccmprehensive Plan.
This proposal is in conformance with and supported by the following policies as set
forth in the Land Use Policies Plan:
1130. Services provided by existing special service agencies should be
located in areas that support the City's Land Use Policies Plan which
will help to define a concentrated urban land use pattern."
1122. Preferential consideration shall be given to urban development pro-
posals which are contiguous to existing development within the city
limits or consistent with the phasing plan for the City's Urban
Growth Area."

1121. All levels of commercial development, including convenience, neigh-
borhood, conmunity and regional shopping which have significant nega-
tive transportation impacts on South College Avenue will be discour-
aged from gaining their primarily access from College Avenue."
4. Development of the Master Plan Area:
The development of each phase will occur under the criteria of Land Devel-
opment Guidance System as a PUD Plan.
5. Relationship to Adopted Plans:
Lemay Avenue is an arterial on the Master Street Plan. At this point the
City does not have a Master Street Plan for the property west of Lemay.
The Traffic Engineer has reviewed and approved the Master Plan.
The property east of Lemay Ave. is within the Oak Ridge PUD Master Plan
which incorporates a mixture of land uses. From single family detached
dwellings to industrial warehouses. Staff has determined that this proposed
Master Plan is compatible with the existing Oak Ridge PUD and continues the
concept of mixed uses.
RECOMMENDATION
The proposal meets the objective of the Land Use Policy Plan of the City of
Fort Collins, therefore, Staff recommends approval of Oak Ridge West PUD
Master Plan.
