HomeMy WebLinkAboutRAINTREE ANIMAL HOSPITAL - PDP/FDP - 22-98A - SUBMITTAL DOCUMENTS - ROUND 1 - CORRESPONDENCE-CONCEPTUAL REVIEWThe critical portions of Article 3 are Divisions 3.2 - 3.6 dealing with Site Planning and Design Standards, Engineering Standards, Environmental (Natural Areas, Recreational and Cultural Resource) Protection Standards, Building Standards, and Transportation and Circulation. Some or all of the Supplementary Regulations may apply, also. There are Land Use and Development Standards in Article 4.19 that this proposed development would be subject to. 6. Kim Kreimeyer, the City's Environmental Planner, offered the following comments: a. Please contact the Larimer County Environmental Health Department for information on their requirements pertaining to fugitive dust and dust control during construction. b. Bicycle and pedestrian connections between this project and surrounding areas must be provided in the development proposal. C. Trash enclosures should be designed to be large enough to contain recycling bins. One trash hauler should be used for the entire development to minimize the impacts of truck traffic. d. Native plant and grasses should be used where appropriate, especially in common areas and natural areas (if any are on the site). The use of bluegrass should be reduced. Please contact Kim, at 221-6750, if you have questions about these comments. 7. Ron Gonzales of the Poudre Fire Authority stated that a Hazardous Materials Analysis may be necessary and the need to ensure that the address numerals will be visible from the streets is important. 8. A neighborhood meeting may necessary for this development proposal prior to formal submittal of the request (Section 2.2.2 of the LUC). Please contact Steve Olt of the Current Planning Department to assist you in scheduling this meeting. He can be reached at 221-6341. 9. This development request will be subject to the Development Review Fee Schedule that is available in the Current Planning Department office. The fees are due at the time of submittal of the required documents for the Project Development Plan and Final Compliance Plan phases of development review by City staff and affected outside reviewing agencies. 10. This development proposal is subject to the requirements as set forth in the City's LUC, specifically Articles 2. Administration (Development Review Procedures), Article 3. General Development Standards, and Article 4. [Zoning] Districts. d. The City's water conservation standards for landscaping and irrigation systems will apply to this development. e. Plant investment fees and water rights will apply to this development and they will be due at the time of issuance of building permits. Please contact Roger, at 221-6681, if you have questions about these comments. 5. Glen Schlueter of the Stormwater Utility offered the following comments: a. The site is located within the Spring Creek Basin, where the new development fee is $2,175 per acre, which is subject to the runoff coefficient reduction. The site is in Inventory Grid #5F. b. The standard drainage and erosion control reports and plans are required and they must be prepared by a professional engineer registered in the State of Colorado. C. The new rainfall precipitation rates and water quality treatment are requirements that will apply to this proposal and some engineers are not aware of these requirements. Extended detention is the recommended method to treat runoff. The precipitation rates are available from the Utilities staff. d. On -site detention is required on this site and can be provided in the parking lot, but extended detention should be in a grassed area. Oil/ sediment separators were discussed but they really do not work as well as extended detention. e. If this site's outfall is to be tied into the Senior Center system, the developer's engineer will need to verify that there is sufficient capacity. This may mean a storm sewer analysis would be required. Please contact Glen, at 221-6065, if you have questions about these comments. Please contact Matt Baker, at 224-6108, for detailed information on the street oversizing fees. C. The standard utility plan requirements must be submitted to the City for review and approval. d. As part of the TIS, adequate bicycle/pedestrian/transit improvements must be addressed and made as necessary. Please contact Mark, at 221-6750, if you have questions about these comments. 3. Rob Irish of the Light & Power Department offered the following comments: a. A C-1 Commercial Form must be completed to help determine the power needs for this proposed development. b. The normal electric development charges will apply to this project. C. The transformer location must be coordinated with Light & Power. Where are existing transformers on the Senior Center site? d. There is existing power along South Shields Street and along the north side of Evenstar Court, with a street crossing to the south somewhere. Please contact Rob, at 221-6700, if you have questions about these comments. 