proposed finish elevations with respect to the adjacent existing grade and neighboring
property. No drainage shall be conveyed across property lines as a result of the carriage
house construction. All drainage should flow to the street or vacated alley way to the west.

sheet flow of less than 1 ft. in the 100-year flood. Although floodplain regulations do not
apply to the property, it is recommended that the property owner take steps to protect the
new structure from flood damage.

[2/16/07] The City attorney has reviewed the vacated easement ordinance and has
determined that an access easement in the alley has been retained for utility maintenance
only. Therefore, in order to have legal access to this new carriage house, a new access
easement must be dedicated by separate document. This may be an access easement or
an emergency access easement depending on the needs of the Poudre Fire Authority.
Please refer to PFA comments as well.

Dedication and legal exhibits. The City review fee is $250 per document + additional fees

provide as needed to execute the document.

Ordinance no. and also clearly show, label and dimension any proposed access easement
or emergency access easement.

[2/16/07] If a new access easement is to be dedicated entirely on the subject property
alone, the existing driveway on Shields will need to be reconstructed to line up with the new
easement. The City recommends working with the adjacent neighbors to dedicated an
access easement over the current vacated alley however, this will take some coordination
and cooperation from these property owners. Considering they are currently using this
vacated alley to access their properties without legal rights to do so, it will be in their best
interest to cooperate and agree with the new dedication centered on the property lines.

[2/28/07] You have requested a variance for the eave height. What you are requesting is
actually a 'modification of standards'. As mentioned in your conceptual review comment
letter, modification requests must comply with Section 2.8.2 (H) of the Land Use Code. The
eave height standard is in place to ensure the 1 1/2 story height limit and the architectural
compatibility with existing houses. Your primary house is eligible for historic designation. I
do not see how the proposed architecture meets any of the rationales stated in Section 2.8.2
(H). You will need to improve the design of the carriage house or change it in such a way
that a modification is justifiable. Please call me to meet separately on this comment if you
have further questions.

Provide a combined site and landscape plan showing the area outlined in red blown up to a
larger scale. Show all proposed changes, existing and proposed utility lines, and existing (to
