with offsite areas. I recommend adding a paragraph to the report that explains
the engineering challenges of providing treatment for Snead Drive and then
removing the Snead Drive area from the treatment requirement calculation.

- Based in tree separation requirements, any removal of relocation of trees wil
lneed to be coordinated for overall compliance of landscaping standards for
shading and screening.
- Please identify landscape area between east building facade and edge of
existing neighborhood is meeting the minimum of 25' of landscape separation
buffer. This may include calculating amount of landscaping east of Snead Drive
and also portion west of Snead Drive to building.
- The standard does not include an average distance, but given the curve of
Snead Drive this may be only way to document amoiunt of landscaping. if short
a modification may be needed and due to location and alignment if Snead
Drive, an equal to or better criteria is justified.

for the Snead Dr. right-of-way was addressed with a dewatering system and an
undrain was being proposed. I did not see the information regarding the ground
water for Snead Drive, but the separation requirement of ground water levels
and a sand filter. Can you detail if there is high ground water in Snead Drive and
if there is how it will be mitigated?

Thank you for providing additional boring samples. It appears that some ground
water mitigation will be needed for the Snead right-of-way. Please provide
information on what measures will be made to mitigate the ground water levels.

It is unclear from the soils report that was submitted about what the soil

conditions are near the Snead Drive right-of-way. Could you provide information
about the condition of the soils near the right-of-way?

Many discussions are happening in the City on how long repayments on a
property is eligible to repay the City for frontage improvements that are made.
The repayment listed below may not be applicable by the time of final plan
approval because it would be over 10 years since the improvements were
made and constructed.

Private underdrain systems in the public right-of-way will require approval of a
major encroachment permit. It appears that there are two proposed private
underdrain systems proposed in the Snead Dr. right-of-way, please limit this to
1 system and add the following note on the utility plan set: "Private
improvements shown within the rights-of-way are subject to approval of an
encroachment permit". If the underdrain system is for dewatering the street
section and is perforated it can be considered public and would not require a
major encroachment permit. An example of an underdrain system the City has
approved previously can be found in the Huntington Hills West Subdivision utility
plan set.

During discussions at Staff Review on 01/05/21, it was determined that there
should probably be a condition of approval for hearing regarding the relocation
of the gas line in an exclusive easement for PSCO because of the potential
difficulty of gaining a letter of intent prior to hearing. There was also
conversation about the potential of replatting the exclusive easement with this
project, if that is the case, the easement holder should be added to the plat to
sign off on and approve.

I would recommend restructuring the plant list. Since there is no difference in
mitigation size for shade trees (2” caliper across the board), 13 of the
deciduous trees proposed can also count as mitigation trees. Forestry has
permitted this on other projects, provided the plant list meets Tree Planting
Standards set forth in the Land Use Code.
As it is laid out, it might appear that the mitigation requirements are not being
met. The same adjustment is recommended in the tree replacement matrix on
sheet 3.

protect against pests/diseases and create a more resilient, diverse urban