4. Roger Buffington of the Water/Wastewater Department offered the following comments: a. There is an existing 6" water main in Evenstar Court that can be tapped into for service to this site. There is an existing 30" water main in South Shields Street that cannot be used for service to this site. b. There is an existing 8" sanitary sewer main in Evenstar Court that can be tapped into for service to this site. C. If residential is proposed in the development then separate services may be required. C. There are Land Use and Development Standards (including Block Requirements) in Division 4.19 (NC District) of the LUC that this development proposal must address and comply with. d. The minimum building height for the proposed medical office use is two stories, as set forth in the Block Standard Requirements in Section 4.19(E)(2) of the LUC. Please be aware that there are proposed Code changes going to City Council in March that may change the requirement to a minimum height of 20', regardless of the number of stories, which might be allowed with the Code change. e. This development proposal must comply with the applicable General Development Standards as set forth in Article 3 of the LUC, including but not limited to requirements for vehicle and bicycle parking, handicapped parking, building setbacks, landscaping, environmental/natural habitat concerns, etc. Of particular note is Section 3.8.5 dealing with Small Animal Veterinary Clinic a,," Hospital Regulations. f. This property is located in the Residential Neighborhood sign District and is subject to the requirements of the Fort Collins Sign Code, administered by the Zoning Department. g. The trash enclosure for this development must.be sufficiently screened as per Section 3.2.1(E)(6) of the LUC. Please contact Jenny, at 221-6760, if you have questions about these comments. 2. Mark McCallum of the Engineering Department offered the following comments: a. A Transportation Impact Study (TIS), addressing all forms of transportation, is required with your Project Development Plan (PDP) submittal. Please contact Eric Bracke, Traffic Operations, at 22476062, and Kathleen Reavis, Transportation Planning, at 224-6140, to discuss what information is needed in the TIS. b. Street oversizing fees will apply to this development. The fees will vary depending on the types of uses in the development and they will be collected at the time of issuance of building permits. The building could potentially contain residential on a second floor above the veterinary hospital. The property is in the NC - Neighborhood Commercial Zoning District. COMMENTS: 1. Jenny Nuckols of the Zoning Department offered the following comments: a. This property is in the NC - Neighborhood Commercial Zoning District. Veterinary facilities and small animal clinics are permitted uses in the NC District subject to an administrative (Type I) review unless a modification to any standard in the Land Use Code (LUC) is necessary, which would then make the item a Planning and Zoning Board (Type II) review. b. The required on -site parking must comply with the allowable maximum parking ratio of 4.5 spaces per 1,000 square feet of leasable floor area for medical office uses [Section 3.2.2(K)(2) in the LUC]; and, residential uses based on the number of bedrooms per dwelling unit [Section 3.2.2(K)(1) in the LUC], if residential is proposed. This is a request for a 2,600 square foot building (for the Raintree Village Animal Hospital) on a. 13,560 square foot site located at the southwest corner of South Shields Street and Evenstar Court. The building could potentially contain residential on a second floor above the veterinary hospital. The property is in the NC - Neighborhood Commercial Zoning District. The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. Acknowledged - extended detention shall be provided in a grass area. 5e. Acknowledged - adequacy of Senior Center system capacity has been verified by Stewart & Associates. 6a. Acknowledged. 6b. Acknowledged - new pedestrian connections have been made from Shields Street to the Senior Center via a new detached walk along Evenstar. Access to this project will be via a pedestrian connection from the prior mentioned walkway. 6c. Acknowledged - an actual trash enclosure will not be provided as trash cans will be utilized and they will screened by being placed within the enclosed yard area. Therefore room for recycling facilities will be provided. The owner will attempt to utilize the same trash hauler that is being utilized in the area. 6d. Acknowledged - bluegrass has been used sparingly. 7. Acknowledged. 8. A formal neighborhood meeting is not anticipated as the project is anticipated to be a Type I review. Informal contact has been made between the owner and the adjacent residential property owners to the north and they have regarded the project favorably.
