Project Description
Martin Luther Homes, Inc., a non-profit Christian agency
is developi.ng a group home for 4 developmentally disabled
adolescents aged 12-16 years. The objective of the program
is to provide these children a normalized living environment
while teaching independent living skills.
The facility will be licensed through the Colorado
Division of Developmental Disabilities and the Colorado
Department of Health as a Specialized Intensive Development
Home. It will meet all requirements of these licensing
authorities, e.g., fire safety, sanitation, environmental,
and program requirements.
The maximum capacity for the house is 4 clients. The
proposed home is a 3-bedroom ranch style house with 2 baths
and a family room in addition to the usual living, kitchen
and dining areas. Part of the basement will be finished for
a recreation room, an office, and a bath. The facility will
be staffed in shifts with two staff people available during
the day and one staff person awake in the house at night.
These staff members will be supervised by a House Manager and
the Martin Luther Home Administrator.

The City of Fort Collins provides for licensed groups homes to be located
in all residential zoning districts. The intent is to provide for the
growing utilization of group homes as a legitimate residential use within
the community, while exercising control over their size and location. The
Zoning Ordinance defines a group home as "A residence operated as a single
dwelling, licensed or approved by a governmental agency, for the purpose of
providing special care or rehabilitation due to homelessness, physical
condition or illness, mental condition or illness, social, behavioral or
disciplinary problems, provided that authorized supervisory personnel are
present on the premises."
In the R-E and R-L zoning districts, group homes require a special review
and approval by the Planning and Zoning Board, and shall follow the review
procedure as indicated in the section of this manual entitled, "Review
Process." In other zoning districts, group homes are permitted subject to
the criteria in Section 118-82 of the Zoning Ordinance. The specific
objectives of the review process are to insure:
1. That the size, scale and overall appearance of a group home be consis-
tent with the general physical character of the neighborhood in which
it is located.
2. That group homes not be over -concentrated in any one neighborhood so
that the limited capacity of a neighborhood's social structure to
accommodate group homes is not exceeded, and so that the "normaliza-
tion" programs of any existing group homes in that neighborhood are
not adversely affected by creation of a "social service" district.
3. That the size and scale of the group home be consistent with other
homes in the neighborhood.
Submittal Requirements
The application for a group home shall contain the following:
A. Application form (1 copy) and filing fee ($35.00).
B. Legal description of property on 8-1/2" x 11" sheet (2 copies).

C. Description including program objectives, maximum capacity of resi-
dents, staffing and supervision, and conditions imposed by licensing
agency (20 copies).
D. Site plan or survey (20 copies) folded to fit into a legal -sized
folder with the project name showing, indicating buildings, landscaped
area and paved surfaces on the site as proposed for operation of the
group home, as well as all existing improvements within 100-feet of
the site boundary on the same plot plan at a scale of either 1" = 50'
or 1" =100'. with an outer dimension of 24" x 36".
E. List of names and addresses of all property owners of record of real
property within 500-feet of the proposed group home, exclusive of
public right-of-way prepared and certified by a title company. This
list should be typed on 8 1/2" X 11" sheet -type mailing labels (33
labels per sheet).
F. Signed reproducible mylar and 8 1/2" x 11" PMT or comparable quality
reductions (xerox copies are not acceptable) of all plans (to be
submitted one week prior to the Planning and Zoning Board hearing).
Site plan should include owners , attorneys and Secretary of Planning
and Zoning Board certification blocks.
G. Signed copy of "Site and Landscape Covenants" (sample copies are
available from the Development Center). Signed copy should be de-
livered one week prior to the Planning and Zoning Board hearing.
H. Other documentation as determined by special circumstance.
