Dear Ms. Rust:
City staff has reviewed your submittal for Martin Luther Group Home at
2100 Eastwood Drive and offers the following comments:
1. Planning & Zoning Board Signature and Owners Signature blocks are
necessary and should be included on the Final Site Plan. Examples of both
signature blocks are provided on Attachment #1 for your use. Attachment #3
gives you a recommendation for the placement of these items.
2. The Site Plan should indicate type of group home, i.e. 'group home for
five developmentally disabled adolescents aged twelve to sixteen years of age'.
Also, the number of staff/supervisors should be described on the plan. It would
be appropriate to affix a copy of your Project Description (see Attachment #2)
on the Site Plan, possibly just to the left of the building elevations.
3. The size of this residential lot should be indicated somewhere on the
Site Plan. Please see Attachment #3 for a possible location.
4. Parking for the staff personnel and supervisors will have to be on -site,
in the driveway and garage. No street parking will be allowed for this
operation.
This concludes staff comments at this time. In order to stay on schedule
for the July 23, 1990 Planning & Zoning board hearing, please note the
following deadlines:
Plan revisions are due July 5, 1990 by 12:00 noon.
PMT's, colored renderings, and 10 prints are due July 16, 1990.
The final mylar is due July 19, 1990 by 12:00 noon.
Please contact me at 221-6750 at your earliest convenience to discuss any
concerns or allow me to answer questions in preparation for the Planning &
Zoning Board hearing.

PROJECT DESCRIPTION
Martin Luther Homes, Inc., a non-profit Christian agency currently
operates a group home for four developmentally disabled adolescents aged
twelve to sixteen years at 2100 Eastwood Drive, Fort Collins. The objective
of the program is to provide these children a normalized living environment
while teaching independent living skills. Martin Luther Home is proposing
an increase of one resident for this group home.
The facility will be licensed through the Colorado Division of
Developmental Disabilities and the Colorado Department of Health as a
Specialized Intensive Development Home. It will meet all requirements of
these licensing authorities, e.g., fire safety, sanitation,environmental and
program requirements, as it has in the past.
The ranch style home has three bedrooms, two baths and a family room in
addition to the usual living, kitchen and dining areas on the main floor. .
The finished lower level currently contains a recreation room, an office and
a bath. The exisiting office will become a bedroom for the fifth resident
should this project be accepted. The facility will be staffed in shifts
with two staff people available during the day and one staff awake in the house
at night. These staff members will be supervised by a House Manager and the
Martin Luther Home Administrator.
