This parcel was zoned Commercial in 1963; at that time it was a single
parcel used only for the Long Pond Roller Rink. Subsequently, it was
divided into three parcels, with a mobile home added to the eastern parcel.
Presently, the applicant hopes to sell or utilize the property for
residences, which are not allowed in the Commercial district. The
applicant therefore requests rezoning the parcels to FA -Farming.
The UGA waiver is necessary because the parcels do not have public sewer,
and the adjacent streets do not meet urban standards.
III. MAJOR CONCERNS AND ISSUES:
1. There has been no commercial use of these parcels in many years, and
the lack of available services and paved access suggests residential
use may be more appropriate. The rezoning would not result in any
impact on the area, or the need for additional services.

2. County Health Department states:
Replacement of the existing residence with a larger residence may
require enlargement of the existing septic system. We have no
objection to the rezoning if the proposed new use is substantially
the same as the existing use and the lot sizes are not decreased.
3. County Engineering Department states no objections to the rezoning or
street capacity waiver.
4. Fort Collins Planning and Zoning Board recommends approval.
IV. STAFF FINDINGS:
1. The proposed rezoning is consistent with the County Zoning Resolution
and Comprehensive Plan.
2. The proposed residential use is compatible with surrounding land uses
and will not affect area land values.
3. The Fort Collins Planning and Zoning Board recommends approval.
V. PLANNING COMMISSION RECOMMENDATION: August. 26, 1987
Approval of the rezoning frcrn C-Co mercial to FA -Farming, and waiver of
the UGA phasing criteria for public sewer and public street capacity.
Summary: In recommending approval, the Planning Commission adopted the findings
and recommendations of Staff. This item was placed on the Consent
Agenda and received unanimous voice approval.
