The parking overhang into the landscape area on the south side of the parking lot leaves the landscape strip 1' short of what's necessary. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and.schedule there is a 90 day plan revision submittal time -frame mandated by. the City. The 90 day turnaround period begins on the date of this comment letter (2/24/00) prepared by the project planner in the Current Planning Department. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting it will be determined if the project is ready to go to the Administrative Hearing Officer (or Planning and Zoning Board, if necessary) for a decision and, if so, will be scheduled for the nearest open date. Please return all red -lined plans and reports with your revisions when they are submitted to the Current Planning Department. The number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing .Sheet. Eric Bracke of the Traffic Operations Department stated that he will work with the Engineering Department to construct the median in South Shields Street. The following comments and concerns were expressed at the weekly Staff Review Meeting on February 16, 2000: Stormwater (Basil Hamdan) 9. The storm sewers need profile views. 10. How does the grading at the southwest corner of the site tie into existing grades? 11. A detail is needed for the water quality outlet. 12. Some storm water flows do not go to the detention pond. 13. The plans are not at 90% complete; therefore, another round of review is necessary. 3. Ron Gonzales of the Poudre Fire Authority stated that the "puppy plugs" in the animal relief area shall be smaller than normal size and painted brown (see General Note 15 on the Site Plan). 4. Representatives of the Zoning Department offered the following comments: a. Show the building envelope, dimensions and distance to property lines. b. The "Parking Summary" table says that stalls are 9' x 17'/ 19'. The stalls are all 17' deep, meaning a 2' overhang is allowed, but only if the space is adjacent to a minimum 6' wide sidewalk or landscape strip (see Section 3.2.2(L) and Figure 5 in the LUC). The spaces on the south side of the driveway. are adjacent to a 5' wide landscape strip, meaning that they must be 19' deep stalls. The depth of the stall must be increased by 2' or an additional foot must be added to the width of the landscape strip. C. Staff suggests that the animal relief area be relocated away from the main entrance, possibly over to the south side of the building in the grass area. General Note 15 on the Site Plan states that the animal relief areas are to be cleaned weekly. If they remain located by the main entrance they should probably be cleaned more often. d. Bark mulch in planting beds is being called for in some areas. River rock tends to stay in place better and look nicer for a longer period of time. From past experience, the bark tends to need to be replaced and added to each year to maintain the look. Please contact Jenny or Peter, at 221-6760, if you have questions about these comments. 5. Why is the applicant dedicating easement along South Shields Commu,..,ty Planning and Environmental ervices Current Planning City of Fort Collins February 24, 2000 Greg Fisher Greg Fisher, Architect 3115 Clyde Street Fort Collins, CO. 80524 Dear Greg, Staff has reviewed your revisions for the RAINTREE ANIMAL HOSPITAL (2335 South Shields Street), Project Development Plan - #22-98A that were submitted to the City on January 26, 2000, and is offering the following comments: 1. This property is located at the southwest corner of South Shields Street and Evenstar Court, just east of the City of Fort Collins Senior Center. It is in the NC - Neighborhood Commercial Zoning District. The proposed animal hospital use is not permitted in this District. Is the actual use to be a veterinary clinic, which is permitted and subject to an administrative review (Type I) and public hearing fora decision? Veterinary facilities, small animal clinic shall mean any facility maintained by or for the use of a licensed veterinarian in the diagnosis, treatment or prevention of animal diseases wherein the animals are limited to dogs, cats or other comparable household pets and wherein the overnight care of said animals is prohibited except when necessary in the medical treatment of the animal. The "overnight care" is what differentiates a clinic from a hospital. If a permitted, Type I use, the Project Development Plan (PDP) must go to a public hearing before an administrative hearing officer for a decision unless any modifications of standards are required, which would automatically change the request to a Type II, Planning and Zoning Board review. 2.
