Greg,
I had a telephone conversation this afternoon (4:00 p.m.) with a consultant for Dr. Larry Magnuson
regarding his development review process for the Raintree Animal Clinic.
Apparently the additional time and cost (9 months and $70 - $100K) to Dr. Magnuson relates to the time
and expense to acquire the cross access easement between his property and the City Senior Center,
adjacent to the west. Dr. Magnuson was working with 3 to 4 different City representatives to acquire the
necessary easement for a shared access between the 2 properties. This took place after the public
hearing on April 13, 2000, and before Dr. Magnuson's architect/planner and engineer submitted the final
mylars in April, 2001 for recording. In this time the estimated building costs supposedly increased by
approximately $100,000. Again, this information was provided by a consultant for Dr. Magnuson.
This same person assured me that the PDP development review process was done in a timely fashion (5
months and 5 days) and stated that the present concerns are not Planning and Engineering related. There
were no unique or extenuating circumstances, other than the need for Dr. Magnuson to acquire a cross
access easement from the City, associated with this development proposal and review up to public
hearing.
