Re: Timberline (Blue Spruce) Annexation
Dear Ms. Rolfes:
The matter of Timberline Road (Blue Spruce) annexation will not be
presented to the State Board of Agriculture at its meeting in September.
There are four matters relating to annexation of Colorado State University
lands which are currently being considered by the State Board of
Agriculture.
The legal and policy questions raised by the annexation issue are numerable
and complex. With regard to the Blue Spruce proposed annexation, the Board
must determine what conditions would be acceptable to it if the property is
to be annexed, and further, whether it is in the Board's best interest to
have the property annexed either at this time or at some later date.
Two additional questions are also raised. Those are whether the Board has
the authority to dedicate and/or sell a portion of the land for street and
road purposes. In addition, the issue of whether the property owned by the
State Board of Agriculture may be included within and subject to a special
improvement district must be resolved.
Some legal issues presented in connection with the 1956 annexation of the
Main Campus are also under current study by the Board's staff.
At such time as the Board determines that it wants to consider the annnexa-
tion issues, either collectively or individually, you will be advised.
