For your information, attached is a copy of the Staff's comments concerning
Martin Luther Group Home, which was presented before the Conceptual Review
Team on March 23, 1987.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and addi-
tions to these comments may be made at the time of formal review of this
project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: March 23, 1.987
ITEM: Martin Luther Group Home at 2100 Eastwood Drive
APPLICANT: Ms. Sharon Jacksi, Martin Luther Home, c/o Bill Gurski, Ever-
itt Homes, 2545 Creekwood Drive, Fort Collins, CO 80525.
LAND USE DATA: Four bed facility at 2100 Eastwood for developmentally
disabled adolescents and no more than two staff at any one time. The lot
is presently vacant.
COMMENTS:
1. A water meter will be required.
2. The electrical rate will either be commercial or residential. Mr. Don
Botteron of the Light and Power Department will discuss with the appli-
cant the slight differences between the rates. It is unknown at this
time which rate will apply.
3. A residential fire sprinkler system is strongly encouraged. Mr. Warren
Jones of the Poudre Valley Fire Authority is available to answer ques-
tions or concerns regarding installation and water service require-
ments.
4. The building will be classified as an R-3 occupancy.
5. For the Group Home Review process for the Planning and Zoning Board,
the following comments apply:
a. A neighborhood meeting will be required. Staff will set up the time
and location. The applicant will supply the Staff with the list (on
adhesive mailing labels) of the affected propertyowners within the
area outlined on the enclosed map.
b. There should be no other group home within a radius of one-third of
a mile.
c. The structure must be compatible with the surrounding area. The
plans submitted are residential in character and therefore this
criterion is met.

d. The neighborhood meeting must precede the submittal. The review
time after formal submittal is seven weeks culminated by the formal
public hearing with the Planning and Zoning Board.
6. The largest sign allowed is two square feet.
